Templeton High School student selected for Girls State Conference Paid parking paused after city receives ceaseand-desist City moving forward to annex 133 acres near municipal landfill By CAMILLE DEVAUL camille@pasoroblespress.com

PASO ROBLES — Following the receipt of a cease-anddesist letter, the Paso Robles City Council announced during Tuesday night’s meeting on Feb. 6 that they would be pausing the Downtown Paid Parking Program. Just after closed session on Tuesday, the city’s legal staff announced that the city has received a cease-and-desist letter from citizen advocate Gary Lehrer, who raised concerns regarding modifications to the Paid Parking Program alleging violations of the Brown Act and other state laws. While state law mandates that councils establish or modify paid parking rates exclusively through ordinance, the Paso Robles City Council has historically set CONTINUED ON PAGE A7

Junior Maya Leavitt to represent school at nationally recognized mock government program By CAMILLE DEVAUL camille@pasoroblespress.com

TEMPLETON — One Templeton High School student has been chosen to attend the Girls State Conference at the American Legion Auxiliary Girls State Convention (Girls State) this June at Sacramento State University. Junior Maya Leavitt was selected to attend in June with Addison (Addy) George as her alternate. Girls State is a mock government program where American Legion Auxiliary members teach participants to become knowledgeable stewards of freedom and democracy, as well as being patriotic citizens. It is an honor to be nominated as less than one percent of high school juniors from schools throughout California are selected for this nationally recognized conference. Five students were nominated by their teachers from a list of the top 30 percent of academics in their grade. They were then interviewed by two

Girls State representatives on Friday, Feb. 2. “Maya is an absolutely stellar student who is exceptionally bright, persevering, diligent, and an active participant in all she does,” said THS social studies teacher Shawn Barnes. “Her academic achievements and strong leadership ability are impressive, and she puts 100 percent effort into all her endeavors. Maya lights up the room with her cheerful personality and kindness, and she is an outstanding role model for people of all ages. I greatly admire her genuine concern for the well-being of

others, her empathy, her strong sense of integrity, and her willingness to always help others. Maya has made a positive and lasting impact on Templeton High School, and I know her positive impact will go beyond our classroom walls and follow her into her future.” Leavitt, who has watched two older siblings go to a state conference, was familiar with State Conference and excited when she was nominated by her teachers. “I remember walking in when they told us who we were nominated with and seeing the other four candi-

dates and seeing the great people that they are. It’s a great honor to be counted with them and to have the teachers select us,” said Leavitt of the nomination. The four other nominated students were Jayden Fielder, Ali Cathcart, Audrey Higgins, and Addy George. While some were familiar with the State Conference, it was a happy surprise to all of them. THS social studies teacher Grant Craton said of Fielder, “Jayden is a truly outstanding person who is caring, thinks deeply about things, and works hard to achieve her goals. She

shows kindness to others and always tries to make a positive difference around campus. Her actions teach us how important it is to be both compassionate and determined in everything we do.” Fielder, who is looking into studying viticulture and enology after high school, felt honored for the opportunity. “I was immediately excited because this is a great opportunity, and to even be honored and nominated by my teachers was a big personal win,” she said. THS special education staff member Michelle Nikolaou said of George, “Addy’s inner light shines on each of us everyday. She is a phenomenal young woman with a bright future. Addy brings joy to all those around her. I am honored to be her teacher.” Looking to study biology or nursing and possibly join the Air Force like her dad, George said, “Understanding the process we went through without knowing and changing who we are to get chosen, so I feel like it was exciting to know that we had been noticed.” THS staff member Jeremy Hightower said of Cathcart, “Throughout my interactions CONTINUED ON PAGE A7

Month of love returns to North County with 19th annual Father and Daughter Dance

NORTH COUNTY — The City of Atascadero kicked off the month of love with its 19th annual Father and Daughter Sweetheart Dance on Friday, Feb. 9, featuring daughters 12 and under dancing with their fathers or father figures. Saturday, Feb.

3, was for the older crowd. Both nights sold out, with a total of 750 attendees. “This is my second year,” said father and resident Brian Weise. “My daughter is four. I think it’s great for the community to offer this.” This year’s theme was Boots and Beauties, and everyone showed up dressed to the country-themed nines for both nights of the dance. The dance, which the City of Atascadero put on, was led by Recreation Coordinator Ashley Zamora, who assists the city with events, and she

was so excited to pick this year’s theme. “It felt like this last couple of years the whole Dolly Disco thing has been really popular. So I did a kind of spin-off on that to make it a little more age-appropriate and then a lot of pink because of the ‘Barbie’ movie, so it just kind of came together. Disco, Taylor Swift, it’s all incorporated,” Zamora said excitedly. “Putting it together was fun. The decorating is my favorite, obviously, and then it all kind of falls in place with the help

Demand grows for organic produce, despite inflation Organic berry growers see strong demand, organic vegetable growers demand varies By BOB JOHNSON California Farm Bureau Federation

CALIFORNIA — The prospects for organic produce remain strong in these inflationary times, according to leaders of some of the largest grower-shipper operations. Market strength varies, however, depending on which commodities growers are trying to sell. “The category is going to grow based on consumer demand,” said Nishan Moutafian, vice president of production at Driscoll’s in Watsonville. While organic berry growers enjoy strong demand, organic vegetable growers find demand varies depending on the product. “We feel there is a lot of opportunity on the value-added side,” said Joe Pezzini, senior director of agricultural operations at Taylor Farms in Salinas. “The value-added side will continue to grow; it depends on innovation. The commodity side is flat.”

Moutafian and Pezzini made their remarks during a grower roundtable on the state of organic farming during the Organic Grower Summit in Monterey last November. The summit was co-sponsored by Western Growers Association and the Organic Produce Network, a 6-year-old organization created to bring together organic produce retailers and growers large enough to supply them. Statistics gathered by the Category Partners farm market data firm highlighted the strongest organic growth categories. The firm noted that organic berry sales increased nearly 7 percent in the third quarter of 2023 compared to the previous year, while organic prepackaged salads were up 5.4 percent. Sales of organic lettuce, onions and tomatoes were all up less than 4 percent year over year, while sales of organic celery, squash and peaches were down. Taylor Farms already has a valueadded program in place, but shippers that are relatively new to the valueadded category must navigate questions of how to invest. “During COVID, we saw a huge

jump in value-added products,” said Briana Giampaoli, organic category manager at Merced county-based Live Oak Farms in LeGrand. “We’re looking at more value-added products, but it requires risk at first to learn what equipment to buy.” Live Oak Farms grows and ships large volumes of tomatoes and peppers. Moutafian and Pezzini agreed that maintaining a reliable supply 12 months of the year is essential for strong sales. “The majority of consumers who buy organic are making that choice in the store,” Moutafian said. “Reliability is a key to getting good placement in the produce department.” Growers need cooperation of seed companies if they are to provide a steady supply of organic produce. “In some commodities, like spinach, a lot of effort has been put into disease resistance,” Pezzini said. “In some other commodities, we need the seed companies to put more emphasis on disease and pest resistance.” Driscoll’s breeds its own berry varieties and conducts trials on organic ground to test disease resistance. “Our breeding for disease resistance

is an important part of what we do at Driscoll’s,” Moutafian said. Cooperation with other innovators is important if organic produce is to remain competitive, producers said. “It’s worth it to take the time to let the innovators integrate with your operation,” Giampaoli said. “It will pay off.” Western Growers has made it a priority in recent years to serve as a facilitator between technological startup firms, farmers who are willing to host trials and investors who are able to help small firms scale up their more promising ideas. During its annual Ag Sharks competition, Western Growers gives startups a chance to compete before a panel of growers and investors. The prize is investment capital of at least $250,000. The three finalists in the 2023 competition included a company with a mobile biochar unit that can produce the soil amendment at a fraction of the cost. Another was a software company that can automate the process of producing reports required by regulators and buyers. The third was a firm producing material that protects fruit from sun, heat

and wind damage by strengthening the cuticle, or microscopic layer encompassing the fruit. Despite inflationary pressure, the recent trend in organic produce sales has been promising. Walt Duflock, senior vice president of innovation at Western Growers, said the organic sector enjoyed $60 billion in sales nationally in 2022, $22 billion of that in produce. There has been a $10 billion increase in sales over four years, he noted. He also pointed to demographic factors that should help the organic produce market in the next few years. “Millennials and Gen Z are starting to build their families, and they prioritize health,” Giampaoli said. There must be a reliable supply of quality organic produce if growers are to benefit from potential growth in the market. “We need to make sure consumers retain their confidence in the organic label,” Moutafian said. “If the consumer is going to spend that money, they want it to be for something they really want to eat. There is going to be more demand, and my job is to figure out how to supply that.”

District attorney announces settlement with doctor for unlawful supervision of nurse practitioner Dr. Anika Moore ordered to pay $25,000 in penalties by the court STAFF REPORT

SAN LUIS OBISPO CO UNT Y — District Attorney Dan Dow has announced a settlement in the case involving Dr. Anika Moore for her role in the unlawful supervision of Nurse Practitioner Sarah Erny, who misrepresented herself as “Dr. Sarah.” This settlement marks a crucial step in ensuring compliance with California’s laws regarding medical supervision and patient care. Moore has agreed to pay $25,000 in penalties following allegations of improper oversight of Erny, who operated an independent medical office in Arroyo Grande, prescribing controlled substances without Moore’s knowledge for a period of two years. The investigation uncovered that Moore, who practiced obstetrics and gynecology in Massachusetts at the time, accepted the role of supervising physician for Erny in 2018. However, Moore’s involvement was limited, as she only briefly reviewed the collaboration agreement and did not actively oversee Erny ’s practice. Moore claimed she was unaware of Erny’s independent practice and the extent of her prescribing activities, including controlled

substances like testosterone. Assistant District Attorney Eric Dobroth emphasized the professional commitment undertaken by supervising physicians, highlighting the importance of adherence to California’s requirements. Moore’s failure to adequately supervise Erny’s practice led to potential risks to patient safety and violated state regulations. Though Moore does not admit liability, the stipulated civil judgment requires her to pay $25,000 in civil penalties and mandates compliance with California laws for any future supervisory relationships with registered nurses in the state. This case underscores the critical role of regulatory oversight in ensuring patient safety and upholding the standards of medical practice. It was investigated by the Department of Consumer Affairs and the San Luis Obispo County District Attorney Bureau of Investigation, with prosecution led by Deputy District Attorney Kenneth Jorgensen. For more information about the consumer protection laws or to report suspected violations contact the California Department of Consumer Affairs Consumer Assistance Line toll-free at (800) 952-5210 or visit their website at dca.ca.gov/. PASO ROBLES Resident volunteers are being sought for city’s Supplemental Sales Tax Oversight Committee The City of Paso Robles is seeking five volunteers to join its Supplemental Sales Tax Oversight Committee (SSTOC). This unique opportunity arises from the community’s support of Measure E-12 and Measure J-20, supplemental sales taxes approved by Paso Robles voters in 2012 and 2020, respectively. The committee has two distinct roles: oversight and advice. The oversight role is the higher priority: Paso citizens need to know whether the voter-approved supplemental sales tax revenues are being spent on community priorities established by the City Council based on information gained from business and resident surveys and other means. At each regular meeting, the committee reviews the latest accounting for each of the ballot measures, which summarizes funds generated and spent. The committee determines if the funds were spent appropriately, and report that to the council and public. The intent is for expenditures by the city in the priority areas (police, fire and street maintenance) to equal or exceed the revenues generated by the measures. Committee terms are for three years. The application period will be open until all positions are filled. Past SSTOC agendas with linked staff reports can be found here: prcity. com/agendacenter If you are interested in serving on this advisory body, please submit an application here: prcity.com/1181/ Vacancies-and-Applications. All applicants should plan to be available to interview in person. About Measure E-12: In November 2012, the voters of Paso Robles approved Measure E-12, a half-cent supplemental sales tax (SST), beginning on Apr. 1, 2013, and ending on March 31, 2025. Although E-12 is a general tax — meaning it can legally be used for a general government purpose — the tax was intended to fund the city’s street repair, maintenance, and rehabilitation projects. Since inception, E-12 has provided funding for over 35 different road maintenance projects totaling over $45.7 million, with an additional $30.5 million committed towards uncompleted road maintenance projects. About Measure J-20: In November 2020, the voters of Paso Robles approved Measure J-20, a onecent SST, beginning on Apr. 1, 2021, and ending on March 31, 2033 (unless ended earlier by voters). It has the potential to generate approximately $12 million each year in sales tax revenues. The main priorities for spending the Measure J-20 SST revenue are for fire and emergency services, police services, and street repair and maintenance. Paso Robles Municipal Airport launching service improvements Paso Robles Municipal Airport is set to begin operation of a new online portal that pilots can access for aircraft check-in, landing fee payment, and area information, including wine tasting, an events calendar, lodging, and other city-related information. Effective Feb. 19, as part of an initiative to enhance efficiency and modernize airport operations, the Paso Robles Municipal Airport announces a partnership with Altaport Inc. to help provide a modern solution for the payment of applicable airport fees. Through the Altaport website, pilots can access the online aircraft check-in, pay landing fees, and find useful information links about the airport and details on the Paso Robles area. A link to the new online portal can be found here: altaport.info/airports/KPRB Signage will be placed around the airport alerting pilots of the new check-in portal which they can access online through their phone, tablet, or computer. To access the portal, pilots can scan the QR code or enter the

website listed on the signs. The new portal will aid with airport operations tracking, check-in efficiency, and ease of payment of applicable fees for transient operators. The online portal and fee collection by Altaport Inc. is based on a revenue-share model and comes at no direct cost to the airport. The potential revenue to the Airport Fund is estimated at $77,900 annually for the first two years and $73,800 each subsequent year. Revenue generated from the landing fee program helps provide the best level of service to the flying public and helps with the ongoing costs of airport maintenance. The landing fees apply to all transient aircraft over 6,000 lbs. operating at the airport. Exceptions to the landing fees include: all based aircraft, federal government, Angel Flight, Life Flight, air ambulance, touch and go operations and non-commercial aircraft under 6,000 lbs. The landing fee program is in effect per City Council Resolution 23-103, a link to information on the airport’s landing fees can be found here: prcity. com/1187/Landing-Fees For more information, please contact the airport office at (805) 2373877 or airport@prcity.com.

The Central Coast was hit particularly hard — Monterey, Santa Cruz, and San Luis Obispo counties were all deemed major disaster areas by President Biden. “When I was first sworn into the Assembly, our communities faced unprecedented storms, including devastating damage and loss of life,” Addis said. “This was especially the case for residents in mobile home parks and those living in high-risk flood areas. AB 2022 is an essential, preventative measure to ensure that our communities and neighbors can react, respond, and find safety during emergencies.” AB 2022 is sponsored by the Golden State Manufactured-Homeowners League and the Legal Aid Network. “We applaud Assemblymember Dawn Addis for taking on this issue,” said Kendall Jarvis, the lead disaster relief attorney for Legal Aid of Sonoma County. “This bill will address

specific risks faced by mobile and sault Prosecution Team. manufactured home park residents by requiring parks to have working fire Jury convicts man of murder in the hydrants, access to entrance and exit drunk-driving death of 14-year-old points for evacuation, and resident access to gas shut-off valves during an emergency. Legal Aid supports this legislation and truly believes it will help save lives moving forward.” This bill now awaits referral to a committee in the State Assembly. Addis authors Student Privacy Protection Act Assemblymember Dawn Addis (D-Morro Bay) introduced Assembly Bill 1971, the Student Privacy Protection Act. “There is a clear and concerning lack of protections for California’s students when it comes to their data privacy” said Addis. “Advances like those in artificial intelligence have surpassed our state’s privacy laws, leaving our students vulnerable to irresponsible uses of their personal data. As technology continues to progress, so should the protections provided to Californians.” The Student Online Personal Information Act (SOPIPA), established in 2014, prohibits organizations that deal primarily with K-12 education data from selling student data or using a student’s information to amass a personal profile. SOPIPA was a groundbreaking piece of legislation that provided unprecedented protections to students across California, but requires modernization to keep up with exponential growth in the technology sector. AB 1971 adds education-adjacent institutions, including those that assemble and administer standardized tests, into the existing list of organizations that must abide by SOPIPA. Many of these entities deal almost exclusively with K-12 education data and, under AB 1971, will be held to the same standard of privacy. AB 1971 now awaits referral to policy committee. SLO gym owner sentenced to over 300 days in jail

COLE CHARLES CORRIGAN A San Luis Obispo gym owner has been sentenced to over 300 days in county jail after pleading guilty to illegal video recording two patrons of now-closed CCC Fitness and being a felon in possession of a handgun. San Luis Obispo City resident Cole Charles Corrigan has been sentenced to serve 364 days in jail following his Nov. 28, 2023, guilty plea to two counts of illegally recording patrons within the restroom of now-shuttered CCC Fitness and to being a convicted felon in possession of a handgun. In his guilty plea to illegally possessing the handgun, Corrigan admitted a 2007 felony conviction for possessing narcotics for sale. Corrigan is also subject to two years of formal probation, including conditions that he submit to a search of his person or property, including electronic devices, submit to periodic drug and polygraph testing, possess no weapons, and undergo sex offender counseling. At the time of the illegal recording Corrigan was the owner of CCC Fitness in San Luis Obispo. The surreptitious video recording occurred in August 2023. During the investigation, officers served a search warrant on Corrigan’s vehicle and found he illegally possessed a handgun. The case was investigated by the San Luis Obispo Police Department and prosecuted by Deputy District Attorney Kimberly R. Dittrich of the District Attorney’s Sexual As-

EARNESTO NAVA HERRERA District Attorney Dan Dow announced that a San Luis Obispo County jury has convicted Earnesto Nava Herrera, 27, of murder, gross vehicular manslaughter while intoxicated, hit and run causing death, driving while under the influence of alcohol causing great bodily injury, and driving on a suspended license. The jury found Herrera guilty on all charged counts, which included second-degree murder, gross vehicular manslaughter while intoxicated, hit and run causing death, driving under the influence of alcohol causing great bodily injury, and driving on a suspended license. During the nearly three-week trial jurors heard evidence that on the evening of March 27, 2021, Herrera, while driving heavily intoxicated, collided with 70 feet of metal pipe fencing and knocked over a tree. He fled in his vehicle and entered Highway 101 using the Tefft Street off-ramp. While driving the wrong direction on the off-ramp, Herrera nearly collided with a vehicle that was exiting the freeway. The vehicle was able to swerve to avoid a head-on collision. Herrera continued to accelerate northbound on 101 against traffic when he crashed into the victim’s vehicle head-on. The collision killed a 14-year-old and seriously injured two others in the victim’s vehicle. Herrera fled on foot as his vehicle was disabled. About an hour after the deadly crash, California Highway Patrol located Herrera by using a helicopter with FLIR (forward facing infrared) technology. He was crawling near the freeway in an apparent attempt to avoid detection. Herrera had a blood alcohol level of .164, nearly 2½ hours after the deadly crash. On Dec. 31, 2020, just three months before the fatal collision, Herrera was arrested for DUI and was read the following admonition: “Being under the influence of alcohol or drugs, or both, impairs your ability to safely operate a motor vehicle. Therefore, it is extremely dangerous to human life to drive while under the influence of alcohol or drugs, or both. If you continue to drive while under the influence of alcohol or drugs, or both, and as a result of that driving, someone is killed, you can be charged with murder.” “This is a terrible, yet completely avoidable tragedy,” said Assistant District Attorney Eric Dobroth. “As this incident so heartbreakingly illustrates, driving while impaired puts every life on the roadway in peril. We are committed to the aggressive prosecution of those driving under the influence of alcohol or drugs in our community and will charge murder when appropriate. We thank the jury for their focused attention and recognize the psychological impact of serving on a case as tragic as this.” Please report suspected impaired drivers by calling 911. If you find yourself in a position where you have been drinking or have ingested drugs (legal or otherwise) and suspect that you may be impaired, please do not drive; call a friend or a ride service, or simply stay put until you sober up. If you see someone who is about to drive while impaired, please act. Let’s all be part of the solution. Herrera faces life in prison at his sentencing, scheduled for March 5 in Department 6 of the San Luis Obispo County Superior Court, the Honorable Michael S. Frye presiding.

she decided to join the Navy WAVES. After her training in Oklahoma, she was assigned to California and worked in a highly secured logistics office on Coronado Island, keeping track of all of the ship’s movements. Here is where she met Guy Larry Tarbell, who was also a Navy Officer. They married in 1941, and off they went to continue their service in Anchorage, Alaska. She was honorably discharged from the Navy on October 2, 1944 (Y2C). She got her pilot’s license, which she had hoped to do for the Navy; however, women were not allowed to fly back then. She then, being as ambitious as she was, went on to get her license in Cosmetology. She loved every minute of her Navy years but moved back to La Jolla, California, and there they began their family. They adopted their first daughter in 1950, Marjorie Susan, who

suddenly passed away in 1958 at eight years old from encephalitis. They adopted their second child, a daughter, Robin Leslie, in 1954. In 1963, Larry accepted a transfer from Riverside, CA, with the State of California, which brought them to Paso Robles, where Janet and Larry were both employed at the California Youth Authority. Larry passed away suddenly in 1968. It was in 1970 that Janet was introduced to Gene Bryan. They were married the following April, and together, they enjoyed traveling and golfing. Janet became an avid golfer with the PRG&CC ladies’ golf club. Janet was an active member of Eastern Star. She was a member of The First United Methodist Church in Paso Robles as well as Riverside, CA. Janet loved life and enjoyed it to its fullest. From the youngest generation of our family and friends to her fellow centenarians and

ow, I hope you all survived the storm! Our seasonal creek continues to flow and the sound is a reminder of how quickly it fills and how hearty the run-off is. We had several hours without electricity on Saturday, so we gathered up our flashlights and candles and prepared for the dark. Just at dusk, the lights came on, so we were able to fix all those things that run on electricity, like the clock on the oven. I have a gas stove whose burners can be ignited with a match, so I made a huge pot of vegetable soup to share with our son Doug and his wife Michele. It was one of those “dump” soups where you use what you have in the pantry, refrigerator, or freezer. I used a couple of boxes of beef broth, a can of tomato soup (I opened it with an old-fashioned can opener), chopped celery, carrots, potatoes, and onion, a can

of rinsed pinto beans, a large can of diced tomatoes, and seasonings such as parsley, and Brian’s Original Seasoning, to taste. I had some small meatballs in the freezer, so I threw in a few of those. It turned out to be a perfect soup for a stormy night. I love to cook without a recipe or make a recipe my own by being creative. I’m sure most of you cook the same way. However, if you are a beginner, it’s always best to follow a recipe the first time. Mark your calendar for the Atascadero Chamber’s Sweethearts Sip and Shop event on Friday, Feb. 16, at 5:30 p.m., in downtown Atascadero, for ticket information visit atacaderochamber.org. This week’s recipe uses large, firm red peppers, or green if red are not available, stuffed with ricotta and spinach. Check the peppers at the farmers markets in your area, for the freshest ones. Red Pepper Boats Stuffed with Ricotta and Spinach Ingredients: • 3 large red peppers, halved lengthwise; stems, seeds, and ribs removed Ricotta Stuffing • 12 ounces fresh spinach,

stems removed, washed very well; or 1 10-ounce package frozen leaf or chopped spinach, thawed • 1 container (15 or 16 ounces) ricotta cheese • 2 eggs • 3 tablespoons soft bread crumbs • 1/2 cup grated Swiss or Gruyére cheese • 1/4 cup freshly grated Parmesan cheese • 1/4 teaspoon salt • 1/2 teaspoon freshly ground black pepper • 1/4 teaspoon freshly grated nutmeg • 2 cups tomato sauce Directions: Peppers In a large pot of boiling salted water, blanch the peppers, uncovered, just until crisp-tender, 4 to 5 minutes. Drain and refresh under cold water. Set aside to drain, hollow sides down. Stuffing In a large covered saucepan, steam spinach in just the water that clings to its leaves until wilted, about 3 minutes. Drain under cold water and squeeze as dry as possible.(If using frozen spinach, simply squeeze dry.)

just came off the boat. Then I discovered that Harbor Freight is a privately held American company with its headquarters in Calabasas, California. It’s getting real hard to find a truly American company whose products are made by American hands. Who would have ever guessed that Ben and Jerry’s would sell out to a foreign conglomerate? Selling out doesn’t sound like anything the two aging hippies would do, but they did. And I always thought that Trader Joe’s was uniquely American, selling uniquely American merchandise, until I learned that a giant supermarket chain in Germany owns it. One of the brands my grandpa proudly sold in his furniture store was Hoover vacuums. He’d roll over in his grave if he knew Hoover was now owned by the same Techtronic Industries in China that also owns and makes Dirt Devils®. When my wife and I last went to Sears, I told the salesman I wanted to buy a washer and dryer that was made in America, and he laughed in my face. He said whether I bought a Frigidaire®, Kenmore® or any other appliance they were all owned by one or two foreign companies. I said, “What about

Coarsely chop and set aside. In a large mixing bowl, beat the ricotta and eggs until blended. Stir in the spinach, bread crumbs, Swiss or Gruyére, and Parmesan cheeses, salt, pepper, and nutmeg. Correct seasonings and set aside. Assembly Preheat oven to 400 degrees. Choose a shallow baking dish just large enough to hold pepper halves. Spread about 1/2 of tomato sauce in the dish. Arrange pepper halves, hollows up, in the dish. Spoon about a tablespoon of tomato sauce into each pepper. Fill each with the ricotta mixture, dividing it evenly and smoothing the tops gently. Pour remaining sauce over and around the peppers, and sprinkle each with a little Parmesan cheese. Bake until the tops are set and lightly golden, about 30 minutes. Serve hot, spooning the sauce in the dish around the peppers. This dish would make a great side dish for grilled Italian sausage links, sweet or hot, or a combination. Stay safe in the storm. Cheers! Time is just waiting to see when and where it will be put to work. Time is crying out to be developed and allowed to shine with the brightness of God’s glory. Moreno stated that she believes there are three things to focus on where the topic is concerned: accountability, balancing compassion with order, and a coordinator to oversee the issue in the county. erty was never annexed into the city. Currently, the unannexed land is costing taxpayers approximately $10,000 per year in property tax payments to the county. Since the city purchased it in 2005, they have paid over $100,000 in property taxes to the County of San Luis Obispo. City staff presented a use for the “new” acres. It was presented that the area would be sufficient to support the installation of a regional facility that receives a variety of organic waste streams, including biosolids, and convert it into renewable energy and other commodities. Before annexation can become official, there will need to be a

CEQA review for the potential biosolids facility, which costs $60,912 by SWCA Environmental Consultants. According to the staff ’s report, “additional filing, application, and equalization fees are estimated to account for an additional $12,855. These costs will be offset, in part, by property tax savings ($10,000 per year), which had previously been paid to the County of San Luis Obispo.” Council unanimously approved for staff to move forward to gaining CEQA compliance to annex the 133 acres. The next Paso Robles City Council meeting is scheduled for Feb. 20 at 6:30 p.m.

A complete list of the breweries attending the 2024 Firestone Walker Invitational Beer Fest can be viewed on the event page at firestonewalker.com/event/firestone-walker-invitational-beer-festival/ Since its inaugural event in 2012, the Firestone Walker Invitational Beer Fest has become renowned as one of the world’s most esteemed beer festivals. “This is a day when we can set the sales pitches aside and simply share our beers and stories with passionate craft drinkers.” Proceeds from the fest benefit Paso Robles Pioneer Day, a beloved local nonprofit. “The proceeds that are raised from the beer fest are critical to the ongoing mission of Paso Robles Pioneer Day, which is to preserve and showcase our local heritage and agricultural roots through events such as the Pioneer Day Parade that happens every October,” said Sarah

Kramer, chairperson of the Firestone Walker Invitational Beer Fest Committee. “Firestone Walker’s generosity in assisting with the production of the beer fest never ceases to amaze us and they have been an incredible partner over the years. We look forward to another great celebration this year.” Firestone Walker is also planning a slate of monthlong local events leading up to the fest, all designed to bring visitors and the local community deeper into the experience. These will include

live concerts, block parties, and special menu activations with Central Coast bars and restaurants. Details to be announced in the weeks ahead. “The Firestone Walker Invitational Beer Fest is an international event with a distinctly local flair,” said Nick Firestone. “Every June, Paso Robles transforms into a central hub for global beer fans. It has become more than a beer festival — it’s a community celebration where we can all gather together in the name of great beer and good times.”

SAN LUIS OBISPO COUNTY — One Cool Earth is introducing its new play-based garden enrichment program called the Play Grove. The new program is located at the organization’s new headquarters garden at the San Luis Obispo Jewish Community Center’s 10-acre site near the base of Bishop’s Peak. The outdoor learning space features a large tent for rainy day activities, garden beds for hands-on learning, a beautiful cob oven, and an outdoor kitchen area. The program will also prepare them for the next step in their learning journey. Alongside enthusiastic playworkers, young children will engage in free play, games, intentional curriculum, art, and projects infused with laughter, curiosity, and excitement. With a low student-to-playworker ratio of 1:5, all Play Grove students will receive guided care and attention as they engage with the outdoors. The playworkers will introduce students to gardening, harvesting, preserving, seed saving, and preparing fruits and veggies, similar to the school-age One Cool Earth curriculum. Serving as facilitators and co-learners, playworkers will be trained in early childhood education skills

One Cool Earth’s Play Grove enrichment program will launch in the fall of 2024 for children from ages 3-5 at the organization’s new headquarters garden at the San Luis Obispo Jewish Community Center’s 10-acre site near the base of Bishop’s Peak. Contributed Photo

Making Communities Better Through Print. A.P.N.: 040-122-073 The undersigned Trustee disclaims any liability for any incorrectness of the street address or other common designation, if any, shown above. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee, and the successful bidder shall have no further recourse. If the sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of the deposit paid. The Purchaser shall have no further recourse against the Mortgagor, the Mortgagee, or the Mortgagee’s Attorney. If you have previously been discharged through bankruptcy, you may have been released of personal liability for this loan in which case this letter is intended to exercise the note holder’s rights against the real property only. THIS NOTICE IS SENT FOR THE PURPOSE OF COLLECTING A DEBT. THIS FIRM IS ATTEMPTING TO COLLECT A DEBT ON BEHALF OF THE HOLDER AND OWNER OF THE NOTE. ANY INFORMATION OBTAINED BY OR PROVIDED TO THIS FIRM OR THE CREDITOR WILL BE USED FOR THAT PURPOSE. As required by law, you are hereby notified that a negative credit report reflecting on your credit record may be submitted to a credit report agency if you fail to fulfill the terms of your credit obligations. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (800) 758-8052 or visit this Internet Web site www.Xome.com, using the file number assigned to this case 2227586. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (800) 758-8052, or visit this internet website www.Xome.com, using the file number assigned to this case 22-27586 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. Eagles defeat Greyhounds in basketball rematch

The Templeton and Atascadero boys basketball team played a hard-fought contest on Tuesday, Feb. 6, with the Eagles coming out on top 62-53. The Eagles and Greyhounds split their season series, with Atascadero previously beating Templeton 72-70 in overtime. Photos by Rick Evans

Templeton sits atop Ocean League standings with Atascadero in second By CAMILLE DEVAUL

NORTH COUNTY — In front of a packed gym on Tuesday night, Feb. 6, the Templeton High boys basketball team defeated Atascadero 62-53, in anticipation of battling for a CIF championship in boys basketball. “Tonight’s (Tuesday) win against Atascadero is the culmination of the tremendous amount of work by a talented group of young men who

strive to get better every day,” said Eagles head coach Lawren Ramos. Ramos is a THS alumni whose dad once coached football at the high school. Last summer, Ramos pushed the student-athletes hard in anticipation of a great season. Templeton currently sits as number one in the Ocean league standings, with Atascadero in a close second. “I am very proud of what we have accomplished up to this point,” said Ramos of his team’s nearly undefeated season. “By continuing to sacrifice for each other, this team has the potential to be very special and hang the first CIF basketball championship in Thorndyke Gymnasium.” In January, the Eagles lost to the Greyhounds

72-70 in an overtime nail-biter. Star players on the Eagles this season included junior Trevon Carter Givens and senior Ryan McNamee. Givens broke the Templeton’s single-season rebounding record and, going into Tuesday’s game, had 282 rebounds this season. He also broke the school record for blocks in a season with 74 so far, beating the old mark of 61. Givens has 15 “double-doubles,” making him a big player to watch. McNamee was 12 assists away from breaking the record for assists in a season before Tuesday. He had 101 going into Tuesday’s game. McNamee has made 51 3-point shots this year after setting the school record last year with 77.

For the season, including non-league games, the Eagles are 20-6 and anticipating their entry into the CIF Central Section playoffs. Givens’s current stats include 14.5 points per game, 11.3 rebounds per game, and 3 blocks per game. McNamee is 14 ppg, 7 rpg, and 4 assists per game. The best boys’ basketball record in THS history was 21-6 under former head coach Andrew Cherry, whose son Luke Cherry is a senior starter on this year’s team. They are hoping to break that record. This Friday, the Eagles will play against Nipomo, who holds a 9-17 season record. The Greyhounds will face Lompoc, who hold a 5-15 record for the season.
