Roxas is a landlocked municipality in the province of Isabela in the Philippines. As of the 2010 census, it had a population of 57,699 people.

It is currently one of the fast-growing towns in the province. It is the center of business and commerce in the Mallig Region. It is envisioned to be a city in the next few years.
