Cabagan is a landlocked municipality in the province of Isabela in the Philippines. As of the 2010 census, it had a population of 45,732 people.

Cabagan had been the business center of three nearby towns (Santa Maria, San Pablo and Santo Tomas) before they had their own market. It is locally famous for its pancit Cabagan. Its people are called Ybanag.

Cabagan is politically subdivided into 26 barangays.
