Abstract

An image encoding device comprises a difference signal generator (101) for producing predicted residual images in encoding object regions in common positions between encoding object images not mutually referenced out of input images while referencing local decoded image of an encoded reference image out of the inputted images, an orthogonal transformer (104) for generating an orthogonal transformation coefficient by carrying out orthogonal transformation in a two-dimensional mode in which the predicted residual images are subjected to two-dimensional orthogonal transformation in the space direction or in a three-dimensional mode in which three-dimensional time-space predicted residual images consisting of predicted residual images are subjected to three-dimensional orthogonal transformation in the time-space direction, a quantizer (106) for generating a quantized orthogonal transformation coefficient by quantizing the orthogonal transformation coefficient, a variable-length encoder (108) for generating a coded transformation coefficient by subjecting the quantized orthogonal transformation coefficient to variable-length encoding, and a multiplexer for outputting coded data created by multiplexing orthogonal transformation mode information representing whether the orthogonal transformation is in the two-dimensional mode or in the three-dimensional mode and coded transformation coefficient.
