SURIGAO City--A day after a big crocodile was found dead in Del Carmen town in Siargao Island, several fishermen from the island have been afraid to venture out in the mangrove forest to fish, a village official said. Ezperanza barangay captain Teodoro Galolo said several fisherfolks in his village have ceased to go to the mangroves for fear of being attacked by crocodiles. Last Thursday morning, a saltwater crocodile (Crocodylus porosus) 14 feet and 9 inches long was found dead floating along the waterways by the mangroves in Esperanza. The fishermen who found it then reported it to Galolo, the barangay captain said. Starting a new chapter in Cagayan de Oro’s history

Champions and stakeholders of the Cagayan de Oro Historical & Cultural Commission opened a new chapter in the city’s history with the official launch of Forum Kagayanon 390 last 27 October 2016.

Forum Kagay-anon 390 sets in a motion a series of events leading to next year, 2018, which will approximately mark three centuries and nine decades of the city’s founding as a settlement in the area now occupied by the St. Augustine Metropolitan Cathedral and Gaston Park. The two-day kick off started with the ribboncutting for Tabo as Kabilin Thursday, 27 October where books and manuscripts detailing Cagayan de Oro’s storied past were exhibited at Gaston Park. This was immediately followed by a Paseo as Kabilin where Hiscom Commissioners and Stakeholders toured the city’s four museums, Plaza Divisoria and the Cathedral-Gaston Park area. The next day, 28 October 2016, marked the lowering of the time capsule and ground breaking for a new Cagayan de Oro Museum building which will have a storage area for relics

Japanese government vows support to peace, devt in M’nao

DAVAO City––The Japanese government has vowed to support the Philippines’ peace and development efforts in Mindanao, President Rodrigo R. Duterte said on Thursday evening. Duterte, however, did not give details how Japan would help in the government’s peace efforts in his arrival message at the F. Bangoy International Airport. “I sought and received Japan’s continued support for the peace and development agenda in Mindanao, as we move a step forward towards the goal of just and lasting peace for the peoples of Mindanao and for our

country,” he said. Before leaving for Japan on Tuesday, Duterte said Mindanao would be the “central focus” of his state visit from October 25 to 27 “to put on track this island region towards a just and lasting peace and development.” “In all my interactions in Japan, it was clear to me and to everyone that Japan is, and will always be, a true friend of the Philippines,” he said. So, there is no word for being hesitant and weak. Progressive persistence should continue until the results for all people are indeed proven. Being the leader of the country should really be the real statesman. The statesman is not concerned with the interests of the group. He should not be concerned

with solely party interests. The statesman should not posit more on the power of oligarchies. The statesman works for all people. The whole people become the focus for any national development. In order that the leader in any nation can lead his strategies into public interest, any policy must be based on the public interest. Public services and the strategy to work should focus on the result that is for wide impact on the whole people. So, sovereignty has nothing to do with keeping oneself separated from other nations. We have to think about both competitive and comparative advantages among the nations. A relative of alleged victims in the Leyte multiple murder case admitted in court that the military ordered him, along with others, to dig for the remains of his father and two brothers in alleged mass graves in two different places in separate incidents for two different cases. Domingo Eras, whose father Domingo Sr. and brothers Gregorio and Leonardo were missing, said he went to the alleged mass grave in barangay Monterico, Baybay, Leyte on June 28, 2000 upon orders from the military. Six years later, Eras, then a member of the Citizens Armed Force Geographical Unit (Cafgu), said he, along with six other Cafgu members, was ordered to go to an alleged mass grave in sitio Sapang Daco, barangay Kausilihan, Inopacan, Leyte. In a hearing today, Oct. 28, before the Manila Regional Trial Court Branch 32, defense lawyer Ernesto Francisco said Eras’s father and two brothers were

among those allegedly found in the Baybay mass grave in June 2000. Francisco pointed out that the information in the Inopacan mass grave also includes Eras’s father as one of those supposedly dug up in August 2006. During the cross examination, Francisco asked Eras if he was able to identify the skeletal remains of his relatives supposedly exhumed in Baybay. Eras said Tinaid left the place because he was scared of New People’s Army (NPA) guerrillas who allegedly frequented the place. Eras said Tinaid then moved to barangay Monterico, Inopacan. Other NDFP consultants Benito Tiamzon, Wilma Austria Tiamzon, Rafael Baylosis, Randall Echanis and Adelberto Silva are co-accused in the Inopacan mass grave case. Seven months after, no IRR yet on PWD law DESPITE the delay, Senator Ralph Recto said Thursday that he is not yet giving in to “conspiracy theory” that the implementing rules and regulations (IRR) of persons with disability (PWD) law is being deliberately withheld due to the plan of the government’s economic managers to repeal all tax discounts of PWDs. President Benigno Aquino III signed Republic Act no. 10754 into law on March 24. The law grants persons with disabilities (PWDs) goods discounts and tax breaks. But seven months after,

Recto said the PWD law has remained in limbo after the IRR has yet to be issued by a multi-agency body drafting it. He said the IRR is the “missing link” in the full implementation of RA 10754. For off-grid electrification, the DOE has initiated the Household Electrification Program (HEP) where electrification projects worth P610 million will be implemented by electric cooperatives in ARMM until 2017. Duterte and Cusi also graced the ceremonial turnover of 30 units of photovoltaic (PV) solar home systems to ARMM. The DOE completed a total of 3,868 PV solar home system units in the provinces of Tawi-Tawi, Basilan and Sulu under its HEP. Next year, the DOE will deliver a total of 3,878 units of the PV solar home system in Tawi-Tawi (2,263 units), Basilan (270 units) and Sulu (1,345 units).
