Benito Soliven is a landlocked municipality in the province of Isabela in the Philippines. As of the 2010 census, it had a population of 27,337 people.
The town is named after the Hon. Benito Soliven, Congressman of the Ilocos Region during the Commonwealth government.
The municipality was created by virtue of RA 4873, which was passed in Congress in May 16, 1967, as authored by the late Congressman Melanio T. Singson in the Lower House and sponsored in the Senate by the late Senator Lorenzo Sumulong. The late President Ferdinand E. Marcos signed this law in May 18, 1967.
The original barangays as provided for in the law were twenty six (26) namely, barrios Melapia, San Carlos, Capuseran, Ara, Guilingan, Danipa, Makindol, San Francisco, Gomez, Villaluz, New Magsaysay, Dagupan, Andabuen, Nacalma, Binogtungan, Sevillana and Sinipit in the municipality of San Mariano and the barrios of Lucban, Yeban, Maluno and Balliao in the municipality of Ilagan and the barrios of Placer, Sta. Cruz, La Salette, San Francisco (now named Santiago) and Punit in the municipality of Naguilian. All in the province of Isabela are hereby separated from said municipalities and constituted into a district and independent municipality and to be known as the municipality of Benito Soliven, Isabela.
