Chaguaramas is a 14,572-acre region which consists of a peninsula and five offshore islands.This region provides a rich historic, geographic, scenic and economic landscape. This is prime real estate with unbounded potential to be a greater magnet for local and foreign tourism, business development opportunities, the global marine industry, knowledge based industries, an entertainment industry and a multitude of social and cultural events. The Ministry of Planning and the Economy is committed to realizing this potential in partnership with the Chaguaramas Development Authority. The key component of Chaguaramas is its ecological

value. Any vision to sustainably develop this region must take its unique biodiversity into consideration. The mountains, valleys, beachfronts, caves and forested areas are home to bountiful flora and fauna. Chaguaramas thrives as a national park abundant in wildlife, beachfronts, caves, hiking trails, a golf course, hotels, a hotel school, restaurants, yacht anchorages, a military base and is an abundant source of recreation for citizens and visitors alike. By sustainably developing these facets of the peninsula and keeping its biodiversity intact, we will guarantee citizens will enjoy ownership of this piece of Trinidad and Tobago not just for now, but for the future.

Traditional economic drivers once focused on natural resources such as oil and gas are fickle, as in the case of Trinidad and Tobago where our reserves are estimated to last another nine to ten years unless there are new discoveries.

The present construction of the boardwalk at Williams Bay utilizing eco-friendly technology which will create business opportunities and provide a location that can facilitate entrepreneurial activities on completion;

The development of a world class championship level golf course is on stream through collaboration with private partners which will enhance the sports and tourism products of Trinidad and Tobago;

The creation of a well-developed and integrated services sector directed towards the yachting and marine industry;

Development of a seed farm at the mega farm site to support growth in the agricultural sector; and the lease of lands, by CDA in collaboration with the Ministry of Agriculture for farming purposes

Chaguaramas is strategically positioned to serve as a foundation for the diversification and evolution of Trinidad and Tobago’s economy, serving as a catapault to launch Trinidad and Tobago’s full potential globally. As the Minister of Planning and the Economy, I take this opportunity to emphasise any positive contribution to the development of Chaguaramas whether as an investor, an entrepreneur, a patron, a visitor, someone who conscientiously utilizes the facilities, a hard working employee of the Chaguaramas Development Authority: all of these actions will multiply and contribute towards the nurturing of the Peninsula to help it attain the maximum possibilities of the citizens of this beautiful country. This year 2012, Trinidad and Tobago will be celebrating its 50th independence anniversary. In light of this, I would like to pose a challenge to all citizens to plant a tree in a designated area this year and entrust the care of this tree to your family and future generations, so that in the next 50 years the nurturing and care that would have gone into this tree will reflect the nurturing and care that would have gone into our country to make it the best place on earth to live. We thank a higher power for the many blessings to Trinidad and Tobago and in this spirit, may we dedicate our efforts to selfless development of our country on behalf of all our people.

A Master Plan for Chaguaramas

A strategically positioned region and natural hurricane shelter, Trinidad’s North Western Peninsula sets the stage for the development of tourism, leisure and marine related industries on a vast scale. A richly resourced geographical region of prime real estate, the Chaguaramas Peninsula continues to receive growing attention by local, regional and international bodies. Entrusted with the mandate of developing and managing this region in the interest of the people of the Republic of Trinidad and Tobago, the Chaguaramas Development Authority’s vision is to make Chaguaramas the premier provider of the ultimate customer experience in a world-class eco-tourism destination, business and entertainment center. This strategic direction is premised on the national developmental pillars of our government’s broad strategic approach to achieving sustainable growth and human development towards prosperity for all. A key component of CDA’s strategy is the development of a Master Plan for the Chaguaramas North Western Peninsula and Offshore Islands of Chacachacare, Gaspa-

ree, Monos and Little Gaspar Grande. The Plan will provide a cohesive and clear understanding of developmental opportunities within this region by detailing land use proposals and capital investment projects that will ensure the commercial and sustainable viability of the region.The Request For Proposals (RFP) was released in March, 2012, and evaluations will be undertaken soon. The development of the Peninsula is paramount to the economic thrust of the country especially in the areas of tourism, and investment opportunities. Due to the steady considerable investment interest in the Peninsula, CDA believes that a robust planning framework is required. The Master Plan must therefore determine the best use of available land and marine based resources by identifying the best locations on the Peninsula where maximum economic benefits can be derived. The continued physical development must take into consideration the existing activity on the Peninsula as well as the challenges of the co-existence of varied partners. Consideration must also be given to guidelines set in policy documents which regulate the marine, coastal and ecological environment of the Peninsula. In addi-

CDA has already shown itself to be greater tourism development and investment opportunities and, as such, is expected to attract major interests from foreign investors in the development of key locations including Chacachacare, Granwood, Macqueripe and Scotland Bay.

CDA recognizes the urgency of having in place an approved Master Plan which will provide the basis for the development of the Peninsula and which will also form the strategic framework to guide the physical development of the Peninsula in a sustainable manner in the coming years.

A new thrust with increased capacity and expertise is being employed, creating new energy that builds on successes of the past. Coupled with this, a strategic approach to sustainable growth has been formulated in this strategic plan. The need for this transformation is as great as the opportunities for living our misson of providing exceptional customer experiences through eco-friendly business, recreational facilities and services, utilising a sustainable business model built on good governance, continuous learning and employee development. Chaguaramas holds tremendous potential and has been described by our employees and external stakeholders as a “Gold Mine” of resouces. In this regard, we are actively planning and have taken steps toward the initiation of major initiatives that are contained in this strategy includng the Boardwalk Project, development of the 18-hole international Golf Course, refurbishing of Sharc Recording Studios, development of an upscale super marina, restoration of historical sites and the development of the Chaguaramas Hotel & Convention Centre into a world class hotel.

As CDA pursues its vision, the need for an alternative transport solution becomes even more critical to open up the north western area to local and international tourism markets, and expand economic viability of the region. Our strategy, therefore, proposes the analysis and development of alternate transport solution(s) to Chaguaramas. As a key contributor to national development, the Chaguaramas Development Authority’s strategic approach is also designed to serve the wider development needs of Trinidad and Tobago. About CDA Background

........................................................................................................ The Chaguaramas Development Authority is a statutory body of the government of the Republic of Trinidad and Tobago, governed by the CDA Act (Chap: 35:02). Following the decision to close the naval base and hand over the peninsula to the Government of Trinidad and Tobago in 1967, the Chaguaramas Development Authority was, by an Act of Parliament in 1972, established to undertake the layout out and development of the North West Peninsula & Offshore Islands (Gaspar Grande, Gasparillo, Monos, Huevos and Chacachacare) in the interest of the people of Trinidad and Tobago in conformity with the requirements of the Town and Country Planning Act (Chap 35:01). Under the act, the CDA is vested with all the lands of the northwest peninsula including the Offshore Islands. Development of this region is paramount to the economic thrust of Trinidad and Tobago, especially in the areas of tourism and investment opportunities. Such development must be within the confines of a Master Plan which seeks the sustainable maximization of the North Western Peninsula’s potential by creating opportunities which will make the CDA’s operations economically viable.

Developable land (flat land) is approximately 5,000 acres of which approximately 3,500 is already leased and in some cases developed. Therefore 1500 acres flat land still to be developed and would include Grandwood, Tucker Valley, Covign, Guave, Chagville , Point Gourde. Unlimited opportunities abound within the Chaguaramas Peninsula. The Boardwalk

- creating a space for commerce, recreation and social engagement

Boardwalks are wooden walkways for pedestrians, and sometimes, vehicles. Often found along beaches, they are convenient ways of providing a safe, easy walk, free from dirt. They also serve as beachfront entertainment decks and recreational walking tracks as well as provide family entertainment and outdoor dining within a secured environment. But moreso, they have been used to create commercial districts along waterfronts where conventional streets would have been more expensive. Discerning the strengths of boardwalks, CDA felt it imperative to construct one as it will provide the needs identified above as well as offer a myriad of opportunities for small and medium sized businesses along the shores of the Peninsula.

“Williams Bay is an area which has become one of the most popular sea bathing and recreational locations in Trinidad and Tobago, and attracts thousands of visitors year round. CDA is committed to ensuring that our vision is accomplished. A vision that seeks to have CDA become the premier provider of the ultimate customer experience. “We will not waiver in such responsibilities and will continue to ensure all our stakeholders, the citizens of Trinidad and Tobago, remain confident in our abilities to preserve the peninsula as well as make it a region for the enjoyment of all,” said Hargreaves. The Boardwalk project since it is consistent with the Government’s National Policy Framework within the context of the following two developmental pillars, Economic Transformation and Action For a Thriving Economy and a Sustainable Future. The Boardwalk will serve in producing an enabling environment for growth under these two pillars, the Boardwalk presents a platform for tourism development as well as serves in producing an enabling environment for growth and expansion of locally-owned businesses. This will result in the creation of employment opportunities for our people and aid in the sustainable growth and diversification of the economy.

It also forms part of a wider developmental plan designed to bring much needed improvements to the Chagville Beach facilities. The same also goes for the forests as SRD continues its onslaught on illegal hunting within the Peninsula which serves as a safe haven for our wild animals. In the Department’s determination to stamp out this activity, the CDA had partnered with the Forestry Divisionto ensure the protection and safety of our animals. Chaguaramas - The Place To Be

The existing Golf Course includes a Club House, the best driving range in Trinidad, public washrooms, parking lots and a maintenance building.

Situated in the North Western Peninsula of Trinidad (the most southernly island of the Caribbean), this scenic area is one-of-a-kind and purposely designed with you in mind.

It is the intention of CDA that the existing Golf Course be expanded into an eighteen hole facility of an international standard and which will also include a Hotel and Spa.

Chaguaramas is actually a 14,500- acre peninsula glazed with virgin mountains, scattered with secluded coves and enclosed by offshore islands. The topography of the peninsula is characterised by 3,000 acres of relatively flat land incorporating five scenic beach front areas dominated by an intricate mountain system of steep slopes and extensive foothills separated by two wide valleys.

To this end, a Request For Proposal (RFP) is soon to be publicly released for the re-development and operation of the Golf course.

It offers a unique opportunity for the development of tourism, leisure and marine-related industries and is ideally suited for resorts, hotels and restaurants, shops, leisure and recreational facilities. Trinidad and Tobago’s positioning south of the hurricane belt also makes Chaguaramas a much sought-after dsestination for marine and ancillary activities including yachting, ship building and dry docking to name a few.

The Golf Course CDA currently owns and operates a nine (9) hole golf course facility in Tucker Valley, Chaguaramas, measuring approximately twenty-nine hundred (2,900) yards and situated on 82 acres of land.

Chaguarmas Hotel and Convention Centre On entering Chaguaramas, your attention is immediately drawn to an impressive building that spreads across an expanse of green vegetation. This building, the Chaguaramas Hotel and Convention Centre (or CHACC as it is sometimes called) today forms part of a legacy left by the Americans during their occupation of the Peninsula in World War II. Since its construction the building, ringed by a vista that carries the eye seaward, CHACC has continued to be the site of many historic events. This 64-room facility, described as one of the major attractions on the Peninsula, is ideal for conventions, exhibitions/tradeshows, seminars, conferences, weddings and cocktail receptions, product launches and training classrooms.

Our National Heritage Park The Chaguaramas Peninsula was designated a National Heritage Park in 1975 primarily to conserve and protect bio-diversity and to preserve ecological, historical and archaeological resources. This national treasure promotes recreational activities, which include hikes, nature trails, and our beloved idyllic public golf course.

Sea Bathing Recreational activities in the Chaguaramas peninsula have seen notable increases over the years.This has been largely due to CDA’s efforts to promote tourism in the area. One of the more popular leisure activities is its beaches which include Chagville, Macqueripe Bay and Williams Bay. These beaches are frequented almost every day of the week and have the tendency to increase on weekends and public holidays. Getting to these beaches is quite easy as public traffic is available from Trinidad’s capital city, Port of Spain. So what are you waiting for? Hurry and visit any one of these beach facilities.

Transformed Bunkers Ammunition bunkers were constructed on the Chaguaramas Peninsula during World War II. Over time, the ammunition bunkers, formerly used by the United States, have become overgrown with plants. You may concur that the site of dense scrub can be a blot on those responsible for the conservation of the area. Consequently, the CDA has taken the initiative to transform these bunkers by clearing and rehabilitating them. It is CDA’s view that these transformed bunkers can be used as storage space for prospective tenants.

In Support of the Arts The importance of the Arts industry in Trinidad and Tobago cannot be stressed. As such, the Film Company of Trinidad and Tobago, the single purpose agency responsible for the development of the local film industry through the provision of service and support, has expressed an interest in leasing Sharc Studio. This studio is situated at the Tracking Station on a high hill overlooking Chaguaramas Bay. As part of its Corporate Social Responsibility, the CDA has engaged a structural engineering firm to conduct a structural assessment survey on the studio with a view to utilize the building in support of the Arts.

Like the Golf Course, CHACC presents a perfect opportunity for a joint venture project and A Request For Proposal (RFP) for a Public-Private Joint Venture to undertake the refurbishment, upgrade, management and maintenance of CHACC is also to be released soon within the public domain.

Additionally, the Park is home to the red howler and capuchin monkeys; wild hog and silky anteater; hawks and clever sea birds; caiman and giant iguanas and even the elusive ocelot. One of the most beautiful areas of the Trinidad & Tobago lanscape, one that we must cherish and preserve for future generations is Chaguaramas, the land of palms, a true heritage site. Here are some of the trails and areas of insterest which you can visit via tours offered by the National Heritage Park of the Chaguaramas Development Authority.

EDITH WATER FALLS Edith Falls is located west of the Chaguaramas Public Golf Course. The waterfall is approximately 180 meters high and is accessed through an old Tonca Bean plantation. This hike is moderate and ends at the base of the waterfalls. Discover the Howler monkeys, Toucan, Anteater, Agouti, Trogons and plants such as the Hunter Man’s Nut, wild orange, wild chataigne, cocorite and cocoa.

NUTMEGVALE Picnic or hike among the relics of the plantation era and experience the days of World War II when Chaguaramas was a Destroyer base. There are nutmeg fields with bearing trees, smaller waterfalls, lime kiln relics and ammunition bunkers. The area has large bamboo stands and frequently, the howler monkeys can be seen or heard. The flora and other fauna are a delight and it is one of the few places in Chaguaramas where you can see the Selaginella in abundance.

GASPAREE CAVES The easiest accessible limestone cave in Trinidad & Tobago is on this offshore island nestled among the archipelagic islands west of the Chaguaramas peninsula. The cave itself is located on Gaspar Grande, via a boat ride from the mainland. The landing is on a historic site, Point Baleine, a former whaling station. Access to the cave is a ten-minute walk up a 30 degree incline on the northern side of the island, decending to a 20 degree decline down to the cave on the southern side of the island. To appreciate the cave you would need to go deep inside to marvel at the Blue Grotto with its 30-metre-depth where sunlight dapples on the aquamarine water. Be sure to visit this mysterious underground world.

GULF COURSE / MACGUERIPE The beauty of this trail is not only in the diverse vegetation and animal life but in the panoramic view of the Caribbean sea on the north, Tucker Valley on the east, the Golf Course on the south, all against the backdrop of the Morne Catherine hills. A breath-taking experience.

BELLERAND RECREATIONAL COMPLEX At Bellerand Road, Tucker Valley you will discover a recreation site with platform games, a multipurpose recreation facility and picnic tables all nestled under bamboo stands. Connect with your past through games such as hopscotch, moral, ring for marbles and a brand new game called Jescheck. A covered facility is available in the event of inclement weather or as a meeting place.

COVIGUE RIVER TRAIL The trail meanders through a tributary of the Cuesa River and takes you through gorges, waterfalls, pools, all components of the cocoa type plantation. This is a strenuous hike and starts in the midst of our historical past, lime kilns, ammunition bunkers, nutmeg plantations are all part of this landscape. Yours to explore only in Chaguaramas.

It has been said Chacachacare is one of the best-kept secrets in Chaguaramas. It is the second largest offshore islands. Positioned between the Third and Grand Bocas, Chacachacare is touched by a diversity of history. Most notably, it is known as a leprosarium settlement, home of the plantation economy, a whaling station, site of the reinvasion of Venezuela and a US naval base. A mix of activities await you on Chacachacare. There are tours to the Saltwater pond, the ruins of the Leprosarium (Lazaretto), the lighthouse seated on the highest hill of Chacachacare. The particular flora and fauna is reflected in its dry, desert like environment with birds and xerophytic plants indigenous to the offshore islands only. Clean Up Time on the Coast ................................................................................ Whether we live along the shore or hundreds of miles inland, we are all intimately connected to the oceans, seas and other water courses - our ultimate source of the water we drink and much of the air we breathe. Preventing pollution is therefore key if we are to ensure the continued preservation and sustainability of not only our seas and oceans but marine life as well. Over the years, the Chaguaramas Development Authority (CDA) has been partnering with other stakeholders in conducting Coastal Clean-up campaigns by removing solid water deposited and gathered along the coastlines. It is an endeavour the CDA continues to keep topof-mind as it seeks to position Chaguaramas as an eco-tourism destination as well as fulfill the mandate set by the local chapter of the International Coastal Clean Up (ICC) Committee. The ICC is the world’s largest volunteer effort on behalf of ocean health.

CDA’s Cecil Brereton, Kurt Francis, Jeffrey Lendore and Desmond Richards ready themselves for the CDA’s Beach Clean Up recently.

It is an initiative where citizens play a part to help make the ocean and other waterways more resilient to the harmful effects of climate change, pollution, over fishing and damage to the habitat. It is also an excellent way for organizations to display their Corporate Social Responsibility (CSR) and to build on team effort. According to the ICC Trinidad and Tobago Data Report, approximately 22,926 pounds of debris were removed from our nation’s coastlines. The debris included items from recreational activities to smoking-related to that of medical/personal hygiene paraperhernalia. Such Data collection on water categories and quantities, according to the ICC, can contribute toward sound environmental management decisions and can also educated the public including business, industries and governments about the sources and types of trash impacting ocean health.

CDA COPS TOP HERITAGE AWARD The Chaguaramas Development Authority (CDA) has captured the top award for the Best Kept Heritage Landscape – Natural at The National Trust of Trinidad and Tobago Third Biennial National Heritage Preservation Awards Ceremony. The Bamboo Cathedral outclassed the two other nominees in this category to take the highest honours at the Ceremony, held at the National Academy for the Performing Arts (NAPA) on December 12, 2011. Nested in Tucker Valley, the Bamboo Cathedral is a 300 metre stretch of roadway where a cluster of bamboo stalks bend towards each other above the road. Their tops form arcs reminiscent of those found in Cathedrals. Lauded by all as a site to behold, the Bamboo Cathedral is a cluster of bamboo plants that bend toward each other, forming arches that are reminiscent of those found in a cathedral. Its formation has remained virtually unchanged for over 100 years. It also serves as a major site for photo shoots, weddings, parties and leisure activities. The resurfacing of the Edith Falls Road, Chaguaramas, will make for the newest training circuit for cyclist enthusiasts and runners in Trinidad and Tobago.

Once used many years ago by cyclists, the Edith Falls Road was once a training ground for many national cyclists including Gene Samuel, Clifton Grant and Michael Phillips. With a collaborative effort, the road has now been resurfaced and forms an ideal training circuit for our young upcoming sports men and women.

Recently opened, the road connects to the Bellerand Road, forming a closed circuit ideal for cycling, running and walking.

The road’s resurfacing was again testimony to the CDA’s commitment to developing a fit and healthy nation, one of the seven interconnected pillars in government’s framework for sustainable development.

The resurfacing was carried out by the Ministry of Works under a contractual arrangement with the Ministry of Sport in conjunction with the Chaguaramas Development Authority (CDA).

The road’s re-opening is yet again testimony of the Authority’s resolved to push forward with its current mandate, as it goes through a strategic transformation exercise.

As part of its overall mandate, the Chaguaramas Boardwalk project is but just one of CDA’s accomplishments to date. Come as we take a bird’s eye view of some of CDA’s other achievements: •

Approval of a new Strategic Plan 2012-2016

The enhancement of CDA’s Police Capacity ensuring the Safety and Security of the Peninsula. This has been achieved through the acquisition of a New Security Fleet including Jet Skis, a Bicycle Patrol Unit, Rhinos,Twin Cab vans and the construction and refurbishment of Police Guard booths at Tembladora and Williams Bay with new and improved signage.

Installation of an Electronic Surveillance System to conduct 24 hr monitoring of the Peninsula including Chacachacare, Gaspar Grande, La Tinta and Scotland Bay from a control room site. Initiated Coastal Clean Up Drives at Chagville Beach, Scotland Bay and Chacachacare. Also partnered with the Ministry of Housing and the Environment in a Marine Drive.

Reviewed and approved a revised Organisational Structure

Signed collective agreements with Unions and Associations

Initiated discussions with NIDCO on Water taxi Service

Implemented a Pay For Parking System throughout the Peninsula

Commencement of renovation works at CDA’s Head Office facilities.

As the CDA enters a new era, the Board, Management and Staff has renewed their commitment towards pursuing with passion the visionary mandate: becoming the premier provider of the ultimate customer experience in a world-class eco-tourism destination, business and entertainment centre.

Joint venture initiatives will be pursued to restore historical sites and further stimulate economic activities through historical tours and re enactment of historical events. • St. Chad’s Church and Mt Pleasant Village • Restoration of Tracking Station • Leper Colony on Chacachacare Island • Nelson Island • Hart’s Cut • Expansion of Port Facilities

The expansion of the facilities at Pier II would facilitate a Monte Carlo-style super marina that could accommodate cruise ships and super yachts as well as a water taxi destination. Local tourists could take the water taxi from as far as San Fernando and spend the day with their family exploring the islands as far as Chacachacare at a minimal cost.

Refurbishment of Sharc Studios. Plans are afoot to restore the Sharc Studios to its former glory to offer the latest in recording technology in a professional environment. The studios will be comfortable and affordable for the budding recording artist as well as the more established acts.

The creation of a full range of Off Shore Marine Support Services This is geared at the Oil and Gas industry with firstclass performance based on safety and environmental responsibility.

To achieve this vision, CDA has been set on a course towards pursuing the following plans: •

The Development of a Master Plan for the Peninsula. This Master Plan would keep all the ‘Strategic Imperatives’ and growth objectives in mind and would undertake the procurement of qualified local and international planning and design firms to undertake a feasibility study to determine the most appropriate uses of the Chaguaramas Peninsula and Offshore islands. The “Master Plan” RFP was released in the public domain on March 22, 2012. Construction of a Seven-Star Hotel Complex As the location of CHACC is fixed, work is ongoing for the RFP for the Joint venture initiative for the Hotel and Convention Centre. This forms part of CDA’s focus on creating opportunities for investment, entrepreneurship and business creation initiatives. The RFP is also to be released publicly soon. Expansion of Golf Course to 18-hole Signature Golf Resort Conversion of our nine-hole facility into a 18hole PGA Greg Norman Golf Course. Greg Norman’s signature facilities have earned worldwide acclaim and will set the stage for international PGA tournaments.

• Pursue an Alternative Transportation System Working with NIDCO to commence Water Taxi Service and a Parking Lot for Ferry to and from Chaguaramas.

Safety & Security No. 1 Priority Crime reduction and containment and improvement of the general environment for safety and security are the Authority’s number one priority. Security efforts have therefore been undertaken through investments in various security initiatives.

Providing a deep water harbour and terminal for the Cruise Ship Industry. This will help further stimulate the local economy, bring in additional visitors and generating valuable foreign exchange.

CDA Internship Programme The CDA internship programme is aimed at providing valuable experience and skills for students in preparation for the world of work and forms part of an organisations Corporate Social Responsibility (CSR). We at the CDA, continue to place great emphasis on this ideal towards preparing young people for the challenging times ahead. This year the interns received in depth exposure to all aspects of CDA’s operations— from maintenance, projects, Health & Safety to Information Technology. Interns also participated in lectures on Protocol & Business Etiquette,Team Building and Personal Image. As they take their different paths, the CDA family wishes them all the best in the their future endeavours.
