The Department of the Interior and Local Government (DILG) R2 came out very strong in the recently concluded 2018 Capacity Development Awards for Catalyst of Excellence (CapDev ACE) Gabi ng Parangal held on December 13, 2018 at the Manila Hotel. DILG R2 is recommended for ISO 9001:2015 Certification Executive Order No. 605 dated February 23, 2007 mandates all agencies of the Executive Branch to adopt the ISO 9001 Quality Management System as part of the implementation of a government—wide Quality Management program. Likewise, the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems requires the establishment of the Quality Management System aligned with the ISO Standards, as a condition to the grant of Performance-Based Bonus (PBB). The Department of the Interior and Local Government Region 2, heeding the call to establish its Quality Management System have undergone tedious calibration and revisiting of its enrolled system and quality procedures to adapt with the new laws and guidelines. Last December 4-5, 2018, DILG R2 had its Stage 1 Audit which was conducted by the AJA Registrars, Inc. as the certifying body represented by Mr. Kim Pajares. In this stage, the auditor looked into the strength of the Management Committee members being the ones on top of the organization in establishing a Quality Management System. On the second day of audit, the auditor focused on inspecting the building and facilities of the DILG Regional Office. After careful scrutiny of Auditor Pajares based on international standards, he came into conclusion of recommending DILG R2 for Stage 2 Audit. Having passed the Stage 1 Audit, DILG R2 had its Stage 2 Audit, a crucial

part and the deciding stage if the Department would be recommended for an ISO Certification. On December 18-19, 2018, three auditors from the AJA Registrars Inc. conducted the Stage 2 Audit, a prerequisite in awarding the ISO Certification. For this stage, DILG Regional Office and two Provincial Offices, namely PO-Cagayan and Isabela were audited. The auditors focused their Stage 2 audit on the implementation of the enrolled quality procedures by the process owner. Documents as proof of every procedure’s transaction of process owners were scrutinized. The QMS team, namely the Secretariat, Document Control Team and Internal Quality Audit Team also served as auditees during the two-day Stage 2 Audit. After a heart pounding deliberation by the auditors of the certifying body they have agreed that DILG Region 2, including its five Provincial Offices is recommended for ISO 9001:2015 Certification. Everyone erupted in victory and were in awe with this pronouncement as DILG R2 have once again prove its resiliency in overcoming challenges in establishing a Quality Management System. The 2018 Seal of Good Local Governance (SGLG) National Awarding Ceremony was held at The Tent City, Manila Hotel on November 6, 2018. The Awarding Ceremony were conducted in 3 clusters: North Luzon Cluster – November 6, 2018 South Luzon Cluster – November 7, 2018 Vizayas and Mindanao Cluster – November 7, 2018 Around 263 local government units received the Seal, based on the assessment and cross-regional validation to ensure impartiality and strengthen credibility of the awards. Moreover, the National Confirmation Committee composed of advocates of good local governance from the civil society and the Undersecretary of Local Government, was responsible in scrutinizing the crossvalidation reports and came up with a recommendation of the final list of SGLG passers. Quirino tops nat’l ranking for CMGP implementation

For the year 2018, the Province of Quirino ranked first in the national ranking for the implementation of the Conditional Matching Grant to Provinces (CMGP) projects. Spearheaded by its Governor, Hon. Junie E. Cua and in coordination with the Department of the Interior and Local Government DILG Region 02 and DILG

Quirino, the province finished with a Physical Accomplishment Rate of 100% by the end of the year. Quirino was able to complete 7.78 km and PhP92,197,205.00 worth of provincial and local roads projects namely: Rehabilitation of NRJ - Pinaripad Sur - Diodol road; Rehabiltation of NRJ - Magsaysay - Dibul Road; and Rehabilitation/Repair/Improvement of Balete-Arcangel-Ogsip-Calamcan Road. Due to its excellent annual performance, the province was chosen to host the Benchmarking on Conditional Matching Grant to Provinces (CMGP) Program Governance Reforms cum National Year-End Review, Assessment and Planning Workshop for CY 2019

Operations on November 27-28, 2018. During the national activity, Gov. Cua stated that, “It is not only about the funding that we should be grateful, but it is about the great paradigm shift in the way we implement projects.” He then urged the delegates from across the country to implement projects in an organized, logical, transparent, and open way of implementing projects. “A way that is not obstructive but facilitative”, he added. Following the lead of Quirino in Region 02 is the Province of Nueva Vizcaya, which ranked third in the national ranking with the Physical Accomplishment Rate of 97.41%.

DILG RO2 Fetes LGUs for Exemplary Performance on Good Governance for CY 2018 In 2003, the Department of the Interior and Local Government Region 02 launched the Local Government Unit Incentives and Awards (LGUIA) Program. From then onwards, performer-LGUs are conferred in recognition to their exemplary performance. The LGU Incentives and Awards (LGUIA) Program, in its 15th year of implementation, has been a part in empowering local government officials and functionaries through recognizing their exemplary performance and showcasing good practices in local governance on the different categories as follows: 1. recognition system dubbed as Cagayan Valley’s Excellence Award on Governance and Leadership (EAGLE) : An Incentives and Awards Program for LGUs in R2. DILG RO2 Regional Director Jonathan Paul M. Leusen, Jr. CESO IV shared with the crowd of 500 participants composed of barangay/municipal officials, partners from the National Government Agencies and Civil Society Organizations and DILG RO2 staff and field officers his warmest congratulations and the message of the SILG. For 15 years of implementation, the LGUIA has provided evidence-based results that inspired our organization to continue creating champions of good governance. 3 Local Government Units (LGUs) from region 02 recognized as high functional in Anti-Drug efforts The Manila Hotel- With the President Duterte’s directive to Strengthen Local Anti-Drug Abuse Councils, through programs and strategies, three (3) local government units (LGUs) from Region 2 have been hailed with high functional Local Anti-Drug Abuse Councils and were awarded with a Silver Performance Award. Out of the 241 outstanding Local Government Units (LGUs) given the awards which have exceptionally performed their duties and responsibilities through the Anti-Drug Abuse Councils, the Provincial Government of Quirino; Municipal Government of Abulug, Cagayan; and Municipal Government of Cabarroguis, Quirino garnered scores between 85100 functionality points based on the functionality indicators that were used to measure the performance of provincial, city and municipal ADACs. and power while he motivated the nominees who didn’t make it to “soar high or even higher than the winners who made it today.” Meanwhile, Regional Director Jonathan Paul M. Leusen, Jr., read the message of DILG Secretary Eduardo Ańo for the occasion. In his message, the DILG Chief congratulated the agency, through the leadership of RD Leusen, along with the participants who united and supported the said activity. Barangay Officials join Barangay Summit on Good Governance Cauayan City, Isabela, November 28- A total of 2,311 from the different barangays in Region 2 attended the Barangay Summit on Good Governance spearheaded by Department of the Interior and Local Government Regional 2. The Summit was specifically conducted to increase awareness of the Punong Barangays especially the newly-elected ones about the current administration’s campaign against illegal drugs, criminality, corruption, violent extremism and its quest for federalism. The activity also aimed to strengthen the bond between the national government and barangay through introduction of new strategies in pursuit of an effective and efficient delivery of public services to its constituents. During the event, the roles of the barangay were defined especially on the

prevention of illegal drugs, campaign against criminality and corruption, and as to prevention of violent extremism. In accordance to the pursuit for a federal government, DILG R2 Regional Director Jonathan Paul M. Leusen, Jr. shared the objectives of Philippine Federalism and that is to activate the Regions’ participation in national decision making, accelerate the economic development of the regions, achieve “Peace in Mindanao” and allow the preservation of the culture and language of the various ethno-linguistic groups. DILG-RO2, DTI-RO2 jointly conduct investment forum Jeremy Gato

The DILG-RO2 and the DTI R02 conducted the 2018 Investment Forum with the theme “PPP: Government Nexus to Sound Economic Development” on December 10, 2018 at the Pulsar Hotel, Buntun, Tuguegarao City. Participated by LGU officials and functionaries and representatives from Private Sectors, Civil Society Organizations, Local Resource Institutes and Partner Agencies, the activity consisted of a series of discussion, business talking show and business matching. Gracing the activity, SP Member Grace B. Arago of Tuguegarao City highlighted the boost in economy for the year due to the influx of business opportunities in the city and their hope for continuous investment growth. RD Jonathan Paul M. Leusen, Jr. also emphasized in his message that Governance is Good Economics and is the heart of local economic development. In his keynote speech, Mr. Jomel Anthony V. Gutierrez of the Public Private Partnership Center mentioned that the PPP Center champions the country’s PPP Program by enabling implementing agencies in

all aspects of project preparation, managing of the Project Development and Monitoring Facility (PDMF), providing projects advisory and facilitation services, monitoring and empowering agencies through various capacity building activities. The forum concluded with a Business Matching between the LGU and business sector participants, giving them opportunity to talk about possible business ventures and partnerships.

Federalism Speakers’ Bureau Reg’l Training on high gear Tuguegarao City - In line with the administration’s thrust to promote the shift to a federal form of government, the Department of the Interior and Local Government Regional Office 02 (DILG RO2) through the Local Governance Regional Resource Center (LGRRC) conducted the Federalism Speakers’ Bureau Regional Training on October 25-26, 2018 at Villa Blanca Hotel, Tuguegarao City. The main objective of the activity was to bring the Federalism advocacy campaign to as many local governance partners as possible, carrying united core messages and communication approach for target audiences and increase the level of awareness of Filipinos on the proposed shift by the year 2019. The two-day training was attended by LGU functionaries, members of the academe, Civil Society Organizations and representatives of partner regional line agencies. They shall compose the speakers’ bureau who will be capacitated in discussing and answering

questions on Federalism. In an opening remark delivered by Assistant Regional Director Elpidio A. Durwin, he urged the participants to focus on the current stand of the President, the DILG and the output of the Consultative Committee. He said that the members of the speakers’ bureau should have a common platform, a common message that will be conveyed to their constituents. He ended his message with a quote from Henry Ford, “Coming together is a beginning, keeping together is progress and working together is success.” The Regional Federalism Team composed of National Trainers namely DILG Cagayan Provincial Director Ruperto B. Maribbay, Jr., CESO V, Atty IV Sherick L. Saquing, LGOO VI Christopher B. Domingo, LGOO V Arianne Bennevic B. Batugal, and Regional Project Officer Romeo P. Professor Eric Daniel de Torres lectured on the draft Bayanihan Federalism Constitution. The topic was divided into two modules, Module 1 tackles the issue of State Governance in the Philippines with three sub topics, namely: Understanding Federalism, Evolving Autonomy and Federalism Initiatives in the Philippines and Federalism for a Better Philippines. While Module 2 focuses on the draft Bayanihan constitution submitted by the Consultative Committee to the President. After the presentation of the four sessions, an open forum was conducted. The participants were encouraged to raise their queries, issues and concerns regarding federalism to better understand the topic and provide a clear message during their provincial advocacy campaign activities. The activity culminated with the preparation and presentation of action plans which will serve as the guide for future endeavors of the speakers’ bureau members.

DILG - R02 continues its stand against Vio On May 23, 2017, hundreds of lives were taken and thousands of families were displaced. It was a five-month-long armed conflict which would be known as Marawi Siege in Lanao Del Sur, as a result of Violent Extremism. Violent Extremism is the willingness to commit violent acts. It is a state of mind and an overt act that inflicts harm to people. These acts seek to destabilize the Government and disturb Peace, Order and Security of the nation. Maria Ressa, author of the book, “From Bin Laden to Facebook” illustrates a conversion funnel which contains the four phases of radicalization: Agitation Stage - a person seething with grievances within his or her traditional community, such as poverty, trauma, and injustices usually becomes susceptible to radical ideas. Self-Identification Stage – a person tends to cling to an alternative community—either physical or virtual or both—that provides to him or her a stronger psychological and emotional sense of security. This is when peer pressure, groupthink, and gratification occur. Indoctrination Stage - it is when the person internalizes the guiding ideology of the community, undergoes capacitybuilding and receives personal assurance, such as source of income, opportunities for adventure, or salvation in the afterlife. Violent Extremism Stage - the person carries out his or her newfound life mission as

an act of sacrifice and an ultimate source of personal fulfilment. Notably, as the person progresses from the first to the final stage, he or she becomes increasingly distant from the traditional bonds that keep them integrated into the society. The moment a potential recruit is severed from his or her traditional community, this is when he or she becomes prone to joining terrorist groups such as the Daesh or Islamic State. “I felt betrayed, talagang nasaktan ako. Roa Durterte on the Marawi Siege. It is the very reason why the Department of the Interior and Local Government is committed to intensify awareness on Preventing Violent Extremism and build the capacity of Barangay Government, Civil Society, and Key Members of the community to help create safe, peaceful, and resilient communities that are able to resist the lure of Violent Extremist ideologies. One of the key strategies to prevent Violent Extremism is to enhance engagement with and support to local communities by means of providing capacity building interventions that leverage the community’s strength and promote partnerships among Barangay

As part of the Department’s mandate of providing necessary technical assistance in the formulation of the Local Climate Change Action Plan (LCCAP) to local government units, DILG Regional Office 02 earlier conducted coaching activity

on the Enhanced LCCAP integrating the Climate and Disaster Risk Assessment (CDRA) to collect and analyze data in terms of vulnerability and risk mapping on 2017. Putting premium to Risk and Vulnerability Mapping, DILG Regional Office 02

conducted a follow-up training on the Advance Geographic Information System on October 15-17, 2018 at Zen Hotel, Santiago City for the twelve (12) LGUs within Southern Isabela. This includes the municipality of San Mateo, Ramon, Jones, San Agustin, Echague, Dinapigue, Alicia, Angadanan, San Isidro, San Guillermo, and Divilacan. The training aimed to provide LGU participants the needed competencies in mapping their vulnerability and risk, and for the participants to be able to analyze CDRA tables using the maps. It addresses the need to have skilled personnel in the LGUs to do their risk and vulnerability maps using the ArcGIS software. At the end of the three-day training, the LGU personnel were able to create their Exposure Map, Risk Map, Vulnerability Map and Sensitivity Map of one (1) barangay in their municipality with Flood Hazard.

olent Extremism DILG R2 hails new set of STAR 02 awardees Officials, Civil Society Groups and members of the community. On November 26-27, 2018, Barangay Officials of the Municipality of Rizal and Sto. Niño of the Province of Cagayan underwent the Barangay Training on the Prevention of Violent Extremism at Kimikarlai Hotel, Tuguegarao City, Cagayan. It is also notable that the Local Chief Executive of the Municipality of Rizal, Atty. Brenda B. Ruma was present all throughout the training. According to her, the training is an opportunity to learn more about the issue at hand and the knowledge acquired will be an important aspect of countering Violent Extremism. This is part of the continuing roll out to educate the community about Violent Extremism in the whole Region. The activity aimed to raise awareness not only to the Barangay Officials but the entire community about the issue and the knowledge on how to facilitate preventive measures and countering strategies, and to provide the participants with necessary information for the creation of a community-based approach in preventing potential and actual activities of violent extremism to obtain, if not maintain peace, order and security. –Austine Junel C. Localization of the PDP 2017-2022 Liberty B. Barcena and SDG conducted

Ensuring the attainment of the Philippine Development Plan 2017-2022 and the Sustainable Development Goals, the DILG conducted a series of initiatives that aimed at aligning LGU plans to the former. Primarily, the DILG-Regional Office 2 facilitated the conduct of the Regional Orientation and Workshops on the Formulation of Provincial Results Matrices for the Localization of the PDP 20172022 and the SDG on November 15-16, 2018 at Zen Hotel, Santiago City. Said activity was conducted in coordination with the National Economic Development Authority and the Philippine Statistics Authority. The activity, which was participated

by ninety-four (94) participants from the five (5) provincial governments within the Region and Santiago City, was conducted to orient the participants on the processes to be undertaken in formulating the Provincial Results Matrices (RM) for the localization initiative. Said provincial RM is a document that contains the programs, projects and activities from the Local Development Investments Plans and other LGU plans which are contributory to the attainment of the regional targets and the targets per P/P/A that each Provincial Government and its component LGUs will commit to undertake. The two-day activity

consisted of a series of lectures and workshop on RMs formulation. PD Corazon D. Toribio of DILG-Isabela, in her message, recollected the localization initiative conducted in 2017 wherein the P/P/As aligned to the SDG, PDP and Sendai Framework were mapped and consolidated and eventually served as one of the inputs in crafting the 2019 General Appropriations Act, thereby stressing primacy of this undertaking. This was backed by ARD Ferdinand Tumaliuan of NEDA who emphasized in his message the significance of the participation of the LGUs in the attainment of the PDP and on how much national government depend the attainment of many of its targets in the activities of the LGUs. Requisite to the finalization of the RMs is the conduct of the validation by the component LGUs of the targets included in the provincial RMs. Consequently, validation workshops were conducted by the five provinces, spearheaded by the DILG-Provincial Offices and their respective Provincial Government Units resulting to the validation of the RMs and giving of commitments by the component LGUs. The attainment of PDP and SDG indicators at the local level will be monitored using the provincial RMs monitoring form starting April 2019.

General Orientation for the 52nd Batch LGOO induction tranining conducted Putting premium on the development of its personnel, the Department provides them with capacity building interventions that give the prime opportunity to expand the knowledge, attitude, skills and experience of the employees and bring them to a higher level of performance. Among the established interventions is the conduct of the Induction Training for Local Government Operations Officer II and III, a CompetencyBased intervention designed to prepare LGOOs to assume greater responsibilities as front liners of the Department. For its Fifty Second (52nd) Batch, the Region conducted the first component: General Orientation Program at the DILG Conference Hall, Carig,

Tuguegarao City, Cagayan which lasted from November 26, 2018 to December 07, 2018. It was participated by twenty-two (22) LGOO II trainees regionwide. This training highlights the roles of LGOOs as nexus to good local governance and the salient features of the Local Government Code

of 1991. A series of workshops, structured learning exercises and competency-based examination was made part of the training to ensure optimum learning. Said training is also a requisite in the advancement of LGOOs II to higher level of technical positions.

RD Leusen graces inauguration ceremonies of DILG Locally Funded Projects in Uyugan, Batanes Uyugan, Batanes – On December 11, 2018, RD Jonathan Paul M. Leusen, Jr., CESO IV, of the Department of the Interior and Local Government Region 02 together with Engr. Maria Loida M. Urmatam, CESE, OIC-PD of DILG Batanes, graced the Turnover and RibbonCutting Ceremonies of completed local access roads and provision of potable water supply project under the FY 2017 Assistance to Disadvantaged Municipalities (ADM) and FY 2018 Assistance to Municipalities (AM). The ceremonies were participated in by Mayor Jonathan Enrique V. Nanud, Jr., the Vice Mayor and the members of the Sangguniang Bayan, Department Heads, the four (4) Punong Barangays of Uyugan, members of Civil Society Organizations and residents of Uyugan. In his message, RD Leusen congratulated the LGU functionaries for facilitating the completion of said projects despite the LGU’s geographic location and the unpredictable weather condition. These factors commonly affect the procurement and the implementation phase of the project. Being the end users, RD Leusen challenged the LGU and Barangay officials as well as the residents to dutifully maintain the projects. Mayor Nanud delivered his acceptance message and expressed his gratitude to DILG under its program - Assistance to Disadvantaged Municipalities (ADM) and Assistance to Municipalities (AM) for the continuous support to municipalities in the delivery of basic services. Mayor Nanud reiterated that the LGU is committed to making

sure that the projects will be continuously monitored and well-maintained. Cognizant of the roles and contributions of Civil Society Organizations (CSOs) in project monitoring, Ms. Emely Balderas, IP Representative, conveyed her profound appreciation and sincerest gratitude to DILG for projects extended in improving the lives of the residents of Uyugan. In close coordination with LGU and Barangay Officials, she is open to helping monitor the projects. Twelve (12) Local Access Roads and One

(1) Provision of Potable Water Supply project were funded under the ADM 2017 amounting to Thirteen million six hundred eighty nine thousand (Php 13,689,000.00) and one (1) Local access road under AM 2018 amounting to P 4,821,250.00 were turned-over to LGU Uyugan. After the inauguration ceremonies, RD Leusen and the group conducted on-site visits for completed and on-going projects in Uyugan and Basco.

2018 AM: Transforming lives of farming communities in Peñablanca, Cagayan Farm to market roads are essential projects in all rural barangays just like in Manga, Lagum, Peñablanca, Cagayan. The word “lagum” means “inner barrio”, it is a large farming community comprising five barangays namely Minanga, Manga, Lapi, Santor and Buyun with a total population of eight thousand two hundred five. Before the road was constructed, the farmers used to rent vehicles to ferry their goods to Centro, Peñablanca and nearby towns which cost them sixty pesos per sack of rice. Because of the difficult terrain, transportation is a day to day burden for the rural folks most specially during wet

season. The 2017 Assistance to Disadvantaged Municipalities (ADM) and 2018 Assistance to Municipalities (AM) road projects alleviated the standard of living in Lagum area. Transportation is no longer a problem because the traders fetch the goods directly from farmers, at the same time, the newly built concrete roads helped to increase the income of farmers by six thousand for every one hundred (100) sacks of rice grains. Indeed, the locally funded projects of the National Government serve as an avenue in improving people’s lives.

DILG, PCL Cagayan, recognized the exemplary performance of local legislative bodies

Pursuant to DILG Memorandum Circular 2018-130 dated August 14, 2018, DILG Cagayan, headed by Provincial Director Ruperto B. Maribbay, Jr., CESO V, and PCL Cagayan, under the leadership of Cagayan Board Member Maila Ting-Que, launched the 2018 Local Legislative Awards. The award recognizes the exemplary performance of Sanggunian, particularly in cities and municipalities, for legislating measures that help build the foundation of meaningful local administration and development. There are three categories, to wit: City Category, 1st to 3rd class municipality category and 4th to 6th class municipality category. As initial endeavor, the Provincial Awards committee composed of DILG Provincial Director Ruperto B. Maribbay, Board Member Maila Ting Que, PSWDO Helen Donato, Budget Officer IV Raynald Raul Ramirez, CDO Mario Abana, PCCI President Samuel Garcia, and Agricultural Officer Leona Caranguian, met on October 22,2018 at DILG Cagayan Conference Hall in order to strategize on the most efficient and effective way in implementing the program. It was agreed that the committee shall conduct on-site validations and documentary review to maximize the extent of evaluation procedure. The body was informed that a cluster evaluation will precede the provincial assessment. After the cluster evaluation, the committee visited the cluster nominees from November 5 – 9, 2018. During the onsite validations and documentary review, the members of the committee interviewed the members of the Sanggunian and their staff and conducted cross checking on the documents presented by the Sanggunian concerned. They were assisted by DILG Program Manager Miriam Tan and LGOO II Renz Umambong. The program concluded with the awarding ceremony during the Philippine Councilors League Annual General Assembly on December 1, 2018 at Hotel Carmelita, Tuguegarao City, Cagayan. role of the Sanggunian in reaching the realization of genuine and meaningful local autonomy. She said that the initiative aims to gauge the performance of the local legislative bodies in the province, which may serve as tool in determining the areas which needs improvement. Lastly, she thanked everyone for their presence and commended all the awardees and nominees. Meanwhile, in his opening remarks, Provincial Director Ruperto Maribbay thanked the PCL Cagayan Chapter for its full support in the program. He said that the Local Legislative Awards is distinct from other recognitions given by the Department. According to him, unlike SGLG and LGUIA categories, the Local Legislative Awards is focused on the performance, innovations and initiatives of the legislative bodies. During the said assembly, the nominees and winners were announced, which received cash prize and trophies, courtesy of PCL Cagayan Chapter. The winners are the Sangguniang Bayan of Sanchez Mira, Sangguniang Bayan of Camalaniugan and Sangguniang Panlungsod of Tuguegarao for the 1st to 3rd class, 4th to 6th class and city categories, respectively. As winners, the said bodies will represent the province in the regional evaluation.

ICARE : Empowering the Communities of Baggao, Cagayan ICARE or Institutionalized Community Awareness and Responsibility Enhancement program assists our partner Local Government Units (LGUs) for a better performance in the implementation and sustainability of the Locally Funded Projects (LFPs) through strengthening the direct participation and support of the beneficiaries from conceptualization to completion of the 2018 Assistance to Municipalities (AM) sub-projects. On November 16, 2018 ICARE Community Forum was finally launched in Barangay Poblacion, Baggao, Cagayan. A total of ninety eight (98) participants composed of Civil

Society Organizations (CSOs), barangay officials, beneficiaries, contractor and key personnel from the LGU enjoined in the said activity. The municipality of Baggao received a total of 10,757,016 for the 2018 AM which was allocated for the construction of core local access road in barangay Poblacion amounting to 9,157,016 and 1,600,000 for the purchase of a brand new rescue vehicle. The attendees were informed of their expected roles and responsibilities in project implementation. The beneficiaries were taught how to take care of the projects as if it is their own. Also, the contractor and LGU were reminded of their obligations to assure the quality of the projects, the timeliness of its completion and the submission of monthly reports. Through the ICARE program we were able to induce active community participation and sense of ownership in every barangay which is a big help in our desire tosustain our previous best in the implementation, completion and sustainability of LFPs.

Residents of Dinapigue, Isabela will see a faster and better delivery of services to the community these coming days. This is made possible through the inauguration of the FY 2017 Assistance to Disadvantaged Municipalities (ADM) Local Access Road (LAR) and the groundbreaking ceremony for the FY 2018 Assistance to Municipalities (AM) LAR in the municipality on October 27, 2018. The concreting of roads comprised a total amount of Php21,663,622.00. In 2017, a total of Php13,994,000.00 was utilized in the concreting of the 1.3994 kilometer – road from the fishing village to Barangay Digumased. Meanwhile, in 2018, a total of Php7,669,622.00 was released for the continuation of the concreting of the road from the fishing village to Barangay Dibulo. The Municipal Government intended the assistance given by the Department of the Interior and Local Government (DILG) in the completion of the unpaved roads connecting the fishing village to nearby barangays of the municipality. DILG-Isabela collaborates with partners for LGRC LGOO III Michael Angelo L. Benigno

Department of the Interior and Local Government (DILG) – Isabela conducted an initial meeting with its development partners on December 27, 2018 at Piazza Zicarelli Hotel and Restaurant, Upi, Gamu, Isabela. The formation of Multi-Stakeholders Advisory Committee (MSAC) is part of the strategies of DILG-Isabela to revitalize the Local Governance Resource Center (LGRC) in the province.

Toribio, CESO V elicited the support of the development partners to the activity in order to harmonize the efforts of each agency or organization in the attainment of better services to their respective clienteles. PD Toribio added that another meeting will be set on January 2019 with high hopes that more development partners will attend. For 2019, a forging of Memorandum of Agreement (MOA) is targeted to firm up the commitment of each partner agency and organization in the MSAC. Four (4) municipalities in Isabela and Cagayan underwent Community-Based Monitoring System Accelerated Poverty Profilling (CBMS-APP) 2 Training on October 9-11, 2018 at Nick Hotel, Alicia, Isabela. These municipalities include Alicia, Palanan and Tumauini, Isabela and Baggao, Cagayan. Municipal Planning and Development Coordinators (MPDCs), MPDO Staff and LGU CBMS Focal Persons participated in the activity. CBMS APP 2 training involves the processing and mapping of data derived from the CBMS Statistic Simulator (StatSim) provided by the CBMS Network. Hereof, local Government units (LGUs) which finished the CBMS APP 1 Training (data collection) can proceed with the poverty mapping in order to present the generated information during the data collection in tables and maps. Participants undergone hands-on exercises to familiarize themselves on the navigation of software being used in CBMS APP 2 which include the CBMS Statistics Simulator (StatSim) and Quantum Geographic Information System (QGIS).
