MESSAGE FROM THE REGIONAL DIRECTOR

DOST Region 1 is keeping up with the implementation of its technology transfer, programs, projects and activities in close collaboration with its stake holders for the intended clienteles. This Annual Report provides the information on these technology transfer efforts that the Regional Office as well as the Provincial Science and Technology Centers (PSTCs) have sustained for the year. More importantly, it highlights the flagship program on Small Enterprise Technology Upgrading (SET-UP) which has continuously provided the needed package of innovation system support to the micro, small and medium enterprises (MSMEs) that will increase their productivity and improve the quality of their products. Backed-up by Productivity and Quality (P&Q) experts, product label designers, ISOaccredited chemical and microbiological testing laboratories; there is no reason why these products could not penetrate, not only the local but as well as, the international markets. We continue to mold future professionals in the basic and applied sciences through the implementation of the Junior Level Science Scholarships of DOST, to supply the manpower needs of industry and the academic and scientific world. Moreover, through continuous training, the knowledge and capabilities of our staff regarding developments in various scientific and technological fields have increased and upgraded, and we intend to sustain these efforts. With our Quality Management System (ISO 9001:2008) in place, we are committed to provide products and services with the highest standards of quality and reliability according to regulatory and statutory requirements, and meet customer satisfaction.

FOREWORD It is with great pleasure that I present to you the humble accomplishments of the Department of Science and Technology - Province of La Union for the year 2016. This Annual Report documents the service delivery, developmental achievements and challenges we encountered in implementing the DOST programs and projects in the province. The Small Enterprise Technology Upgrading Program (SETUP) has continually empowered the micro, small and medium enterprises (MSMEs) to become more competitive and innovation-driven enterprises. Through SETUP, these firms were assisted in the upgrading of their production equipment and facilities, process and product quality improvement through trainings/seminars and technical assistance and consultancy services resulting to higher contributions to local economy and capacity to provide employment to individuals in the community. Likewise, the presence of the Regional Metrology Laboratory (RML) provides and promotes honesty, accuracy and preciseness of the measurement of products for our consumers through the mass and volume calibration services. On the area of disaster risk reduction where DOST is responsible for disaster prevention and mitigation under RA 10121, DOST steps up its efforts through the installation of flood monitoring and typhoon devices such as automatic rain gauges (ARG) and water level monitoring stations (WLMS) in the province. The ARG tracks and records the rainfall volume and duration in a given time while the WLMS is strategically placed in flood susceptible zones for flood monitoring and forecasting. The sensors will give early warnings to authorities for them to plan and act accordingly and achieve zero casualty after the onslaught of calamity. Along the education sector, the Center strengthens its efforts in disseminating the S&T scholarship programs to the public to ensure a steady and adequate supply of qualified S&T human resources which can steer the country towards national progress, As a result, a total of 147 third year college students took the Junior Level Science Scholarships (JLSS) examination conducted last November 2016. Finally, the La Union Science and Technology Center is driven by the DOST core values: excellence, commitment, customer-focused, innovation and teamwork. We are guided by these values to effectively and efficiently deliver the programs and projects of the agency despite the limited resources and very lean manpower. We are confident that we can be a catalyst for change, with the unwavering support and assistance of our partners from the LGUs, NGAs, NGOs, academe, cooperatives, and the like, that will improve people’s way of life through S&T.

I. DOST PROGRAMS/PROJECTS IN LA UNION DOST IMPLEMENTED ITS PROGRAMS AND PROJECTS in the Province of La Union. A.SMALL ENTERPRISE TECHNOLOGY UPGRADING PROGRAM (SETUP) The Department of Science and Technology (DOST) launched the Small Enterprise Technology Upgrading Program (SETUP) in 2002 in response to the call for more focused programs of assistance for small and medium enterprises (SMEs). SETUP is a nationwide strategy to encourage and assist SMEs to adopt technological innovations to improve their operations and thus boost their productivity and competitiveness. The program enables firms to address their technical problems through technology transfer and technological interventions to improve productivity through better product quality, human resources development, cost minimization and waste management, and other operation related activities. In 2016, DOST invested a total of PhP3,885,039.00 for the eleven (11) projects implemented in La Union with a corresponding equity of PhP0.80 M. Additionally, two (2) approved projects are to be funded in CY 2017 due to insufficiency of funds in the amount of PhP5.0 M. A & A RICEMILL Mr. Orlando Palacay was an OFW for 20 years who worked as a driver/mechanic in countries such as Dubai, Germany, Libya, Qatar and Saudi. When his nephew’s conventional rice mill (kiskisan) closed in 2008 at Naguirangan, San Juan, La Union, he bought the business and upgraded it into a cono rice mill which was then managed by his brother. Upon returning to the country for good in 2014, he started managing the business. The ricemill serves farmers from San Fernando, San Juan and San Gabriel and has a retail store in front of it. A and A Ricemill offers milling services and cono-milled rice in both wholesale and retail prices. It is also an accredited contract miller of the National Food Authority (NFA). Brief Enterprise Background

Mr. Deddy Soeprapto, husband of Mrs. Evelinda Soeprapto, worked at Sunshine Bakery in Agoo, La Union from 20072008. Upon earning a modest amount for capital, supplemented by the income from their farm at Pangasinan, the couple decided to put up their own bakery in 2009 at Sto. Tomas, La Union. With an initial capitalization of Php45,000.00, they bought second-hand equipment and through hard work, grew the business.

Products and Services

The bakery produces freshly baked artisan breads and cookies on a daily basis. Ayah Ibu Bakery is the only bakery in the area producing cakes and halal breads. Daily offers are traditional breads like pandesal, hopia, pandecoco, mamon, burger buns, pineapple pie, cookies and macaroons. They also produce loaf bread and cakes every weekend.

Potpot Auto Care Center is owned by Mr. Jefferson Abenoja and managed by his farther, Renato Abenoja. The enterprise was once assisted by DOST through Regional Grants-in Aid (GIA) in year 2013 and has refunded 89% of the assistance provided.

4. RxBOX TECHNOLOGY RxBox is a multi-component program (biomedical device, electronic medical record system and telemedicine training) designed to provide better access to life-saving health care services in isolated and disadvantaged communities nationwide. It is capable of capturing medical signals through builtin medical sensors, storing data in an electronic medical record (Community Health Information Tracking System –CHITS), and transmitting health information via internet to a clinical specialist in the Philippine General Hospital for expert advice. It also catalyzes improvement in the local referral system by facilitating teleconsultations (audio-video conferences) within the National Telehealth Service Program. The RxBox can reduce the overall cost of healthcare by enabling health workers to diagnose, monitor and treat patients within the rural health facility, thanks to medical sensors inside the box!

HIGH IMPACT TECHNOLOGIES (HITS) TO SOLVE PRESSING PROBLEMS The RxBox Telehealth device is composed of six (6) medical sensors which include a Cardiotocograph (CTG), Fetal Heart Rate Monitor, Electrocardiogram (ECG), Blood Pressure Monitor, Pulse Oxymeter, and a Temperature sensor. The presence of these technologies in the community will hopefully reduce child mortality (MDG 4), improve maternal health (MDG 5), and detect non-communicable diseases which consequently lead to better health for all Filipinos. 1. Blood pressure monitor – measures the patient’s blood pressure to detect cardiovascular (heart and blood vessels) problems especially hypertension, a disease which can also worsen other chronic lifestyle disease conditions. 2. Pulse oximeter –measures the level of oxygen in the patient’s blood and can help detect lung and cardiovascular problems – leading causes of death among Filipinos. 3. Electrocardiogram (ECG) – monitors the heart’s movement to pump blood throughout the body, helpful for those with acute and chronic heart problems, including pregnant mothers with cardiovascular problems. 4. Fetal heart monitor – measures the baby’s heart rate while in the womb, helping detect fetal distress at critical times of the pregnancy and delivery. 5. Maternal tocometer –measures the strength of a mother’s uterine contractions during labor and delivery, enabling early detection of distress to the mother and/or the baby. 6. Temperature sensor – measures a patient’s body temperature. It can help detect fever, a common medical sign of infection and other disease conditions.
