Hinoba-an, the southernmost town of the province of Negros Occidental, is 200 kilometers (198 to be exact) from the provincial capital of Bacolod City. Today, it is a 3-1/2 hour, scenic drive over a well-paved national highway.  In days past it took anywhere from 5 to 8  hours (or longer) over the same but significantly poorer road.  The trip’s first leg – from Bacolod to Kabankalan – of 100 kilometers was over a paved highway; the second leg – an equidistant segment – was over unpaved, rough, secondary roads. The trip’s last stretch (a route no longer used) was through a treacherous mountain passage consisting of numerous narrow, cliffside blind-curves. The view afforded by this perilous drive was so breathtakingly spectacular however that it rendered the otherwise difficult trip bearable, if not downright exhilarating.

The town is a 2nd class municipality bounded on the north by Sipalay City (known, back in the 60’s and 70’s, for its substantial deposits of Copper, then commercially mined by the Sipalay Mining Co.) and Candoni; on the south by Basay (part of Negros Oriental); on the east by the town of Ilog; and on the west by the Sulu Sea.  According to the 2000 census, it has a population of 50,809 people in 9,783 households. the total land area of Hinoba-an is 421.50 sqaure kilometers.

The current Mayor is the Honorable Tessie Bilbao.

Winning the town’s Mayoral elections, she carries on the political tradition of her late husband, former Mayor Francisco “Paking” Bilbao, who passed away during his second term.  Former Mayor Francisco Bilbao had himself carried-on the political tradition of his older brother,  Joaquin Bilbao, who had served as the town’s Mayor from 1964 to 1985!

 Hinoba-an is politically subdivided into 13 barangays, of which two comprise the town proper. These barangays are:

Alim / Asia / Bacuyangan / Barangay 1 (Pob.) / Barangay II (Pob.) / Bulwangan / Culipapa / Damutan / Daug / Po-ok / San Rafael / Sangke / Talacagay

  1. hi primo if im not mistaken its already a 2nd class municipality. During the last term of my dad before he got sick, he told me he had the town resurveyed. It turns out that there was a mistake on the former land survey and and some land area was added to it. He then applied that it be converted to a 2nd class town because of the bigger area, which will give the town a bigger budget.I’m not a 100% sure maybe i will ask my mom to confirm it.

    It is a large municipality as shown in the map. The area south of town and Pook is vast. Other than occassionaly passing through en route to Dumagete and Bais (Neg. Oriental), we’ve never explored much of the exotic towns of Asia, Basay, and Bayawan—wish we did.

    Interestingly, I recall that back in the mid-70’s, an International Spear Fishing Competition was held in Bayawan. En route to Bais, we (Tito Charlie Daland, my Dad and I) had stopped over for lunch and were told of the event which had just concluded the week prior. It was well attended by divers from around the world. The participants had been impressed by the abundance of pelagic fishes that made for quite a few trophy-catches. This was of no surprise of course given that the Sulu Sea—particularly our general area—abounds in such species as Blue Marlin, Swordfish, Sailfish, Barracuda, and Yellowfin Tuna.
