For some reason the information for the weather conditions are in Russian for Topeka, Kansas. How do I change it to English?

The accuracy of temperatures for my area is off-the-map. Even when it is sunny you will say it's cloudy with at least a 5C difference in temperature from what it really is.

Example: 4/17/13, 1:50PM CDT, Cookeville, TN -- Current temp reported by this gadget= 64 deg F. (Actual = 81 deg F) Note: No storms present, no major weather fluctuations occurring to account for temp. mis-report. Just plain inaccurate reporting, by a LOT!

I've used the weather gadget since '08, and it rarely is accurate, but today, it says that we are currently having thunderstorms, when there isn't a cloud in the sky!
