Description

COMMUNICATION SERVICE SYSTEM AND METHOD USING A LOCAL WIRE-COMMUNICATION CENTER
BACKGROUND OF THE INVENTION 1. Field of the Invention
The present invention relates to a communication service system and a method of the same, and in particular to a communication service system using a local-wire communication centre and a method of the same which are capable of setting a certain region of buildings as a regional unit with respect to a building complex in which small and medium size companies are intensively built, building a local-wire communication centre in a certain building of a corresponding region, installing a metro communication centre capable of integrally managing each local-wire communication centre by the unit of large region and using a local and international telephone at a lower cost.
2. Description of the Background Art
Recently, a service which is implemented as another service in the same field such as voice re-selling service, internet telephone, and call-back service is called as a privileged communication service as a communication market is opened based on a basic communication negotiation of the WTO(World Trade Organisation). The privileged communication service is a kind of an information communication system in which various good quality information communication services are provided at economical and reasonable prices to a customer compared to a conventional key communication company by buying and renting a communication facility or a service from a conventional key communication company, providing an additional service to a customer and selectively using an additional service through a network. In a view of a communication business company expedites and reinforce a competitiveness based on a development of a market. In addition, in a view of customer, it is possible to decrease a service charge and increase the quality of service. Namely, when a telephone number except for the area code is pushed by a certain telephone user in a building in which a PBX is installed or a company which uses an exclusive line, the telephone number is connected with an opponent's telephone user through the internal office exchange without a corresponding telephone office for thereby using a telephone for free.
However, in the case of the inter office communication service, the privileged communication service provider or the key communication service provider does not provide an inter office communication service between the telephone subscribers having different area codes.
SUMMARY OF THE INVENTION
Accordingly, it is an object of the present invention to provide a communication service system using a local-wire communication centre and a method of the same which are capable of setting a certain region of buildings as a regional unit with respect to a building complex in which small and medium size companies are intensively built, building a local-wire communication centre in a certain building of a corresponding region, installing a metro communication centre capable of integrally managing each local-wire communication centre by the unit of large region and using a local and international telephone at a lower cost.
It is another object of the present invention to provide a communication service system using a local-wire communication centre and a method of the same which are capable of providing an inter office communication service for thereby implementing a telephone communication for free between all telephone subscribers of each local-wire communication centre or metro communication centre.
In order to achieve the above objects, there is provided a communication service system using a local-wire communication centre which includes more than one local-wire communication centres which are installed in a certain building of a certain region in which buildings are intensively built, are connected with an internal office switch installed in all buildings of the region, stores all telephone subscriber information of each building as a database, controls a telephone communication with an opponent's telephone subscriber by connecting a telephone to the outside through an exclusive line when telephone subscribers of each building input a certain telephone number for the local and international telephone communication, computes a communication rate for the use of the local and intemational telephone and requests to a corresponding subscriber, and more than one metro communication centres which are connected with more than one local-wire communication centre of a large unit of region through an exclusive line, implements a telephone communication with an opponent's telephone subscriber by connecting the telephone to a competent telephone office through the switch using a telephone line when a local telephone communication is requested from the local-wire communication centre and implements a telephone communication by connecting with a telephone subscriber of a corresponding nation using a telephone line through the switch, international gateways and the international telephone communication network when an international telephone communication is requested from the local-wire communication centre in the communication service system having a plurality of switches, competent telephone offices and international gateways installed for connecting a telephone line based on the use of a local and international telephone by a plurality of telephone subscribers. In order to achieve the above objects, there is provided a communication service method using a local-wire communication centre which includes a Step(1 ) in which a privileged communication service provider uniformly divides a region in which building are intensively built, a local-wire communication centre is installed in a certain building of a corresponding region, and the local-wire communication centre is connected with an internal office switch installed in all buildings of a corresponding region, a Step(2) in which a metro communication centre capable of integrally managing more than one local-wore communication centres of a large unit of region is installed, a Step(3) in which a local and international telephone communication and internal office communication used by a telephone subscriber of each local-wire communication centre are controlled, and a Step(4) in which a communication rate for the use of the local and intemational telephone by a plurality of telephone subscribers is computed and billed, and the cost for the use of the communication line is paid to a key communication service provider and intemational telephone network communication service provider.

DETAILED DESCRIPTION OF THE PREFERRED EMBODIMENTS
The preferred embodiments of a communication service system using a local-wire communication centre and a method of the same according to the present invention will be explained with reference to the accompanying drawings.
Figure 1 is a block diagram illustrating the construction of a communication service system using a local-wire communication centre according to the present invention.
As shown therein, a plurality of local-wide communication centres 10 are installed in a certain building in a certain region(for example, a radius of 1.5km) in which buildings are intensively built and are connected through an interoffice switch and an exclusive line installed in all buildings in a certain region. All telephone subscriber information of each building are formed in a database. When the telephone subscriber of each building input a certain telephone number for a local and international telephone communication, the telephone subscriber is connected with a communication centre 20 through an exclusive line for thereby controlling the telephone communication with an opponent's telephone subscriber, and the communication rate for the use of the local and international telephone of a plurality of telephone subscribers is computed and is requested to a corresponding telephone subscriber.
At this time, the local-wire communication centre 10is converted into an inter office service in the case that the telephone number inputted by a telephone subscriber for a local telephone communication is the telephone number of a corresponding local-wire communication centre 10 formed in the database, and the telephone communication is connected through the internal office switch without through the switch connected through the exclusive line. The communication rate for the telephone communication is not requested or the communication rate for the telephone communication is determined at a rate lower than the conventional local communication. The above internal office communication service does not use an additional internal office number system like the conventional art, and the subscriber's telephone number is directly used.
Namely, when a certain telephone subscriber inputs a telephone number(for example, 1234-1234) for communicating with an opponent's telephone subscriber, the local-wire communication centre 10 confirms whether a corresponding telephone number is the telephone number of the same local-wire communication centre 10. In the case of the telephone number provided by the internal office communication service, the communication rate is not requested. In addition, each telephone subscriber previously receives all telephone numbers, which are available for an internal communication service, from the local-wire communication centre 10.
In addition, the internal office communication service provided by the local-wide communication centre 10 is not limited to a certain local-wire communication centre 10 and is adapted to all telephone subscribers of each local communication centre 10 of the metro communication centre 20.
In the case of the communication service provider, the number of the telephone subscribers included in one local-wire communication centre 10 is not limited. The number of the same is limited to about 14,000 lines for a stable communication service.
The metro communication centre 20 is connected with more than one local-wire communication centre 10 of a large unit region(for example, Seoul, Pusan, Taegu, Incheon, etc.). When a local telephone communication is requested from a certain local-wire communication centre 10, a telephone line is connected to a corresponding telephone office 40 through the switch 50 for thereby performing a telephone communication with the opponent's telephone subscriber. When an international telephone is requested from a certain local-wire communication centre 10, a telephone line of the telephone subscriber of a corresponding nation is connected through the switch 30, an international gateway station 50 and the intemational telephone communication network 60 for thereby controlling the telephone communication.
At this time, each of more than one local-wire communication centre 10 of the above metro communication centre 20 is connected in parallel for preventing a disconnection of the local and international telephone service when a system goes down or an error operation occurs.
The switch 30, the corresponding station 40, the international gateway station 50 and the intemational telephone communication network 60 are operated by the key communication service provider and the international telephone network communication service provider. The privileged communication service provider pays a certain cost for the use of the communication line to the key communication service provider and the international telephone network communication service provider. In addition, the privileged communication service provider may rent a certain facility such as the switch 30, the corresponding telephone office 40, the international gateway stationnδO, etc. for a long time for thereby performing a local and intemational telephone service.
Figure 2 is a block diagram of the construction of a local-wire communication centre 10 of Figure 1. As shown therein, a routing operation is performed for outputting a voice signal of a certain telephone subscriber to an opponent's telephone subscriber for a telephone communication and for outputting a voice signal of the opponent's telephone subscriber to a certain telephone subscriber.
The compression/recovering unit 12 compressed a voice signal inputted from the switch unit 11 and outputs to the switch 30 and recovers the compressed voice signal inputted from the switch 30 and outputs to the switch unit 11.
The fire wall unit 13 protects a telephone subscriber information and an operation program of the local-wire communication centre from an external hacking.
The storing unit 14 stores a plurality of telephone subscriber information. The billing unit 15 performs a local and international telephone communication rate computation and computation rate report, payment and nonpayment management, traffic analysis and communication characteristic analysis.
The packet management unit 16 determines the position of data and the queue of transmission and receiving and performs a data compression. The back-up unit 17 charges a power for the power failure of an external power and performs an emergency power generation. At this time, the back-up unit 17 includes an uninterrupted power supply(UPS) for maintaining a power of the local-wire communication centre during a power failure, a battery bank for charging a power for a power failure, and a back-up generator for performing an emergency power generation during a power failure of an external power supply.
Since the construction of the metro communication centre 20 which integrally manages more than one local-wire communication centre 10 is similar with the construction of the local- wire communication centre 10, the description thereof will be omitted. The preferred embodiment of the communication service method using a local-wire communication centre according to the present invention will be explained with reference to Figures 3 through 7.
Figures 3 through 7 are flow charts of the operation procedure of the communication service method using a local-wire communication centre according to the present invention. In a Step S10, a privileged communication service provider which provides a communication service using the local-wire communication centre 10 uniformly divides a certain region in which building are intensively built, and a local-wire communication centre 10 is installed in a certain building. The local-wire communication centre 10 and the internal office switch installed in all buildings of a corresponding region are connected using an exclusive line. In detail, in a Step S11 , the privileged communication service provider uniformly divides a region in which the buildings of small and medium sized companies are intensively built into certain regions, and in a Step S12, a local-wire communication centre 10 is installed in each building which represents each region which is uniformly divided.
In a Step S13, the local-wire communication centre 10 installed in a corresponding building of each region and the internal office switch of all buildings of a corresponding region are connected using an exclusive line, and in a Step S14, in the case of a system down or an error operation, each local-wire communication centres 10 installed by the region are connected in parallel for preventing a disconnection of the local and international telephone service.
At this time, afterthe local-wire communication centre 10 and the internal office switch installed in a building of a corresponding region are connected in the Step S13, in a corresponding local-wire communication centre 10, the telephone numbers of all telephone subscribers of a corresponding region are stored in a database, and the telephone numbers are provided to all telephone subscribers of a corresponding region for being used as an internal office communication service, (of course, in this case, the privileged communication service provider provides an internal office communication service only between the telephone subscribers of a certain local-wire communication centre).
Afterthe local-wire communication centre 10 is built for a certain region in the Step S10, in a Step S20, the privileged communication service provider installs a metro communication centre 20 for integrally managing more than one local-wire communication centre 10 in a large unit of region which includes a plurality of regions.
In detail, in a Step S21 , the privileged communication service provider sets a plurality of regions which are divided into certain regions, as one large region unit, and in a Step S22, the metro communication centre 20 is installed in each large region unit for integrally managing more than one local-wire communication centre 10 installed in a corresponding large region unit.
In a Step S23, the metro communication centre 20 installed in each large region unit and the switch 30 operated by the key communication service provider are connected using an exclusive line. After the local-wire communication centre 10 is installed in each region by the privileged communication service provider, and the metro communication centre 20 is installed in each large region unit in the Steps S10 and S20, in a Step 30, the local and international telephone communication and internal office communication used by the telephone subscriber of each local-wire communication centre 10 is controlled. In detail, in a Step S31, when a certain telephone subscriber of the local-wire communication centre 10 inputs a certain telephone number for a telephone communication, in a Step S32, the local-wire communication centre 10 judges whether the telephone number inputted by a corresponding telephone subscriber is the telephone number for a local telephone communication or the telephone number for an international telephone communication. When the telephone subscriber inputs the telephone number, in a Step S33, the local- wire communication centre 10 judges whether the telephone number inputted by the telephone subscriber is the telephone number of a plurality of telephone subscriber of the local-wire communication centre 10.
In a Step S34, as a result of the judgement, in the case that the telephone number inputted by the telephone subscriber is the telephone number of the telephone subscriber of the local-wire communication centre 10, the local-wire communication centre 10 is converted into an internal office communication service, so that the telephone subscriber and an opponent's telephone subscriber perform a telephone communication based on the internal office communication.
As a result of the Step S33, in the case that the telephone number inputted by the telephone subscriber is not the telephone number of the telephone subscriber of the local-wire communication centre 10, in a Step S35, the local-wire communication centre 10 outputs the telephone number inputted by the telephone subscriber to the metro communication centre 20, and in a Step S36, the metro communication centre 20 connects the telephone line to the corresponding telephone office 40 through the switch 30 based on the telephone number inputted by a corresponding telephone number for thereby implementing a telephone communication with an opponent's telephone subscriber.
As a result of the judgement of the Step S32, in a Step S37, the local-wire communication centre 10 outputs the telephone number inputted by the telephone subscriber to the metro communication centre 20, and in a Step S38, the metro communication centre 20 connects the telephone line with the telephone subscriber through the switch 30, the intemational gateway station 50 and the international telephone communication network 60 based on the telephone number inputted by a corresponding telephone subscriber for thereby implementing a telephone communication.
When the telephone subscriber uses the local and international telephone or internal office communication through the Step S30, in a Step S40, the local-wire communication centre 10 computes the communication rate for the use of the local and international telephone by a plurality of telephone subscribers and requests a communication rate to a corresponding telephone subscriber and pays a the cost for the communication line to the key communication service provider and the international telephone network communication service provider.
In detail, in a Step S41, the local-wire communication centre 10 computes the communication rate based on the local or international telephone communication of a plurality of telephone subscribers and accumulates and records the same, and in a Step S42, it is judged whether the period(for example, one month) for requesting the communication rate is reached.
As a result of the judgement, when the communication rate request period is reached, in a Step S43, the local-wire communication centre 10 requests the communication rate for the local or international telephone communication by the telephone subscribers.
Thereafter, in a Step S44, the privileged communication service provider pays a part of the communication rate paid by a plurality of telephone subscribers to the key communication service provider and the international telephone network communication service provider as a cost for the use of the communication line. In the communication service system using a local-wire communication centre and a method of the same according to the present invention, the small- and medium-sized companies set the buildings of a certain region in which the buildings of the small- and medium- sized companies are intensively built, as a service destination and builds the region communication centre for thereby implementing a local and international telephone service to all telephone subscribers of a corresponding local-wire communication centre, so that in a view of the owner of the building, the telephone subscribers of a corresponding building are capable of communicating with the telephone subscribers of the building itself as well as the neighbouring buildings based on the internal office communication method without an additional switch facility for thereby increasing the value-added price of the building. In addition, in a view of a plurality of telephone subscribers, since it is possible to receive an internal office communication service between the telephone subscribers having different area codes, all telephone subscribers of a corresponding building or the region communication centre are capable of receiving an internal office communication service which is different from the conventional internal office communication service. In addition, it is possible to use the local and international telephone service at a lower cost compared to the service rate of the key communication service provider. It is possible to use a good quality of telephone service which is similar with the communication quality of the key communication service provider.
In the above description, the voice communication based on the telephone was explained. However, the present invention is not limited thereto. The present invention may be adapted to a data communication and information communication field like a facsimile.
As the present invention may be embodied in several forms without departing from the spirit or essential characteristics thereof, it should also be understood that the above-described embodiments are not limited by any of the details of the foregoing description, unless otherwise specified, but rather should be construed broadly within its spirit and scope as defined in the appended claims, and therefore all changes and modifications that fall within the meets and bounds of the claims, or equivalences of such meets and bounds are therefore intended to be embraced by the appended claims.

Claims

1. In a communication service system having a plurality of switches, competent telephone offices and international gateways installed for connecting a telephone line based on the use of a local and international telephone by a plurality of telephone subscribers, a communication service system using a local-wire communication centre, comprising: more than one local-wire communication centres which are installed in a certain building of a certain region in which buildings are intensively built, are connected with an internal office switch installed in all buildings of the region, stores all telephone subscriber information of each building as a database, controls a telephone communication with an opponent's telephone subscriber by connecting a telephone to the outside through an exclusive line when telephone subscribers of each building input a certain telephone number for the local and international telephone communication, computes a communication rate for the use of the local and international telephone and requests to a corresponding subscriber, and more than one metro communication centres which are connected with more than one local-wire communication centre of a large unit of region through an exclusive line, implements a telephone communication with an opponent's telephone subscriber by connecting the telephone to a competent telephone office through the switch using a telephone line when a local telephone communication is requested from the local-wire communication centre and implements a telephone communication by connecting with a telephone subscriber of a corresponding nation using a telephone line through the switch, international gateways and the international telephone communication network when an international telephone communication is requested from the local-wire communication centre.
2. The system of claim 1, wherein said local-wire communication centre includes: a switch means for implementing a routing operation for outputting a voice signal of a certain subscriber for a telephone communication to an opponent telephone subscriber and implementing a routing operation for outputting a voice signal of the opponent telephone subscriber; a compression/recovering means for compressing a voice signal inputted from the switch means, outputting to the switch, recovering the compressed voice signal inputted from the switch and outputting to the switch means; a fire wall means for protecting a telephone subscriber information and an operation program of a local-wire communication centre from an external hacking; a storing means for storing a plurality of telephone subscriber information; a billing means for computing a local and international telephone rate used by a plurality of telephone subscribers and analysing a communication rate report, payment and nonpayment management, traffic analysis and communication characteristic; a packet management means for determining a position of a data and a queue of a transmission and receiving and compressing a data; and a back-up means for charging a power for a power failure of an external power and performing an emergency power generation.
3. The system of claim 2, wherein said back-up means includes: an uninterrupted power supply(UPS) for maintaining a power of the local-wire communication centre during a power failure; a battery bank for charging the power for a power failure; and a back-up generator for performing an emergency power generation for a power failure of an external power supply.
4. The system of claim 1 , wherein said local-wire communication centre converts into an internal office communication service and connects a telephone communication through an internal office switch without through the switch connected through the exclusive line and does not bill the communication rate based on the telephone communication in the case that the telephone number inputted by a telephone subscriber for a local telephone communication is the telephone number of a corresponding local-wire communication centre built in the database.

The system of claim 4, wherein said internal office communication service provided from the local-wire communication centre is not limited to a certain local-wire communication centre, but is adapted to all telephone subscribers of each local-wire communication centre of the metro communication centre.
6. The system of claim 1, wherein said local-wire communication centre connects a telephone communication through the internal switch without through the switch connected through an exclusive line by converting into an internal office communication service and determines the communication rate for the telephone communication to be lower than the conventional local communication rate in the case that the telephone number inputted by a certain telephone subscriber for a local telephone communication is the telephone number of a corresponding local-wire communication centre built in the database.
7. The system of claim 1 , wherein more than one local-wire communication centre of the metro communication centre are connected in parallel for preventing a disconnection of a local and intemational telephone service in the case that a system does down or an error operation occurs.
8. A communication service method using a local-wire communication centre, comprising: a Step(1 ) in which a privileged communication service provider uniformly divides a region in which building are intensively built, a local-wire communication centre is installed in a certain building of a corresponding region, and the local-wire communication centre is connected with an internal office switch installed in all buildings of a corresponding region; a Step(2) in which a metro communication centre capable of integrally managing more than one local-wore communication centres of a large unit of region is installed; a Step(3) in which a local and international telephone communication and internal office communication used by a telephone subscriber of each local-wire communication centre are controlled; and a Step(4) in which a communication rate for the use of the local and international telephone by a plurality of telephone subscribers is computed and billed, and the cost for the use of the communication line is paid to a key communication service provider and intemational telephone network communication service provider.
9. The method of claim 8, wherein said Step(1 ) includes: a Step(1-1) in which a privileged communication service provider divides a region in which building of small- and medium-sized companies are intensively built into regions; a Step(1-2) in which a local-wire communication centre is installed in every building of each region divided into regions; a Step(1-3) in which a local-wire communication centre installed in a certain building of each region is connected with an internal switch installed in a building of a corresponding region; and a Step(1-4) in which the local-wire communication centres installed by the region are connected in parallel.
10. The method of claim 9, wherein after the local-wire communication centre is connected with the internal switch of a building of a corresponding region are connected through the Step 1-3, the local-wire communication centre builds the telephone numbers of all telephone subscribers of a corresponding region in a database, and a telephone number used as an internal office communication sen/ice is provided to all telephone subscribers of a corresponding region.
11. The method of claim 8, wherein said Step(2) includes: a Step(2-1) in which a privileged communication service provider sets a plurality of regions divided into certain regions as one large unit of region; a Step(2-2) in which a metro communication centre is installed for integrally managing more than one local-wire communication centres installed in a corresponding large unit of region by the large unit of region; and a Step(2-3) in which the metro communication centre installed by the large unit of region is connected with the switch operated by the key communication service provider using an exclusive line.
12. The method of claim 8, wherein said Step(3) includes: a Step(3-1) in which a telephone subscriber of a certain local communication centre inputs a certain telephone number for a telephone communication; a Step(3-2) in which the local-wire communication centre judges whether the telephone number inputted by a corresponding telephone subscriber is the local telephone communication or the international telephone communication; a Step(3-3) in which in the case of the local telephone communication, it is judged whether the telephone number inputted by the telephone subscriber is the telephone number of the telephone subscriber of a corresponding local-wire communication centre; a Step(3 ) in which in the case of the telephone number of the telephone subscriber of a corresponding local-wire communication centre, the communication system service is converted into an internal office communication service for thereby implementing a telephone communication between a corresponding telephone subscriber and the opponent's telephone subscriber' a Step(3-5) in which in the case that it is not the telephone number of the telephone subscriber of a corresponding local-wire communication centre, the telephone number inputted by a corresponding telephone subscriber is outputted to the metro communication centre; a Step(3-6) in which the telephone line is connected to a competent telephone office through the switch based on the telephone number inputted by a corresponding telephone subscriber in the metro communication centre for thereby implementing a telephone communication with an opponent telephone subscriber; a Step(3-7) in which as a result of the Step(3-2), in the case of the international telephone communication, the telephone number inputted by a corresponding telephone subscriber is outputted to the metro communication centre; and a Step(3-8) in which the metro communication centre connects a telephone subscriber of a corresponding nation with a telephone number through the switch, international gateway station and the international telephone communication network based on the telephone number inputted by a corresponding telephone subscriber for thereby implementing a telephone communication.
13. The method of claim 8, wherein said Step(4) includes: a Step(4-1 ) in which the local-wire communication centre computes the communication rate for the local or international telephone communication of a plurality of telephone subscribers and accumulates and records the same; a Step(4-2) in which it is judged whether the period for billing the communication rate is reached; a Step(4-3) in which when the period for billing the communication rate is reached, the communication rate for the local or international communication is billed base don the telephone subscribers; and a Step(4-4) in which the privileged communication service provider pays a part of the communication rate paid by a plurality of telephone subscribers to the key communication service provider and the international telephone network communication service provider as a cost for the use of the communication line.
