Abstract
The present invention is related to the delivery of requests for emergency service initially handled by an emergency service call center (212) to a public safety answering point (244). The invention additionally allows for enhancement information to be provided to a public safety answering point (244) operator visually in connection with calls routed to that public safet y answering point (244). This information may include caller identification, a nd additional information, such as information regarding the location of the caller and the nature of the emergency. Furthermore, the routing of requests for emergency service to an appropriate public safety answering point (244) can be accomplished for requests received over a wide geographic area. In particular, requests can be appropriately routed even though they may originate from locations encompassed by different emergency services network tandems.
Claims (55)
1. A method for routing a request for emergency services, comprising:
receiving first information comprising first location information regarding a first request for emergency services;
determining an emergency service zone that includes a first location identified by said first location information;
associating a first identifier with said first request for emergency services, wherein said first identifier comprises a routing number;
associating a second identifier with said first request for emergency services, wherein said second identifier uniquely identifies said first request for emergency services; and storing at least a portion of said first information.
receiving first information comprising first location information regarding a first request for emergency services;
determining an emergency service zone that includes a first location identified by said first location information;
associating a first identifier with said first request for emergency services, wherein said first identifier comprises a routing number;
associating a second identifier with said first request for emergency services, wherein said second identifier uniquely identifies said first request for emergency services; and storing at least a portion of said first information.
2. The method of Claim 1, further comprising:
receiving second information comprising second location information regarding a second request for emergency services;
determining an emergency service zone that includes a second location identified by said second location information;
associating a third identifier with said request for emergency services, wherein said third identifier comprises a routing number;
associating a fourth identifier with said second request for emergency services, wherein said fourth identifier uniquely identifies said first request for emergency services;
and storing at least a portion of said second information.
receiving second information comprising second location information regarding a second request for emergency services;
determining an emergency service zone that includes a second location identified by said second location information;
associating a third identifier with said request for emergency services, wherein said third identifier comprises a routing number;
associating a fourth identifier with said second request for emergency services, wherein said fourth identifier uniquely identifies said first request for emergency services;
and storing at least a portion of said second information.
3. The method of Claim 1, wherein said step of determining an emergency service zone that includes said first location comprises performing a point-in-polygon lookup.
4. The method of Claim 2, wherein said first and second emergency service zones are served by different network switches.
5. The method of Claim 3, wherein said different network switches comprise different tandems.
6. The method of Claim 1, further comprising:
receiving a request for said stored first information comprising said second identifier;
returning said stored first information.
receiving a request for said stored first information comprising said second identifier;
returning said stored first information.
7. The method of Claim 6, wherein said stored first information is returned to a first public safety answering point.
8. The method of Claim 2, further comprising:
receiving a request for said stored second information comprising said fourth identifier;
returning said stored second information.
receiving a request for said stored second information comprising said fourth identifier;
returning said stored second information.
9. The method of Claim 8, wherein said stored second information is returned to a second public safety answering point.
10. The method of Claim 1, wherein said first information is received from an emergency service call center.
11. The method of Claim 2, wherein said first and second locations are different, and wherein said first and second locations are anywhere within the United States.
12. A method for routing emergency calls, comprising:
receiving first information from a first network node;
assigning a first identification key to said first information;
storing said first information;
receiving a query for said first information from a second network node, wherein said query includes said first identification key; and providing said first information to said second network node.

storing said first information;
receiving a query for said first information from a second network node, wherein said query includes said first identification key; and providing said first information to said second network node.
13. The method of Claim 12, wherein said first information comprises first location information.
14. The method of Claim 13, further comprising:
determining a first routing number for association with said first information, wherein said second identifier identifies a first switch having a coverage area that includes a first emergency service zone that encompasses a location specified by said first location information.

15. The method of Claim 12, wherein said first network node comprises an emergency service call center.
16. The method of Claim 12, wherein said second network node comprises a public safety access point.
17. The method of Claim 14, wherein said routing number is used by a public switched telephone network to establish voice communications between said second node and at least one of a communication device initiating a request for emergency services and said first node.
18. The method of Claim 12, further comprising:
receiving second information from said first network node;
assigning a second identification key to said second information;
storing said second information;
receiving a query for said second information from a third network node, wherein said query includes said second identification key; and providing said second information to said third network node.

storing said second information;
receiving a query for said second information from a third network node, wherein said query includes said second identification key; and providing said second information to said third network node.
19. The method of Claim 18, further comprising:
determining a second routing number for association with said second information, wherein said second routing number identifies a second switch having a coverage area that includes a second emergency service zone that encompasses a location specified by said second location information.

20. The method of Claim 19, wherein said first emergency service zone receives communications from a first switch and said second emergency service zone receives communications from a second switch.
21. An emergency services complex apparatus, comprising:
an input operable to interconnect said complex to a first communication network;
an output operable to interconnect said complex to the first communication network;
an input operable to interconnect said complex to a second communication network;
an output operable to interconnect said complex to the second communication network;
a coordinate routing database, wherein boundary information for a plurality of emergency service zones is stored on said coordinate routing database;
a positioning server wherein tables of unique identifiers are stored therein, and wherein storage for information related to a request for emergency services is provided.
an input operable to interconnect said complex to a first communication network;
an output operable to interconnect said complex to the first communication network;
an input operable to interconnect said complex to a second communication network;
an output operable to interconnect said complex to the second communication network;
a coordinate routing database, wherein boundary information for a plurality of emergency service zones is stored on said coordinate routing database;
a positioning server wherein tables of unique identifiers are stored therein, and wherein storage for information related to a request for emergency services is provided.
22. The apparatus of Claim 21, wherein said coordinate routing database comprises information regarding the boundaries of emergency service zones covering substantially all of the United States.
23. The apparatus of Claim 21, wherein said boundary information for a plurality of emergency service zones comprises geographic information system data.
24. A method for routing requests for emergency services, comprising:
receiving a first request for emergency services;
identifying a first communication device initiating said first request;
providing first location information related to said first request to a first network node;
receiving first and second identifiers from said first network node;
routing said first request for emergency services over a public switched telephone network, wherein said first identifier is used as a called number and said second identifier is used as a calling number.

providing first location information related to said first request to a first network node;
receiving first and second identifiers from said first network node;
routing said first request for emergency services over a public switched telephone network, wherein said first identifier is used as a called number and said second identifier is used as a calling number.
25. The method of Claim 24, further comprising:
receiving said first location information from said first communication device.

26. The method of Claim 24, wherein said step of providing first location information comprises accessing a table of location information, wherein a location is associated with said first communication device.
27. The method of Claim 24, further comprising:
receiving a second request for emergency services;
identifying a second communication device initiating said second request;
providing second location information related to said second request to said first network node;
receiving third and fourth identifiers from said first network node;
routing said first request for emergency services over a public switched telephone network, wherein said first identifier is used as a called number and said second identifier is used as a calling number, wherein said first request for emergency services is received by a first public safety answering point that is served by a first tandem, and wherein said second request for emergency services is received by a second public safety answering point served by a second tandem.
receiving a second request for emergency services;
identifying a second communication device initiating said second request;
providing second location information related to said second request to said first network node;
receiving third and fourth identifiers from said first network node;
routing said first request for emergency services over a public switched telephone network, wherein said first identifier is used as a called number and said second identifier is used as a calling number, wherein said first request for emergency services is received by a first public safety answering point that is served by a first tandem, and wherein said second request for emergency services is received by a second public safety answering point served by a second tandem.
28. An emergency service call center system for routing requests for emergency services and information, comprising:
an input from a communication network;
an output to the communication network;
an input from a first computer network;
an output to the first computer network;
a call center manager operable to receive a first request for emergency services from at least one of a computer network and the communication network;
a call center database operable to store first information regarding a location, wherein a query comprising first information regarding a location from which the first request for emergency services is transmitted by said call center system over the first computer network, wherein a first identifier is received over the first computer network in response to said query, and wherein said first identifier is associated with the first request for emergency services to allow the first request for emergency services to be routed over the communication network.
an input from a communication network;
an output to the communication network;
an input from a first computer network;
an output to the first computer network;
a call center manager operable to receive a first request for emergency services from at least one of a computer network and the communication network;
a call center database operable to store first information regarding a location, wherein a query comprising first information regarding a location from which the first request for emergency services is transmitted by said call center system over the first computer network, wherein a first identifier is received over the first computer network in response to said query, and wherein said first identifier is associated with the first request for emergency services to allow the first request for emergency services to be routed over the communication network.
29. The system of Claim 28, wherein said input from the communication network and said output to the communication network together comprise an interface with the public switched telephone network.
30. The system of Claim 29, wherein said interface with the public switched telephone network comprises a primary rate ISDN interface.
31. The system of Claim 28, wherein said call center manager is operable to place an operator in voice communication with a party associated with a request for emergency services.
32. A method for routing an emergency call to an appropriate public safety answering point, comprising:
receiving at a call center a signal from a communication device;
determining a geographic location of said communication device;
correlating said geographic location of said communication device to a public safety answering point;
obtaining an identification key from an emergency services complex;
placing a telephone call to a public safety answering point over a first communication network, wherein said identification key is associated with said telephone call; and providing said geographic location information to said public safety answering point over a second communication network.
receiving at a call center a signal from a communication device;
determining a geographic location of said communication device;
correlating said geographic location of said communication device to a public safety answering point;
obtaining an identification key from an emergency services complex;
placing a telephone call to a public safety answering point over a first communication network, wherein said identification key is associated with said telephone call; and providing said geographic location information to said public safety answering point over a second communication network.
33. The method of Claim 32, further comprising obtaining a routing number from said emergency services complex, wherein said routing number is used to route said telephone call over said first communication network.
34. The method of Claim 33, wherein said signal received from a communication device comprises a telephone call, and wherein said step of placing a telephone call over said first communication network comprises routing said signal received from said communication device to said public safety answering point over a public switched telephone network.
35. The method of Claim 32, wherein said first communication network comprises a public switched telephone network, and wherein said second communication network comprises a computer network.
36. The method of Claim 32, wherein said step of determining a geographic location of said communication device comprises receiving geographic location information from said communication device.
37. The method of Claim 32, wherein said step of determining a geographic location of said communication device comprises:
receiving source identification information from said communication device;
and correlating said source identification information to a geographic location.
receiving source identification information from said communication device;
and correlating said source identification information to a geographic location.
38. The method of Claim 32, wherein said communication device comprises a mobile source.
39. The method of Claim 32, wherein said communication device comprises stationary source.
40. The method of Claim 32, further comprising passing data between a positioning server and an information retrieval center.
41. A method for routing emergency signals from a remote source, comprising:
generating in a communication device a signal requesting a response from an emergency service provider;
receiving from a public switched telephone network said signal requesting a response from an emergency service provider at an emergency service call center;
associating said communication device with a geographic location;
querying an emergency services complex for information related to an emergency service zone corresponding to said geographic location of said communication device;
selecting an emergency services routing number, wherein said emergency services routing number comprises a telephone number designating a switch included in an emergency services network;
selecting an emergency services query key, wherein said emergency services query key comprises an identifier;
routing a telephone call from said emergency service call center to a public safety answering point; and querying said emergency services complex for information related to said communication device.
generating in a communication device a signal requesting a response from an emergency service provider;
receiving from a public switched telephone network said signal requesting a response from an emergency service provider at an emergency service call center;
associating said communication device with a geographic location;
querying an emergency services complex for information related to an emergency service zone corresponding to said geographic location of said communication device;
selecting an emergency services routing number, wherein said emergency services routing number comprises a telephone number designating a switch included in an emergency services network;
selecting an emergency services query key, wherein said emergency services query key comprises an identifier;
routing a telephone call from said emergency service call center to a public safety answering point; and querying said emergency services complex for information related to said communication device.
42. The method of Claim 41, wherein said signal generated in said communication device comprises a telephone call placed to said emergency service call center.
43. The method of Claim 41, wherein information related to said geographic location of said communication device is provided to said emergency service call center as part of said signal generated by said communication device.
44. The method of Claim 41, wherein said communication device is associated with a geographic location, wherein said information related to said geographic location of said communication device comprises a client identifier, and wherein said geographic location is obtained from a table associating said client identifier and said geographic location.
45. The method of Claim 41, wherein said communication device comprises a mobile source.
46. The method of Claim 41, wherein said communication device comprises a stationary source.
47. A system for geographically routing signals requesting emergency services, comprising:
a communication device, wherein said communication device is capable of generating a signal requesting emergency services;
a public safety answering point for responding to requests for assistance in a defined geographic area;
an emergency service call center, operable to receive said signal requesting emergency services from said communication device and to initiate a call to deliver said signal requesting emergency services to said public safety answering point;
an emergency services complex, operable to store data concerning a geographic location of said communication device and to correlate an emergency service zone to said geographic location of said communication device, wherein an emergency services routing number and an emergency services query key are associated with said signal requesting emergency services, and wherein said emergency services routing number comprises a called party number and said emergency services query key comprises a calling party number of said call to deliver said signal requesting emergency services initiated by said emergency service call center;
an emergency communications network switch, wherein said switch routes said signal requesting emergency services to at least one of a second emergency communications network switch and a public safety answering point having a geographic area that includes said geographic location of said communication device, wherein said emergency services query key is provided to an automatic location identification system, and wherein location information is returned to said public safety answering point.
a communication device, wherein said communication device is capable of generating a signal requesting emergency services;
a public safety answering point for responding to requests for assistance in a defined geographic area;
an emergency service call center, operable to receive said signal requesting emergency services from said communication device and to initiate a call to deliver said signal requesting emergency services to said public safety answering point;
an emergency services complex, operable to store data concerning a geographic location of said communication device and to correlate an emergency service zone to said geographic location of said communication device, wherein an emergency services routing number and an emergency services query key are associated with said signal requesting emergency services, and wherein said emergency services routing number comprises a called party number and said emergency services query key comprises a calling party number of said call to deliver said signal requesting emergency services initiated by said emergency service call center;
an emergency communications network switch, wherein said switch routes said signal requesting emergency services to at least one of a second emergency communications network switch and a public safety answering point having a geographic area that includes said geographic location of said communication device, wherein said emergency services query key is provided to an automatic location identification system, and wherein location information is returned to said public safety answering point.
48. The system of Claim 47 wherein said communication device comprises a mobile communication device.
49. The system of Claim 47 wherein said mobile communication device comprises a direct dial telephony device and a geographic location determining device.
50. The system of Claim 47, wherein said communication device comprises a stationary communication device.
51. The system of Claim 47, wherein said emergency service call center comprises human personnel and wherein said system places said call center personnel in communication with personnel located at said public safety answering point.
52. The system of Claim 47, wherein said emergency service call center comprises an automated calling system.
53. The system of Claim 47, wherein said emergency service call center comprises human personnel, and wherein said system places said call center personnel and persons at said geographic location of said remote source in communication with personnel located at said public safety answering point.
54. The system of Claim 47, wherein said emergency services routing number comprises a telephone number designating a terminating emergency communications network switch.
55. The system of Claim 47, wherein said signal requesting emergency services generated by said communication device comprises a voice over Internet protocol signal.
