MEDINA, Misamis Oriental--Every Holy Week, everyone in this town from public officials, workers, professionals to student, don their costumes and become actors in the reenactment of the traditional Lenten presentation, “Hinuklog” (Reflection or Pagnilaynilay). Even Energy Undersecretary Benito Ranque comes home and dons his costume as a market vendor. “Eight years. I have been doing this for eight years. I always come back here every Holy week,” Ranque, one of the reenactors, said. Since the 1970s, when student trainers came to Me-

dina and recruited residents into this theater production, the town has played host to this Lenten Passion play. Although there were years when there were no presentations, the town has ensured the tradition lives on. Since 2012, Hinuklog has been performed every Holy Week. The play starts on Holy Thursday night when the actors play Jesus Christ and the 12 apostles go to the garden of Gethsemane and one of them, Judas, would betray Him. This scene is played out on the plaza fronting the Medina municipal building. On Good Friday morning, the thunderous hooves of Roman cavalry men are

heard on the main street of Medina as reenactors play the trial of Jesus Christ before Herod and Pontius Pilate at the town market and covered court. The crucifixion of Jesus Christ is played on a huge empty lot in front of the town’s gym. ”Practice starts two months before the Holy Week. After work and dinner, we go to the gym where we practice every night,” Larry Marte, a municipal worker said. Tourist visitors in Misor drop during the Holy Week By CRIS DIAZ, Executive Editor

CAGAYAN de Oro City-Tourists and devotees visiting various pilgrimage sites in Misamis Oriental has considerably reduced during the observance of the Holy Week this year, Francis Dy, Jr. head of the provincial disaster office said Monday. Dy said that the reduction of visit by tourists and devotees were observed in Sipaka Island and t he Div ine Merc y Statue, two most popular pilgrimage sites in Misamis Oriental during the Holy Week. The Sipaka Island is located in Talisayan, a coastal town east of Misamis Oriental while the “Divine Mercy Statue” is located in El Salvador, a component city west of Mi s am i s O r i e nt a l, D y said. He said that every year, Roman Catholic devotees visit the Sipaka Island and the Divine Mercy by the thousands during the observance of the Holy

Week. “This year, only about 16,000 devotees visited the Sipaka Island when the visitors would normally it the 30,000 figures in the past. The same was true on the number of visitors in the Divine Mercy, which has also dropped considerably,” Dy said. AMP ALAGAR, Cagayan De Oro City - The regional police command here has seized a total of 1.8 kilograms of “Shabu” (Methamphetamine Hydrochloride) and 2.9 kilograms of Marijuana from January to March this year in Northern Mindanao.

Superintendent Lemuel Gonda, the spokesperson of the police regional command here, said Tuesday that the contrabands had an estimated street value of PHP 9.5 million. He said that the illegal items were seized during 608 regionwide police operations, 192 were carried out in the regional capital city of Cagayan De Oro, 105 in Iligan City, 103 in Bukidnon, 94 in Lanao

Del Norte, 77 in Misamis Oriental, 51 in Misamis Occidental and six in the Island Camiguin. TACURONG City––Seven people, mostly policemen and soldiers, were wounded in two separate explosions in a gasoline station here along the national highway Monday evening. Senior Supt. Raul Supiter, Sultan Kudarat provincial police chief, said two suspects were arrested by responding authorities but could not provide details yet as to their identities and their groups. Supiter said the first explosion took place 6:40 p.m. at the rooftop of the Dragon Gas Station in Ba-

rangay Isabela. This was followed by another explosion 30 minutes later in the gasoline station compound as police and Army bomb experts were arriving. Supiter said the gasoline station has been cordoned off as investigators are scouring the area for possible pieces of evidence. The wounded were identified as S/Sgt. Ipil Presaldo, S/Sgt Menzo Salsalito Manoy, SPO2 Jasper Garcia, PO1 Martin San Pedro, and PO1 Eleazar Sustiguer, apparently explosive ordnance

Voter registration useful despite possible brgy, SK polls postponement, says Comelec

THE Commission on Elections (Comelec) on Monday said that the registration of those who qualified as voters for the October 2017 Barangay and Sangguniang Kabataan (SK) polls will not be put to waste even if the measure will be postponed anew. According to Comelec Spokesperson James Jimenez, once the application for registration of a qualified voter has been approved, he/she will be able to vote in the suc-

ceeding polls, as the voter registration nationwide being conducted at present is not only for the scheduled village and youth polls. “New voter registrants’ efforts will not go to waste even if the October 23, 2017 elections is postponed because once they register as a voter, they will be able to vote in succeeding regular and special elections wherein they are qualified,” he said in a statement. President Rodrigo Duterte earlier said that

he is amenable to postpone anew the October 23 Barangay and SK elections. Surigao del Norte Rep. In History books, we can likewise read stories about war and conflicts. Which lead me to believe that as long as man is man, there will always be wars and conflicts. And this world can never be perfect. There are small wars and conflicts as there are also big wars and conflicts. And no matter how small or big it is, it is always disturbing. The squabble over rice importation

THERE seems to be no end to the squabble over whether or not we should import rice and who will be given the authority to do so. Importation of rice has always been a source of graft and corruption in the country and those who were in the helm of the National Food Authority have become filthy rich they got themselves elected to office or earn ambassadorial post. Get my drift? President Rodrigo R. Duterte has given a short piece of advice: if it is necessary to import rice never do it during harvest season. But it is obviously unheeded as proven by the recent issu-

Commentary ance of an import permit to some lucky bastards while the ship loaded with rice was already off the shore of Vietnam. Some quarters, who are oblivious to the plight of rice farmers, belittle the directive of the President. They offer a simplistic solution and suggest that if rice farmers cannot compete with the price of imports then they might as well switch to other cash crops. In fact, many did. In Davao not a few switched to planting Cavendish bananas but only those whose farms are rain-fed do. Irrigated lands in Cotabato and elsewhere

in Mindanao stuck to planting rice. The problem here is that we are so pregnant with the issue of whether or not we should import rice. Nobody seems to worry about how and what to do for our farmers to improve on their productivity and later find solution on the delicate balance of at what price should we buy palay from the farmers gate and at what price should rice be sold to the consumer’s market. Can government, for a minute, look at how it can help farmers produce more and maybe increase price

subsidy or provide storage infrastructures so that they will be encouraged to produce and earn more? During the “golden era” of the Marcos presidency, the Philippines was gross rice exporter. Not a few Marcos haters will crucify me for saying these but these are unwritten facts which cannot be deleted. Not by revisionist historians. For how can one deny the fact that 90% of the irrigation systems operating today were projects of the Marcos regime? TRUTH will always prevail in the end in a silver platter. “Who plots evil with lies and deceit in his heart – he always stirs up dissension. Therefore disaster will overtake him in an instant; he will suddenly be destroyed without remedy. There are six things the Lord hates, seven that all detestable to Him: Haughty eyes, a lying tongue, hand that shed innocent blood, a heart that devises wicked schemes, feet that are quick to rush into evil, a false witness who pour out lies, and a man who stirs up dissension among brothers,” (Proverbs 6:15-19). These characterize the people who stir dissension and devilish schemes against Iligan City Mayor Celso G. Regencia; a public servant whose name is already dented. This happened to Mayor Regencia. He was elected as city mayor in 2013 election wherein only Atty. Emmanuel Salibay was elected as City Councilor under his political bandwagon. But, Salibay had appallingly affiliated to the City Vice-Mayor Ruderic Marzo -- from the opposing political party of Mayor Regencia, in anticipation perhaps that the grabbing of power will be permanent and that Mayor Regencia will rot in jail. At that instant, the City Mayor had no more councilor to protect him or rather to stabilize from the onslaught of his political adversaries against the devilish acts in the City Council. When he took over the city mayor ship, as his promised to the Iliganons to nip in the bud the corruption in high and low places in the City Government of Iligan, especially about the alleged ghost casual employees in the Sangguniang Panlungsod (SP) and in the Office of the City Vice-Mayor, he issued a Memorandum that he will be the one to sign the Job Order Request of casual employees in the SP and that of the Office of the City Vice-Mayor not subject to the Civil Service Law, Rules and Regulations thus minimize if not eliminate the so called ghost casual employees. The subject Memorandum is clothed with legal propriety based on the provisions of R.A. 7160, as follows: Under Section 456 (a)(2) of R.A. 7160, one of the duties of the city vice mayor, subject to the Civil Service Law, Rules and Regulations, appoint all officials and employees of the SP, except those whose manner of appointment is specifically provided in this Code.

While under Section 77. Responsibility for Human Resources and Development – The Chief Executive of every local government unit shall be responsible for human resources and development in his unit and shall take all personnel actions in accordance with the Constitutional provisions on the Civil Service Commission (CSC) may establish: Provided, the Local Chief Executive (LCE) may employ emergency or casual employees or laborers paid on a daily wage or piecework basis and hired through job orders for local projects authorized by the Sanggunian concerned without need of the approval or attestation by the CSC. Provided, further, that the period of employment of emergency or casual laborers as provided in this Section shall not exceed six months. The subject section pertains to employments where there is no employeremployee relationship which is under Commission on Audit (COA) Laws, Rules and Regulations. Thus, the City Vice Mayor may appoint casual and or contractual employees for his office and the SP whose appointment is covered by the CSC Rules, Law and Regulations, but he cannot employ emergency or casual employees or laborers hired through job orders and/or contract of services whose manner of employment is governed by the COA Rules, Law and Regulations, where there is no employer-employee relationship because that is reserve to the LCE. Because farmers were either ignorant or were adamant to borrow money from PNB (then government-owned) Marcos ordered both PNB and the Department of Agriculture to roll out “banks of wheels” and municipal agriculturists to reach out to farmers and teach them the rudiments of availing bank loans and improving farm practices. Bank interest on Masagana programs were almost like grants. Rice trading during the Marcos era was controlled by Chinese traders then. During harvest they buy palay (unmilled grain) at the farmers’ gate at the price they dictated. They were so helpless they cannot complain against the Chinese traders except by calling

them “Intsik kwakang”. Because of lack of drying facilities, farmers were forced to sell their harvest for a picayune fearing the moisture content will turn their palay rancid. Realizing this predicament, Marcos created the National Grains Authority which was mandated to buy farmers produce at a much higher (subsidized price) than what the Chinese traders do. While NGA had a ceiling on the volume of palay it can buy, it somehow prodded the traders to equal if not improved on their buying price. What is it with NGA then that it was able to come to the aid of farmers. They have the drying facilities and rice mills. The farmers do not have these. If their farms are adjacent to cemented highways, then they can spread their newly harvested palay by the road side and pray it won’t rain. They do not have storage facilities. NGA has. What am I up to here? I hope Sec. Jun Evasco and Sec. Manny Pinol will not be slighted with my suggestion. Put NFA and the National Irrigation Administration back under the Department of Agriculture. The DA is the custodian of statistics of rice productivity and buffer stocks under NFA. NIA is an essential arm in rice productivity and therefore should not be alienated from DA. I think it was a rush decision made by President Duterte and seconded by Secretary Pinol when they declared that irrigation water should be provided free to farmers. They should just have cut the fees by half instead of just giving it free. Farmers worth their salt knew that money is needed to rehabilitate irrigation canals on a regular basis as these are silted in time and the embankment eroded when water is released. Embankments also serve as virtual farm to market roads in remote barangays and these have to be maintained. Collection of fees should not be entrusted to farmers cooperatives for not a few squandered the amount. Instead, cluster four or more barangays and set up an NIA office manned by an NIA personnel in-charge not only of collection but also programming and allocation of water especially during planting season. The same NIA location must have silos and bodegas where farmers, during bumper harvests and when price is low, may store their palay free of moisture and sell these when price improves. A quedan system similar to the sugar industry must be studied and adopted for this to be effected. Like in any business endeavors, farmers are motivated to produce more if they gain more. By the way, NIA is an important component in rice productivity. By itself it can be a revenue-generating agency if every irrigation
