DAVAO City -- A meteriologist of the Philippine Atmospheric Geophysical and Astrological Services Administration in Region 11 confirmed the occurrence of the El Nino Phenomenon in the country affecting Davao Region. Engr. Gerry Pedrico, chief weather forecaster of the PAGASA 11 said based on their latest monitoring that hot weather condition is going on, characterized by unusually warm ocean temperature in the Central and Eastern Equitorial Pacific since the last quarter of 2014. He said a weak El Nino is in progress and will likely to affect the amount of rainfall in many parts of the country in the coming months. “Imp a c t s i n c l u d e warmer temperature in varying degrees from

place to place and from time to time,” Pedrico said. He said the country can still experience the existing number of tropical cyclones from 19 to 20 typhoons each year. Pedrico said that because of this development, the dry condition advisory issued last year is currently upgraded to El Nino advisory. “All agencies are advised to promote precautionary measures to mitigate the potential adverse impacts,” he pointed out. Mayor Rodrigo Duterte cited the need to supply water to the irrigation system particularly in Toril area where drought is gradually felt. PDEA 11 sues alleged drug syndicate member wife charged for possession of P400K shabu

AVAO City - The Philippine Drug Enforcement Agency (PDEA) in Region 11 filed drug charges against a former municipal councilor and alleged member of the international drug ring 14-K and his wife earlier caught in possession of an estimated P400,000 worth of drugs.

Named resp ondents in the case for violation of Republic Act 9165 or Comprehensive Dangerous Drugs Act of 2002 were Marco Kadir Bua and his wife, Z enaida, both tagged as alleged leaders of Bua Drug Group operating in Davao City. Marco, a former municipal councilor of Kabuntalan, Maguindanao, was reportedly a member of 14-K international drug syndicate and listed as priority target of the Philippine Drug Enforcement

Agency (PDEA) in Autonomous Region in Muslim Mindanao (ARMM). The couple was arrested at their residence at No. 95 Kingfisher Street, St. Michael Subdivision,

in Ma-a at 6:30p.m last March 15, by virtue of an arrest warrant issued by Judge George Jabido of Regional Trial Court (RTC) Branch 18 in Cotabato City. Seized from the couple’s p oss ession was a sachet of methamphetamine hydrochloride or shabu with an estimated weight of 50 grams valued at some P425,000. Based from their investigation, PDEA XI spokesperson Noli Dimaandal confirmed that Bua had connections with the in-

ternational drug ring 14K and his area of operation is Davao region. Last year, Philippine ant i-dr ug agents have raided a laboratory in Lipa City where 84 kilograms of shabu were found and a member of Mexican drug cartel Sinaloa was also arrested. The ship was flagged down in the waters off Misamis Oriental and its Chinese and Filipino crew arrested for violation of Republic Act (RA) 7942. Mulat said the ship is currently impounded by the PCG at a private port in the vicinity. COTABATO City––The town named after one of the principal suspects in the worst election related violence in recent history has a new mayor, officials said. Number 1 Councilor Monawara Ampatuan assumed office Wednesday as OIC mayor after taking her oath before Maguindanao Gov. Esmael Toto Mangudadatu. This after elected Mayor Bai Reshal Ampatuan and Vice Mayor Janine Mamalapat went on absence without official leave for the past six months, creating a vacuum in the local government operations. Bai Reshal is the wife of Datu Andal “Unsay” Ampatuan Jr., one of the principal accused in the Nov. 23, 2009 massacre in Sitio Masalay, Barangay Salman in Ampatuan town. Early this year, the mayor herself was included in the list of 50 more suspects who were indicted for the massacre that left 58 people dead, 32 of them media workers. Among the victims were Mangudadatu’s wife and other family members. Forty-three complainants along with witnesses said the suspects were

‘Bancnet’ banks ‘dishonor’ ATMs Not once, but more often this writer has received complaints about the practices of some commercial banks of “dishonoring’ most Automated Machine Teller (ATM) cards not issued by concerned banks. These banks are purportedly members of the Bancnet, Inc. (a Philippinebased interbank network connecting the ATM networks of local and offshore banks). Aside from dishonoring ATMs, some banks also make it difficult for anyone to open accounts until all documents (most are unnecessary) are complied. I supposed the Land Bank of the Philippines (LBP) and the Rizal Commercial Banking Corp. (RCBC) are both members of Bancnet, Inc. It is, therefore, presumed that, being a member of the Bancnet, Inc., both the LBP and RCBC honor the ATMs issued by either of them. We have no idea if Land Bank and RCBC are at odds because the depositors complained that, most of the time, the RCBC denies transaction with the

Land Bank issued ATMs. The complaint, however, focused on RCBC which reportedly dishonor LBP ATMs most of the time. Whether RCBC is aware of this, RCBC should look into the matter. We know that the RCBC has been in operation for quite a time. Like the LBP, both banks have, for years, carved a reputation as a trusted financial institution. Nobody wants, that’s what these banks have worked for many years in order to win public trust would simply come to naught because of the ATM issue. Yet, this is happening. Somebody also complained about the LBP’s stringent policy when an ordinary person opens an LBP ATM account. The Land Bank would require someone to submit a barangay clearance, a tax identification number (TIN), two identification cards and ID photos. Land Bank would also ask the depositor about the source of income. Perhaps, a day from now, Land Bank will require every new depositor to have a police and NBI

Prejudices give a sense of pride in our world, Try to make a fundamental and common definition of “prejudice”: it’s an opinion, of course, favorable or unfavorable (more often the latter!). Many times, it’s an opinion formed without fair examination of facts. Prejudice creates biases, bad influences, and inquiries. Do you still remember any election campaigns? What a shame sometimes! A possible correction afterwards is seldom given or will be even rejected. Very often prejudices become coarse, rude and gross generally. Got the latest news from the political nation’s drama? In all parts of our globe we find an ethical hierarchy. It’s an indirect status with fixed judgements and points of view. Social distance and discrimination predominate and make it easier to use categories such as “race”, “nation” or

“culture”. Social differences have been built up. Gays and lesbians are “unnatural” (?), all black people are “dirty” (?), all white people are “rich”? - Heaven forbid! But I experienced it myself many times: I stayed in Israel sometime in 1978 and was not really welcomed by the people, because of my”Nazi-roots” (though I was born 1953!). Later I have been rejected from the Golan Heights, because I came from (enemy!) Israeli territory. Staying in South Africa sometime in 1980, I experienced the terrible racism and fascism of the former apartheid government and its painful effects and consequences. Most racial prejudices have its roots from the heritage of colonial supremacy. Justification of slavery goes back to the 17th century. In early colonial history skin color was not the main reason, it was the paganism of original inhabitants in America, Africa, and Australia.

clearances. It somehow behooves into our mind that Land Bank has now become an intelligence agency of the government. Why is Land Bank doing this when other private banks are a bit lenient on would-be-depositor? In other countries like in the United States, a US $ 20.00 deposit would be enough to open a credit card. What about if the depositor would simply open an LBP account with the hope of getting a job? What about if the depositor works “on line” and that the salary or honorarium is paid through the LBP? Why would LBP insist on asking for TIN when payments for services are automatically deducted

through the withholding tax? What about if the depositor came from another city or province and opted to open an account elsewhere? Will he brings along with him the barangay clearance in order to open a Land Bank account? With these rigid requirements, one might surmise that the LBP almost always suspects the ordinary would-bedepositors as “thieves or criminals.” Perhaps, the Central Bank should find out these apprehensions. With the Asean integration, the Cental Bank should review its banking policies. In the past, many foreign investors have complained of the Central Banks stringent policies. Perhaps, it is to the advantage of the country’s banking industry if a uniform policy is adopted when it comes to the opening of bank accounts. Before anything else ‘though, it woud be better for the Central Bank to step in to resolve the Bancnet issue about the dishonoring of ATMs issued by competing banks like LBP and RCBC. =0- react: crisguardian@ yahoo.com

Terms such as “Indian” and “Negro” can be even found in the literature: the good-natured Indian variant “Winnetou” (Karl May, 1842-1912, Germany) or “Friday” (Freitag), the noble savage in “Robinson Crusoe” (Daniel Defoe, 1660-1731, England), or how about “Uncle Tom” (Harriet Beecher-Stowe, 1811-1896, USA). Political conflicts between “white colonial supremacies” and “colored subjects” have been explained and described as racial segregation - many times instigated by Chris-

tian missionaries. Innumerable examples in world history proved brutal force and power up to genocide. Prejudices? “Love your neighbor as yourself!” (Leviticus 19:18). “When an alien lives beside you in your land, do not mistreat him. The alien living with you must be treated as one of your native-born!” (Leviticus 19:33,34). Integration, ecumenical movements, support of especially discriminated and disadvantaged groups are keynotes for future. they should be! Therma South to synchronize with Mindanao grid by Holy Week BUTUAN City - Therma South, Inc., subsidiary of Aboitiz Power which is constructing a 300-MW thermal power plant in Southern Davao City is scheduled to synchronize with the Mindanao grid by Holy Week, taking one step closer to full commercial operations. According to its press statement released to the media outlets here by Wilf redo Rodolfo, Aboitiz Power Corporation Corporate Branding and C ommunications manager, with its steam blowing operations for the first of the two 150-MW completed, the power plant is expected to start its reliability run in the first half of April. During the tests, the power can deliver power to the grid which can be availed by Therma South customers. Full commercial operations of the first unit will start after the reli-

Dry spell destroys P91.9-M agri products in Zambo City

AMBOANGA City – The dry spell has taken its toll on the agriculture sector in the city, destroying some P91.9M worth of farm products as of Wednesday, March 18, the Office of the City Agriculture said. City Agriculturist Diosdado Palacat reported to Mayor Ma. Isabelle Climaco-Salazar that a total of 8,469.2 hectares of land planted to various crops and fishery products have been destroyed by the dry spell, affecting

20,996 metric tons of products. Of the total 8,469.2 hectares destroyed, 277 hectares are planted to rice; 31 hectares to corn; 8,084.1 hectares planted to banana; 74.5 hectares planted with assorted vegetables; 9.3

hectares planted with cassava; and, .3 hectares are fishpond areas. Palacat said that at least 1,041.8 of the 8,469.2 hectares affected have no chance of recovery. Palacat expressed fears the damage could worsen and consequently affect this city’s agricultural supply if rains will not come by the month of May. Palacat has recommended various action plans to help

mitigate the effect of the dry spell on farmers such as the immediate conduct of cloud seeding to be jointly undertaken between the Department of Agriculture, Zamboanga City Water District and the local government. Palacat said the other action plans include information dissemination pre-mitigating measures primarily to encourage a quick turn-around planting of early maturing varieties; production and distribution of

alternate crop seeds and planting materials; pest management; desiltation of communal irrigation system and river dredging; and, procurement and distribution of organic fertilizers. He proposed the rehabilitation of pumps and water system of existing demo farm, procurement of breeder stocks, information dissemination and procurement and distribution of organic fertilizers for the fishery sector. Troops arrest NPA rebel in Zambo Sur ZAMBOANGA City – Joint police and military operatives arrested on Sunday a suspected New People’s Army (NPA) rebel in the hinterlands of Zamboanga del Sur, the police reported Monday. Inspector Dahlan Samuddin, Police Regional Office (PRO-9) i n f o r m a t i o n o f f i c e r, identified the arrested NPA reb el as Johnny Anter, alias Bulldog. Samuddin said Anter was arrested at around

11 a.m. Sunday while the troops were on security patrol in Barangay Barangay Dalapan, San Miguel, Zamboanga del Sur. He said the arresting team confiscated from Anter’s possession a caliber .38 revolver with three live ammunition and a hand grenade. The said activity was participated by the Kindergarten to grade VI, and only cream classes of each grade level will serve the expectator/ audience because the school gymnasium cannot accommodate all the population of the school. Girlhood (a salute to the female graduates of 2015)

WHEN Boyhood was released in July 2014, it already piqued my interest to watch it, first because it was a Richard Linklater film (he is famous for making sequels a decade apart from each other using the same characters and the same actors) and second, because the film is 12 years in the making using the same actors. It was only last Saturday night that I finally gotten to watch the almost three-hour epic and it simply moved me, the same feeling why critics and audiences alike were stunned about the slow transformation of actor Ellar Coltrane from being eight through 20.

But I was focused more on his older sister in the show, played by the director’s daughter Lorelei Linklater. Lorelei was still eight when the first rolls were shot in 2002 fictionalizing her character’s brother through typical American culture at the time until he reached college life by 2014. What struck me was the part when Lorelei (as Samantha), then aged 14, was playing with her eight-year-old cousin. The annoyingness of her cousin was the exact replica of the behavior that Lorelei/ Samantha displayed when she first appeared in the film. Which eerily reminds

me the first time I saw Dakota Fanning screaming in War of the Worlds (2005). When she resurrected in Push, she was 13 already and her facial appearance already changed. Roberto Yap, President of Xavier University, said that all is set for the university’s 75th Commencement Exercises here amid apprehension over the conferment of awards to members of the government and Moro peace panels. The university’s announcement of conferring an award to Deles, Iqbal, and Coroner-Ferrer has drawn apprehension from local residents and parents of about 1,000 graduating students fearing possible a security breach during the graduation ceremony. Yap, however, said that the conferment of the awards would be during the “Convocation Ceremony” on Thursday – not during the actual Commencement Exercises which is on Saturday. He said that the “Convocation Ceremony” is done ahead because there is not much activity during the occasion other than speeches and the confirming of the awards. He said that the university’s 15-man Board of Trustees that composed of eight members from the Jesuit-run universities in Davao, Zamboanga, and Cotabato along with seven private university patrons have decided to confer the award on November 29, 2014. The process of elimination actually started on September 2014 where anybody could endorse a nominee for the award that the university always extends during graduation ceremonies, Yap said. He said that the Board of Trustees has reviewed the confirming of the awards following a public clamor to defer the awards in deference to the Mamapasano tragedy. However, Yap said, the Board of Trustees find it more reasonable to confer the award as a gesture of the university’s commitment to the attainment of a lasting peace in Mindanao. In its final decision to proceed with the award, the university sets its standard on two issues: The determined commitment to Peace and the assurance of a secure and peaceful graduation ceremony, Yap said.

The sisters are no strangers to evacuations. “Madakel” (Many), they said. In fact, they have evacuated so many times in their lifetime that they can no longer remember how many times they had to flee their villages because of armed clashes. “Panahon pa sa Hapon” (Japanese time), Cartiquia, a resident of Barangay Elian, said. Unlike her contemporaries elsewhere in the country whose knowledge of war is “Panahon sa Hapon” in the 1940s, it has been a never-ending series of evacuations for her and her siblings, later sons and daughters and grandsons and granddaughters, due to armed conflict. A number of their children and grandchildren are within the same school compound. Cartiquia, who has 13 children from four marriages, complains she is too old to evacuate. Saria, who married once and has 12 children, echoes her sister’s statement. Speaking in Maguindanao but translated to Filipino by their fellow evacuees, the sisters said they are praying peace would come soon so they and their grandchildren can go home. For them, peace means “wala nang bakwit” (no more evacuations). As of 6 p.m. of March 19, the ARMM-HEART (Autonomous Region in Muslim MindanaoHumanitarian Emergency Action and Response Team) recorded a total of 25,067 families or 125,302 persons from 14 towns have been displaced by the “all-out offensive” announced by Armed Forces Chief of Staff Gen. Gregorio Pio Catapang on February 25 and launched two days later with artillery and air strike support against the BIFF. The offensive came a month after the January

The Office of the United Nations High Commissioner on Refugees (UNHRC) in the Philippines co-chairs the Protection Cluster Philippines with the Department of Social Welfare and Development. The Protection Cluster Philippines comes out with the IDP Protection Assessment Reports. The recent report said this year’s mass evacuation is “the biggest displacement since the 2008 MOA-AD debacle.” The government and Moro Islamic Liberation Front’s Memorandum of Agreement on Ancestral Domain (MOAAD) of 2008 was initialed and set for signing on August 5, 2008 but the Supreme Court issued afternoon of August 4 a temporary restraining order barring the government peace panel from signing the MOA-AD. The MILF, which signed the Comprehensive Agreement on the Bangsamoro with the government on March 27 last year, temporarily moved back its armed members from the areas where the military was operating, as coordinated by their respective Coordinating Committees on the Cessation of Hostilities. “According to reports, people are fleeing because of fear of being hit during AFP ground operations and air strikes. Some IDPs are having difficulty finding refuge in host barangays if they are perceived to have affilitation with the BIFF,” the IDP Protection Assessment Report noted. It also said that three weeks into the offensives, “there is no clear and consistent information provided to IDPs as to what areas are safe to move to or return to collect belongings and food, including accessing their livelihood which is essential for their survival” particularly since the harvest season in Maguindanao is in March and April. Kolariah tops NorthMin search for green musicians

HE Department of Environment and Natural Resources (DENR) 10 and Philippine Information Agency (PIA) 10 jointly awarded the amateur band Kolariah as the champion for Kaligkasan. The awarding was held last March 19 at Centrio here in Cagayan de Oro City. Kaligkasan is part of the climate change advocacy campaign dubbed as “Nagbabago na ang Panahon, Panahon na para Magbago.” According to PIA 10 director Thelma Oliver, Kaligkasan came from the words ‘’Kaligtasan’ and ‘Kalikasan’ implying that, “If you care of our ‘kalikasan,’ then we will have ‘kaligtasan.’” The band battle targets to weaken people’s apathy regarding climate change concerns. It also aims to extend to the young market regarding environmental protection and conservation and gain their support in the promotions since it has to be widely spread. For one, is through their talent in music. The band search encouraged them to compose and perform original music related to environment. There were 22 bands who signed up for Kaligkasan band Search. All of them have not signed up with any recording studio. Each band has submitted one original full song composition that highlights the campaign theme, “Nagbabago na ang Panahon, Panahon na para Magbago.” The organizers also required that these songs should not exceed four minutes and should be editable to 30 and 60 seconds for radio and TV airing, for DENR might repackaged the winning song for radio and TV infomercials. Judges of the competition are experts in the field of music. Moreover, the criteria for evaluating the submitted entries are: 30 percent for the originality and creativity of

Thereafter, Kolariah emerged as the champion of the competition. They received cash prize P50,000 and a plaque. They were followed by Dislocated Boy and Adrian and the Astroboys as the second and third places, respectively. The first runner-up received P30,000 and a plaque, and the second received P 20,000 and a plaque, as well.

Seven consolation prizes were also given to other bands who belong in the top 10. Other than the band competition, the agencies also conducted various information drive and activities in the past months mainly to raise environmental awareness among the youth. These includes the planting of mangroves during the World Environment Day, Media Advocacy and Writeshop, distribution of collaterals, youth camp and below the lines activities such as learning events and campus journalism contests that stress on the importance of environmental protection and conservation.
