The ornamental design for a dog collar with feathers, as shown and described.
DESCRIPTION
FIG. 1 is perspective view of my new dog collar with feathers;
FIG. 2 is a right side elevational view thereof, the left side elevational view being identical thereto;
FIG. 3 is a top plan view thereof, the bottom plan view being identical thereto;
FIG. 4 is a front elevational view thereof; and,
