Description
System for electronic cashless purchase of goods and services by payment card
Field of the invention
The invention involves a system for cashless purchase of goods and services by means of payment cards and a public computer network or other electronic data link as the case may be.
Description of the prior art
Settlement for goods and services has been made to date mainly by cash. However, cashless sales are spreading by means of a great variety of payment cards and computer assisted bank transfers which speed up, simplify and reduce the cost of payment operations. The selection of goods and services offered through public computer networks is constantly expanding. A whole series of systems now exist, which are constantly being upgraded and are expanding the selection of services to the client.
In banks and shopping centres client terminals provide information on the balance in a client's account and make it possible to transfer funds from the account or order goods. A disadvantage of existing systems is the direct involvement of the bank as issuer of payment cards in the process of purchase of goods or services, which can be a limiting factor, due to various practical constraints, for the expansion of cashless settlement by payment card.
Systems for cashless settlement by payment card are described in a whole series of patent files, for example Czech patent application PN 2334-97, British patent applications
No. 2 276 258 and 2 283 349, European patent applications EP 0 807 910 A2, EP 0 855 687,

Summary of the Invention
The object of the system according to the invention submitted is to increase the number and distribution of supports for executing settlement by payment card, while at the same time improving safety in the purchase of goods and services and security in the conditions of purchase, including the quality of goods and delivery conditions. The system for cashless electronic purchase of goods and services by means of payment cards and a public computer network comprises a bank operations with payment card block, connected to a payment card holder block and further comprises, a sales operator block and a goods or services supplier block. The basis of the invention lies in the fact that the payment card holder block is
connected to the sales operator block, which is connected, on the one hand, to the bank operations with payment card block and, on the other, to at least one goods or services supplier block. The bank operations with payment card block includes an authorisation and payment card evaluation block. The connection of the payment card holder block to the bank operations with payment card block and, as the case may be, to a sales operator block and thereby to a goods or services supplier block can be effected by means of a public computer network, or by electronic data link to a cellular telephone line etc. The advantage lies in the concentration of all goods or services sales operations, including guarantee of delivery conditions, in one place, i.e. the sales operator block, while maintaining the advantages of the bank payment card.
The sales operator block can be connected to the block of a further supplier of goods or services. The block of the further supplier of goods or services can likewise be connected to a goods or services supplier block. These modifications are useful where the nature of goods or services calls for the co-ordination of more than one supplier. Thus for example the supply of certain goods can be linked to the organisation of a trip and accommodation for the sub- supplier or directly for the client, who familiarises himself with technical and economic conditions and can make decisions on the spot. This linking up makes it possible for the majority of suppliers to offer an expanded selection of goods, and to combine the supply of goods with other services as required.
Brief Description of the Drawings
The invention is explained in greater detail by means of the drawings. Figure 1 represents a block diagram of the system for electronic cashless purchase of goods and services by payment card. Figure 2 shows a variant on the figure 1 link-up, when more suppliers participate in the supply of goods or the provision of services.
Description of the Preferred Embodiments
Figure 1 shows in schematic form the structure of the system for electronic cashless purchase of goods and services by payment card according to this invention. The object and functioning of this system will be apparent from the following description. In the control block, the bank computers ascertain whether it is possible to issue a payment card to a particular applicant from the point of view of the withdrawal limit, and an identification number i§ assigned lo Hie card. Upon issuance of the payment card, a ntractual relationship exists between the client and the bank, defining the conditions of payment and use of the
payment card. On the basis of this contractual relationship between the client and the bank, the bank operations with payment card block 1_ (which includes an authorisation and payment card evaluation block) receives, for example by means of a public computer network or electronic cellular telephone, instructions from the payment card holder block 2 and, according to the conditions of the contract, supplies him with an electronic or other appropriate form of account statement. With every statement from his account or information concerning the status of his account, the payment card holder (payment card holder block 2) receives from the bank operations with payment card block I information concerning specific goods and services that can be ordered from a specific merchant (sales operator block 3). This information can be in electronic form or in hardcopy. Items from a magazine or catalogue etc. put out by the merchant and forming, through his computer and that of the user, part of a public computer network, can constitute an offer.
After selection of goods, which can be bought only on the basis of a particular offer, the payment card holder is connected, for example by means of his computer or a given telephone line, with the sales operator block 3 to which he gives his orders and communicates his payment card number. The sales operator block 3 is connected with the bank operations with payment card block _1 (for example by the bank computer) by means of which verification is performed of the requisite data from the payment card holder block 2. After verification, if all the orders can be filled, meaning for example that the validity of the card is ascertained and that the balance in the account covers the price of the goods ordered, the sales operator block 3 provides, via the computer for example, information on the requested purchase of goods to the goods or services supplier block 4 and orders the goods there. The client (payment card holder block 2) takes the goods from and pays the merchant and is in contact exclusively with the block 3 of the sales operator, who thus guarantees the quality of the goods and the delivery conditions.
Figure 2 shows a further modification of the system, in which a sales operator block 3 is similarly connected to the block 5 of a further supplier of goods or services. Alternatively, the block 5 of a further supplier of goods or services can be connected to a supplier of goods or services block 4. These modifications are useful in cases where the provision of goods or services calls for the co-operation of more sub-suppliers, or the nature of the order requires additional services, for example travel arrangements, accommodation or expertise. At the same time, just as in the basic structural arrangement of the system according to this invention, the payment card holder block 2 i§ in exclusive ont ct during this o eration with the block 3 of the sales operator, who guarantees the quality of the goods and services and the
delivery conditions. The advantages of the system described have already been mentioned. It should perhaps be pointed out however that, besides the principal objective, i.e. the provision and distribution of supports for settlement by bank payment card, and the increased effectiveness, retroactive control and simplification of the whole process of cashless payment for goods and services, the separation of the sales operator block 3 from the bank operations with payment card block I is an advantage and in some countries even a requirement.
