Layoff of TV network employees ‘cruel’ By ZEA IO MING C. CAPISTRANO, DavaoToday.com

D

AVAO CITY – The recent mass layoff of GMA network employees violated the workers’ rights to due process, a labor group said.

In a statement on Tuesday, Kilusang Mayo Uno said they condemn the mass layoff of hundreds of employees on some of GMA network’s regional stations. Around 290 employees and talents were reportedly laid off. “Clearly, this act was done hastily, violating workers’ right to due process, all in the name of the management’s “strategic streamlining” efforts to rake in more profits and up the station’s ratings,” Carlo Olalo, KMU spokesperson said. Olalo said the network’s move was baseless given its financial standing. “GMA Network reported a net income P1.01 billion in 2014 and is definitely far from bleeding dry of profits. The mass layoff is clearly an abuse of the exercise of the management prerogative to do, as it will without regard for the dignity and welfare of the workers affected,” Olalo said. Olalo said the incident shows how the country’s labor framework is skewed

against the interests of the workers. The mass layoff of TV reporters and staff came just a few days before the International Labor Day. “By carrying out this mass layoff, the Kapuso Network has shown where its heart truly lies – for profits, above all,” Olalo said. Olalo said they are sympathizing with hundreds of employees and their families who now face uncertainties. “Media workers are beset with various labor issues such as the widespread practice of the “talent” system which is the concrete expression of contractualization in the media industry. The “talent” system prevents them from enjoying their rights as workers under the law, such as the right to form unions and the right to regular employment,” said Olalo. He said that apart from job insecurity, media practitioners face imminent death in the exercise of their profession in a country considered to be the

second most dangerous for journalists. “The media industry has lost 32 of its comrades under the Aquino administration alone,” said Olalo. “The Aquino administration’s record on labor smacks of utter neglect with recordhigh unemployment as well as accelerated implementation of neoliberal policies resulting to low wages, massive contractualization, job insecurity and trade union repression,” Olalo said. Olalo said they are encouraging the GMA Network employees to unite their ranks and organize citing the success of the radio workers union of RMN Davao who staged a 43day strike and “achieved a much-improved collective bargaining agreement.” “We call on media workers and GMA Network employees to join other working people in their struggle to secure a living wage, job security, and the free exercise of their rights. We encourage them to join protest actions on Labor Day so that together, we can advance our unified interest in achieving improvements to our political and economic well-being as working people,” said Olalo. Guard (PCG) team to guard coastal areas. Cascolan said all government security teams and agencies conducted a dry run of the security plan to determine gaps and requirements to ensure a safe holding of the national games. According to Cascolan, police will not only be securing the games venue and billeting sites but they will also provide security for delegates going around tourism sites in Davao. They also require good coordination between security and tourism stakeholders. Contact details for security assistance are also provided. “We need to coordinate all movements of the delegates,” Cascolan said. PRO XI regional director P/Chief Supt. Wendy Rosario earlier said they have not monitored any threats from lawless elements but assured readiness of security forces to respond to any event.

Rosario said they have stepped up intelligence gathering to deter any attempts to disrupt the holding of the Palarong Pambansa. Davao City Police Office (DCPO) spokesperson, P/Sr. Inspector Milgrace Driz said mobile patrols from Davao City will also be deployed to Tagum City. She said the city is already on alert status with police personnel already deployed at Davao International Airport and bus and van terminals. Central 911 is also sending three ambulance units, including the ambulance bus and its 12 personnel for medical emergency requirements. Lt. Gen. Aurelio Baladad, the Commanding General of the Eastern Mindanao Command of the Eastern Mindanao Command assured the army troops will actively do its task to help the PNP secure the province of Davao Del Norte. Think a minute… It’s been said: “Hating people is like burning down your whole house to kill a rat.” You’ve also heard the expression, “Cutting your nose off to spite your face.” When we hate someone, we hurt ourselves far more than the person we’re trying to hurt. This is true. Implementing the signed CAB will enable MILF combatants and other disenfranchised segments of the Moro population to participate in meaningful autonomous governance, and provides a road map for a new set of more democratic, representative and accountable political institutions. It taps diverse modes for delivering socioeconomic programs to decommissioned combatants, the internally displaced and communities long affected by the conflict. With BBL’s implementation we would be carrying out transitional justice and heal the sick moral fabrique of social life. The wounds of centuries of conflict must be healed now, or it will never be. Former secretary Hillary Rodham Clinton had been called a ‘funny lady’ in the course of her drive to find peaceful solutions and creative compromises in one area of conflict. Ferrer, in turn had been called a “dumb bitch,” a traitor and a weak negotiator who bartered away the country to the Muslims/Moros.” Coronel-Ferrer said she does not want her grandchildren “to inherit a country divided by prejudice, dishonored by sexism, and stunted by the narrow vision of members of its political class.” Thus, we agree too that there should be no turning back on peace. “Ms Clinton wrote in her book, Hard Choices: “It is the unfortunate reality that women in public life still face an unfair double standard…an outrageous sexism, which shouldn’t be tolerated in any country.

Philippine government peace panel chair Prof. Miriam Coronel-Ferrer has just received this year’s Hillary Clinton Award for Advancing Women in Peace and Security at Georgetown University in Washington, D.C. In her gratitude speech for receiving the award, Coronel-Ferrer said that the Philippine peace process is “informed by the very goals of this award: to protect women against all forms of violence and advance the role of women in attaining peace and security in and outside of their homes. She deserves the award not only because she negotiated for peace and an end to an age-old conflict, but because she strongly advocates for the liberation of women in the Bangsamoro, who have endured the burden of strife. All women, Bangsamoro or not “must now secure their places in the public sphere as equal partners in peace and development. “ Congratulations to Ms. Ferrer because the award highlighted her “indefati-

Illegal recruiter falls, 7 would-be victims rescued in Zambo port

Z

AMBOANGA City – The multi-agency Sea-Based Anti-Human Trafficking Task Force (SABATTF) has arrested a suspected illegal recruiter and rescued seven wouldbe trafficking in person victims in this city, an official said Wednesday. Senior Supt. Angelito Casimiro, Zamboanga City

police director, identified the suspect as Eliza Cabarubias, 32 of Davao City. Casimiro said the suspect was arrested around 5 p.m. Tuesday at the local wharf. Casimiro said that at the same time the task force has rescued seven would-be victims of illegal recruitment.

Casimiro did not reveal the identities of the wouldbe victims except in saying they were all women. They were turned over to the custody of the Department of Social Welfare and Development (DSWD) for proper assistance. Casimiro said the suspect recruited the victims and facilitated their travel

to Dubai via Malaysia. He said the suspect promised them they will be employed “in the country of their destination.” He said the suspect was turned over to custody of the Criminal Investigation and Detection Group (CIDG) for the filing of appropriate charges in court. (PNA)

PNP, PDEA link with communicators to address drugs, crimes in Zambo By Dominic Ilagan Sanchez

ZAMBOANGA City – The Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) joined hands with the media, government information agencies and civil society groups to help curb the spread of illegal drugs in the city as well as to reduce criminalities through advocacy and communication. On Thursday (April 23) night, the PNP, PDEA, City Hall Public Information Office, the Philippine Information Agency (PIA), media practitioners and local civil society organizations met to re-visit the Integrated Communications Plan for Public Safety (ICP4PS) which was initially crafted last February through the facilitation of the United States Agency for International Development (USAID) Engage Project. This followthrough meeting aimed to concretize the action plan for operationalization by the different stakeholders. According to Sr. Supt. Angelito Casimiro, city police director, majority of the crimes and security concerns in the city are drug-related. “Shooting incidents sometimes ocAgriculture for providing the needs of the farmers. “Daku gyud ang among pasalamat kay mao ni ang among gidamgo nga madawat (We are grateful because this has been what we are dreaming of),” Torreda said. Hand tractor is used for faster and efficient preparation of the land before

cur every other day or sometimes even every day,” Casimiro shared. “Many of these incidents are drugrelated,” adding that in addressing peace and order, the PNP is looking into its root cause, which is the proliferation of illegal drugs. On the other hand, PDEA-9 director Joseph Ladip said that the proliferation of illegal drugs, particularly in the Recodo area is a thriving business, even when drug operators have already been arrested. “The families of the arrested drug operators would carry on the business, which accounts for the continuous spread of illegal drugs,” said Ladip. The illegal drug business is being managed by powerful syndicates, said Ladip. The smaller drug operators have support from these syndicates “and they have vast amount of resources, can get lawyers and come up with huge amounts to bail themselves out of prison”. Casimiro himself said that they had to pool Php60,000 just to get some of his men to Manila to attend a hearing in which a case was filed against them by lawyers of some See PDEA, page A11

Strong tornado displaces 30 families in S. Cotabato AT least 30 families were displaced after a strong tornado ravaged two remote communities in Tantangan town in South Cotabato Wednesday afternoon. Tantangan Mayor Benjamin Figueroa Jr. said Thursday the twister battered portions of Barangay Magon at past 4 p.m., destroying houses and uprooting trees. Citing a report from the Ma-

Pamisa said the young boxers are given free education while they train and receive allowances ranging from P2,500 to P5,000 a month. “It is good to teach boxing to the young. They are fast learners and you can see how they develop to become good boxers,” Pamisa said. Pointing at Gadot and other young boxers, Pamisa said these young boys will greatly improve their skills in just a few months of training. “Their boxing stance will no longer be like that two months from now. Their skills will improve. A few months from now they will be ready for the Batang Pinoy boxing tournaments,” he said. The Mindanao qualifying leg of Batang Pinoy, according to its website, will be in

gon barangay council, he said no casualties had been reported but it damaged a total of 30 houses. Musa Magon, chair of Barangay Magon, said the incident happened quite sudden, rendering residents unprepared. “The horizon just turned gloomy and then the rains and the tornado suddenly came,” he said in a radio interview. Training at the boxing camp, during the summer vacation, involves daily exercises starting at 6 a.m. until 3 p.m., with only a few breaks. But it won’t be as hectic when classes start, except on weekends. Because they lack in exercise equipment, the trainers improvise, using what they can get from the construction materials that are aplenty around their training camp. The trainers use heavy rocks and heavy metal bars for weight training, weightlifting and powerlifting. The young boxers are used to heaving rocks and metal pipes, including old truck tires, every day. On Wednesdays, they spar against each other so

the trainers can see which boxing skill they can still improve. The young Gadot has one win under his belt – a boy he knocked out at the Boxing in the Park two months ago. He said for that victory, he won P200 while his defeated opponent received P150. From his winning, Gadot bought a mouthpiece for P80 and a bundle of competition tapes to wrap his tiny hands every time he uses a pair of gloves. “My father paid some of his own money to so I can buy the tapes,” Gadot narrated. Gadot said his father, a vegetable vendor at the public market in Barangay Puerto, was his first trainer and their sessions was held every evening at their small house in Barangay Bugo. He has now taken the training seriously despite

Salvador Salva, 17, still remembers how he trained with an empty stomach because his family, who tills a small farm in Gingoog City in Misamis Oriental, had yet to cook their first meal of the day. “I had to find where I could get rice to cook for breakfast when I trained. It was very hard to jog for several kilometers on an empty stomach,” he narrated.

Salva, who was 13 when he started training, won three amateur fights in in Gingoog when he was discovered by Pamisa and invited to join the Cagayan de Oro boxing team. Like Gadot and the rest, Salva also dreamed to become the next Manny Pacquiao so he can at least bring some food to the table of his family in Gingoog. Salva now receives P5,000 a month and has his own quarters at the Aluba boxing camp. He is scheduled to fight in the next Batang Pinoy tournament in November.

Certification dated 24 April 2015 issued by the National Grid Corporation of the Philippines (“NGCP”) (Annex “J”) d. Certificate of Compliance issued by the ERC to TMI (Annex “K”) e. Relevant technical and economic characteristics of the TMI power barges (Annex “L”); f. Sources of Funds/Financial Plans (Annex “M”); g. Purchased Power Rate (Annex “N”); h. Cash Flow (Annex “O”) i. Financial Model (Annex “P”) j. Fuel procurement process of TMI (Annex “Q”); k. Transmission Service Agreement between MOELCI I and NGCP (Annex “R”); l. Certification from PSALM of the insufficiency of its supply to meet MOELCI I’s requirements (Annex “S”); m. Procurement Process of MOELCI I (Annex “T”) 22. In further compliance with the requirements of the Honorable Commission, the Applicants considered several scenarios based on the number of running hours of TMI. The Rate Impact Simulation based on these scenarios is attached hereto as Annex “U”, and may be summarized as follows: Year Scenario without TMI Scenario with Increase/(Decrease) Php/kWh* TMI Php/kWh Php/kWh 2015 6.55 5.76 (0.79) 2016 5.5271 5.37 (0.15) 2017 5.48 5.31 (0.17) *assumes that there will be deficiency in supply and that MOELCI I will resort to power curtailment. MOTIONS FOR PROVISIONAL AUTHORITY AND CONFIDENTIAL TREATMENT OF INFORMATION 23. The Applicants move for the issuance of a provisional approval of the ESA, as supplemented by the Supplement Agreement, pending trial on the merits thereof, upon the following reasons: a. Mindanao power crisis. The power shortage in Mindanao has remained a critical problem for MOELCI I which continues to suffer rotating brownouts in the grid. A bilateral agreement, such as the Supplement Agreement, will significantly aid MOELCI I in minimizing or even eliminating the rotating brownouts in its franchise area which has had a debilitating impact upon the local economy. b. Insufficiency of NPC/PSALM supply. The reduction of the NPC/PSALM CSEE capacity from MOELCI I’s portfolio renders imperative a bilateral supply contract to answer for the equivalent capacity, lest MOELCI I be compelled to resort to the unpredictable and expectedly higher prices in the IMEM or, worse, be curtailed for insufficient contracted capacity. c. Continuing demand growth. As illustrated in its DDP, MOELCI I is expecting a growth in the total demand of its end-users so that, coupled with reduction of the NPC/PSALM capacity, there is a wide supply gap that urgently needs to be filled. Without the Supplement Agreement, MOELCI I will be incapable of satisfying the electricity requirements of its end-users who must be forced to suffer brownouts resulting from the curtailment of MOELCI I. 24. Considering the foregoing, the Applicants respectfully request the Honorable Commission for the provisional approval of the ESA, as supplemented by the Supplement Agreement to enable MOELCI I to draw under the said agreement. This will avoid the power interruptions which have caused irreversible losses upon economic productivity within its franchise area. The Affidavit in support of the prayer for the issuance of Provisional Authority is attached hereto as Annex “V.” 25. Furthermore, under Section 13 of the ESA, each Party undertook to keep in strict confidence and not disclose to any third party any and all Confidential Information of the other Party. 26. Under Rule 4 of the ERC Rules, this Honorable Commission may, upon request of a party and determination of the existence of conditions which would warrant such remedy, treat certain information submitted to it as confidential. Pursuant to its undertaking, MOELCI I respectfully moves that Annexes “M”, “N”, “O”, “P” and “Q” not be disclosed and be treated as confidential documents in accordance with Rule 4 of the ERC Rules and, accordingly, not be disclosed to persons other than the officers and staff of the Honorable Commission, as necessary. These documents contain certain non-public information, data and calculations involving business operations and financial trade secrets reflecting TMI’s investment and business calculations. 27. The Applicants hereby submits one (1) copy of Annexes “M”, “N”, “O”, “P” and “Q” in a sealed envelope, with the envelope and each page of the document stamped with the word “Confidential”. PRAYER

SCHOOL’S COVERED COURT: A REALITY Kalingagan National High School, one of the leading learning institutions in the Municipality of Villanueva, Province of Misamis Oriental continued its best definition of quality education. Recently, Kalingagan National High School is

ver y blessed to receive bountiful blessings from the stakeholders. One of the active external stakeholders of Kalingagan National High School is the Local Government Unit of Villanueva, under the stewardship of Honorable Julio T. Uy. Under his leadership, he gave P3.7M worth of school’s covered court. Last February, 2015, the school’s covered court was turned-over by the LGU to the Department of Educa-

tion. A dream comes true. The Academic Family of Kalingagan National High School under the leadership of Mr. Jose M. Bactong, the parents and students were indeed very pleased to have this kind of project. A better facility which answers the demands of the clientele. Rain or shine, activities outside the classrooms will not be disturbed because of this kind of facility. As you arrive this school, you can notice the huge facility with

complete comfort room and dressing room…., that is the SCHOOL’S COVERED COURT. The school can even cater the activities which the outsider asked for it. But this has to be under the approval of the Department of Education once the outsider wants to use this facility. There is even a possibility that the MANCOM of the Division of Misamis Oriental might be held here, because of its conduciveness. So, I’m in-

2014 wherein businessman Henry Sy and his family bested other candidates for the top billionaires in the country. The real value of the region 11 minumum wage of P317 is P214.19 only while a family of five need more than a thousand pesos wage to enjoy decent life. The living wage of region 11 according to NEDA we back in 2010 is 700/day. But until now Davao City minimum wages is not enough to provide the need of the workers. Nagkaisa said. Nagkaisa likewise demanded a reduction in power rates with concrete proposals on how to do it. But Malacanang stood powerless in the face of private power. Had a supreme court not issued a TRO for the 4/ kWh spike in prices last year, the Philippines could have stolen the record of having the highest electricity rates in the world. With the Oil Price increase, Increase of Basic Commodities, Tuition fee increase for the incoming school year. I think everybody is increasing aside from the Wages of the Labor Force…. That’s why many filipinos wants to try their luck and work abroad even they have no guarantee that their lives are in good hands. Tesda, solons augment Gingoog City’s tech-voc GINGOOG City--The Technical Education and Skills Development Authority (TESDA) granted Gingoog city a P1 million worth of Training for Work Scholarship Program (TWSP) for the technical-vocational in the city. Further, Abante Mindanao (ABAMIN) party list Rep. Maximo Rodriguez Jr. and First District of Misamis Oriental Rep. Peter Unabia provided boxes of toolkits and training allowances to city’s Special Training for Employment Program (STEP) beneficiaries. This project is a manifestation of a tri-focalized program of Tesda, Abamin, and Unabia for the out-of-school youth and aspiring individuals who want to obtain skills and land jobs for a living, said Tesda Misamis Oriental Field Office Director Leo Velez. “Tesda with Director General Joel Villanueva truly supports Gingoog’s tech-voc investments especially that this is the only local government unit (LGU) in Northern Mindanao which has its own Gingoog Manpower Training Center (GMTC) that is established, operated and funded by the city government,” said Velez. Speaking to batches of Tesda completers on carpentry with National Certificate-II, Rodriguez said: “Our heartfelt gift of toolkits will serve as your partner in your expertise as you venture anywhere with your skills.” “Abamin reminds you to be always dedicated to your work, be responsible to your life and be loyal to your family, he said, adding, “in Congress, I am one of among the proponents who passed the bill to mandate every district to establish its own Tesda’s training center. You are fortunate that you have your city’s GMTC and another one in the town of Kinoguitan.” On behalf of Unabia, Vice Mayor Erick Canosa said, “The congressman values tech-voc courses and funds for these endeavors. He encourages everyone to maximize your skills for your sustainable livelihood.” For her part, Mayor Marie Guingona has appreciated TESDA’s undying support to the city. “I gratefully acknowledge the remarkable concern of my fellow public servants in highly regarding Gingoog’s development for human capital like these batches of carpenters. Buhata ninyo ang mayo para sa inyong kaugalingon, sa inyong pamilya ug sa atong siyudad mintras buhi pa.” (Do what is good for yourself, for your family and for our city while still alive), the mayor said.
