Rufus to file reso versus Hong Kong visa restriction By GERRY LEE GORIT Correspondent

Congressman Rufus Rodriguez of the 2nd district of Cagayan de Oro City said he will file a resolution in Congress this week calling for the Hong Kong government to withdraw its demand for Philippine government officials to get a visa first before entering the Chinese autonomous province. Rodriguez said he does not approve of Hong Kong’s insistence that the President of the Philippines ask for an apology for the 2010 hostage crisis in Manila in

which Hong Kong nationals died in the incident. “We have to uphold the dignity of the Office of the President,” he said. He added that it is enough that the mayor of Manila apologize for the incident. Rodriguez said the national government was not involved in the hostage crisis and that President Noynoy Aquino has expressed regrets. “It is not fitting that the President should be the one to apologize,” he said. He added that when Filipinos were victims of

terrorism or other crimes in China and Hong Kong the Philippine government never did asked for an apology from their head of state. Rodriguez said he believes the recent visa restriction was brought about by China pressuring the Hong Kong government because of issues in the South China Sea and West Philippine Sea. “It’s possible that this is for harassment,” he said, adding that the Chinese government also has required Filipino fishermen to secure permits if they See reso, page 11

Six-hour workday for public school teachers By ZENAIDA L. RANARIO Imbatug Baungon, Bukidnon

The proposed measure to reduce the working hours of teachers from the standard mandatory eight to six hours per day is a welcome development for us teachers, one it becomes a law. While teachers’ pay has been increased by recent enactments of law, they still desire higher pay and shorter working hours. Our present work schedule is stressing and exhausting and is detrimental to the desire for effective teaching. HB 2684 proposes a six-hour workday for public school teachers and exempts them from compliance with the Civil Service mandated eight-hour workday for government workers. One approved, this will be a great reprieve for us teachers given that any work performed in excess of six hours a day shall be considered as additional compensation of at least twenty-five percent of the regular pay. The bill, according to proponents, shall exempt teachers from Civil Service Rules which prescribed the generally established rule on an eight-hour workday. Section 3 of the bill states that “any teacher engaged in actual teaching may be required to render more than six hours of teaching upon payment of additional compensation at the same rate of his/her regular plus at least twenty-five percent of his/her basic pay.” Said section further states that “teachers who are not engaged in actual teaching but render more than six hours work shall likewise be entitled to the additional compensation provided in this Section.” The said exemption from CSC rules is also in observance of Book V of the Administrative Code of 1987 which also states that “Officers and employees of all departments and

agencies except those covered by special laws shall render not less than eight hours of work a day for five days a week or a total of fortyhours a week, exclusive of time for lunch.” Furthermore, Section 5 states that “notwithstanding provisions of existing law to the contrary, cocurricula, out-of-school activities and other activities of any teacher outside of their normal duties shall be paid an additional compensation of at least twenty-five percent of his/ her regular remuneration after the teacher has completed at least six hours of work.” “The role of teachers in moulding our youth and contributing to national development cannot be undermined,” the Bill says. It is therefore only right that the teachers’ needs and welfare should be given utmost priority by the government. The Magna Carta for Public

Financial assistance system for students By RAMONA J. BAYUDAN, MT-1 Imbatug Central Elem. School Baungon Bukidnon

The proposed comprehensive and unified student financial assistance system that will fund quality education to benefit more poor students is a humane measure since it will provide education to children from poor families who are deprived of a better future than those who can afford to pay for their studies. The measure will harmonize all government scholarship and grantsin-aid programs to promote greater efficiency, coherence, synchronization, rationalized access, effective funding and improved coordination among implementing entities, according to those proposing the law. The bill would address problems related to access, equity and distribution of student financial assistance slots, targeting of beneficiaries, allocation and utilization of government resources, tracking of the whereabouts of beneficiaries, the payment recovery rate on student loans and compliance system on scholarships and management. The measure provides for the implementation of the unified student financial assistance system to be known as the Unified Financial

Assistance System for Higher and Technical Education (UniFAST). We have existing financial assistance programs for higher and technical education students in both public and private institutions, including national scholarships, grants-in-aid, special purpose or sector educational assistance, student loans, and government programs in partnership with other stakeholders, among others, and which are nationally funded and/ or implemented by national government agencies, branches and instrumentalities, but UniFAST will integrate all of these. A national body would also be created to formulate and approve the national government student financial assistance policies and strategies for tertiary education, and review existing policies to ensure consistency with its policy framework under the Act. However, it would be more effective if a Stakeholders Accountability Committee (SAC) composed of representatives from parents, organizations and students’ groups, the youth sector, teachers and edu-

cators’ groups, HEIs and TVIs, and the industry shall be created, lawmakers said. “The SAC shall ensure transparency and accountability and institutionalize consultations with concerned sectors by allowing it to inquire into the books of accounts, policy statements, issuances and other documents and information of the Board,”they added. The proponents added that, to ensure the availability of appropriation and cash, a UniFAST Trust Fund for Student Loans and a UniFAST Trust Fund for Grants-in-Aid and Scholarships known as UniFAST GIAS Fund shall be created under the power and supervision of the Board. Student loan refers to a modality of student financial assistance, short term or long term loans provided to finance the tertiary education of students facing liquidity problems, regardless of economicstatus. Grant-in-Aid (GIA) refers to a modality of student non-repayable financial assistance to poor but eligible students; it generally requires a minimum level of competence but not excellence.

One college graduate for every Filipino family

By GEMMA B. TANGARA Kalanganan Elem. School

To protect and strengthen the family as a basic autonomous social institution and promote the development of the nation, one college graduate for every Filipino family is needed. Indeed, this belief of one lawmakers is true. The government is duty-bound to equally share in the inherent right and duty of parents in the training of their children to be good, useful and worthy citizens by giving them support in preparation for future positions of responsibility and leadership.

The two-day school- based Campo-ral last December 13-14, 2013 was participated by 38 registered Boy Scouts and 12 scouters. School Teachers or Republic Act No. 4670 provides that teaching hours for teachers shall not be more than six hours. The Department of Education (DepEd) issued Memorandum 291 s. 2008 allowing teachers to allot six hours for actual classroom teaching per day while the remaining two hours to be spent in teaching-related activities. “While strictly speaking the essence of the law is respected, this memorandum requires from them a total of eight hours a day,” the proponents argued. Reducing the number of working hours, the authors explained, will allow the teachers to rejuvenate, in mind and body, and allot more time for them to innovate and enhance classroom teaching. HB 2684 seeks to reduce the working hours of all public school teachers, whether engaged in actual classroom teaching or not, to a six-hour workday for a total of thirty-hour workweek.

“While the natural and primary responsibility for educating the child rests in the family, the State also has a distinct interest in this matter since a proper education – humanistic, vocational, moral, religious, civic –is necessary for social well-being,” syas the proponent of the Bill. It is the duty of the State to see that parents, through such means as compulsory education laws, fulfill these obligations and supply the essential educational facilities which private initiative is unable to furnish.

Section 12, Article ll of the Constitution on the Declaration of Principles and State Policies, explicitly provides “The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception. The natural and primary right and duty of parents in the rearing of the youth for civic efficiency and the development of moral character shall receive the support of the government.” The common welfare of society and the good of the individual depend to a great extent upon the

proper education and training of children. The youth of today will be tomorrow’s citizens. These citizens will be as they have been prepared and guided in their youth. The government, therefore, should equally share in the inherent right and duty of parents in the training of their children to be good, useful and worthy citizens. In House Bill 3338 or the proposed “One College Scholar for Every Filipino Family Act of 2013,” Rep. Douglas Hagedorn (3rd District, Palawan), proposed the establishment of a system to ensure the production of one college graduate for every family with the subsidy and support from the government.

Every Filipino family shall be entitled to only one scholarship, which is non-transferable and nonextendible. The government shall shoulder the 100 percent tuition and miscellaneous expenses for every qualified beneficiary or scholar from every family for any four- or five-year bachelor degree course in any state- or local government-funded college or university. Thus, he said, it is the duty of the State to see that parents, through such means as compulsory education laws, fulfill these obligations and to supply the essential educational facilities which private initiative is unable to furnish.

SCHOOL–BASED MANAGEMENT in KCS….taking the lead to mark a difference By AIRENE O. SUAN SBM School Coordinator Kauswagan Central School, Division of Cagayan de Oro City

School- based management (SBM) is the recent trend in education reform that stresses decision making on the school level. In the past, school policies were set by the state and the districts. Now the trend is for individual schools to make their own decisions and policies. It is the decentralization of decision-making authority from state and district (central, regional, division) levels down to the school level. Responsibility and school operations is transferred to principals, teachers, parents, sometimes students, and other school community members with the intent to unite. The school, however, have to conform to, or operate, within a set of centrally determined policies. School-based management in Kauswagan Central School is actively implemented and highly operational to achieve its main goal to improve school performance and students achievement. The empowered school head with the grade leaders and teachers’ club officers shared leadership and governance with implementing guidelines and reforms that lead to higher learning outcomes. Committed, dedicated, technologically-oriented and skillful teachers and cooperative, talented and productive pupils are united in conducting and performing curricular and extra-curricular activities in the school

and even outside the school community with competence and excellence. The school administration and the School Governing Council strengthens partnership with the parents, non-government organizations, other community stakeholders as well as local government units for them to invest time, money and effort in making the school a better place to learn. As the designated SBM school coordinator of Kauswagan Central School, I truly feel and still experiencing the pressure and expectations along with the heavy -weight responsibilities that has been handed in to me from the very start of the school year 2013-2014. Although taking in the challenge to successfully conduct the various tasks and roles is not an easy thing to do, still, I could say that SBM had mark a big difference and still taking the lead in KCS. Teachers and the school administrators are now more united and more attune to do and impart what are expected from them to keep on the right tract on the principles of SBM namely leadership and governance, curriculum and learning, resource management and accountability for higher learning outcome. For all of these guiding principles to be fully realized, maintaining its sustainability is needed. These can be achieved through strong and continuous commitment, coordination, cooperation, collaboration and communication from all concerns. Thus, achieving the main goal of improving school performance and students achievements is not that far…it is just within reach.

RHYMES for KNOWLEDGE RETENTION By Gildred U. Bantog, Teacher I Kisolon Central Elementary School

One of the problems encountered by elementary teachers in conveying basic information to the pupils is KNOWLEDGE RETENTION. This is the ability of the student to preserve the facts introduced by the tutor and maintain the comprehension of ideas established during class discussions of each lesson. Often times, the learner responds positively to the stimulus employed by the mentor as long as the instructor conducts an examination right after a thorough explanation. However, their young minds tend to discard the thoughts voluntarily.

The fervor to ascertain KNOWLEDGE RETENTION urged the educator to utilize a variety of TEACHING METHODS integrated with the typical LEARNING STRATEGIES inside the classroom. Among the TECHNIQUES, proven EFFECTIVE to facilitate KNOWLEDGE RETENTION specifically in MATHEMATICAL CONCEPTS is the use of RHYMES. TEACHERS are, therefore advised to make use of RHYMES to guarantee KNOWLEDGE RETENTION of Mathematical Concepts in Elementary Pupils.

The box was detonated by the EOD team using a water disruptor. Police said the explosive device contained paint dissolved with gasoline which was used as the main charge, a detonating cord as initiator, an original time fuse,

an improvised firecracker fuse, a gallon of plastic container and the cartoon box as packaging. There are two possible motives now being looked into by the police. One was the unsettled vehicular accident involving one of their buses in Cabadbaran City sometime in November 2013 and the other is a a possible extortion try on the bus company by an armed group. Education as a tool for Environmental Preservation By Margarita P. Sanduan, School Principal 1 – Capitan Bayong Elementary School, Impasug-ong District

The Philippines recently endured confrontations with MOTHER NATURE. Millions of Filipinos suffered severe devastations brought about by Super Typhoons, Earthquakes, Floods, Storm Surge, Sink Holes, Land Slides, Mud slides, Flash Floods and even Tornadoes as well as Hurricanes. Some of the

people in the Government called it “FORCE’ MAJURE’” and charged everything to the WILL OF GOD. Nevertheless, most of the experts identified and asserted, “GLOBAL WARMING” as its root cause. LITERACY on ecological balance and ADVOCACY on environmental protection is the best solution to all

these tragedies. The School is a tremendous venue to launch this agenda. The Teachers are the most influential vehicle to materialize it while the students are the perfect prospect to implement this endeavor. The SCHOOL must commence execution of TREE GROWING and SOLID WASTE MANAGEMENT

program designed to protect the world from full wreckage. The Dep Ed Secretary must make certain integration of this syllabus with the current curriculum. I hope that our children will feel responsible for a GREENER and CLEANER place and save our MOTHER EARTH.

Education as a COMMITMENT By Eltrick Jhon Alerta – School Head Teacher II, Kibuwa Elementary School

The School is an Institution of COMMITMENTS. Its organizational structure includes the PUPILS, the FACULTY, the STAFF, and the PRINCIPAL as the leader. The atmosphere of every Campus deliberately designed to foster acceleration of LEARNING PROCESS of Children recognized as the HOPE OF THE MOTHERLAND. The depiction of contemporary educational standards differs largely as compared to the customary

learning mechanisms practiced by early gurus. Before, the learning process confined within the four corners of the classroom where the teacher discusses the lessons and the pupils obediently sit on their respective chairs listening attentively and holding the palm of their hands. Nowadays, the students prepare visual aids at home, diligently discuss the topic in front of the class, and wait for the feedback of the adviser sitting calmly on the corner, listening

meekly to the deliberation of the student. The strict and firm MR. PRINCIPAL is presently the pleasant friend who constantly pats ones shoulder and inspires most the people in school, the pupils, the subordinates, including the parents who constantly visit their children. Gone are the sticks previously identical MR. PRINCIPAL. Commitment – an expression rarely heard. Nevertheless, it is the best illustration of modern

education. Learning should be an enjoyable experience for the child, a dedication to mold young minds and hearts, towards total human development. It must go beyond SCIENTIFIC FORMULAS, far abstract than any MATHEMATIAL CONCEPT, and more romantic than the best piece of LITERATURE. Education is a commitment to impart basic knowledge for an individual to live a decent and pleasurable life in the future.

DENR 10 conducts Critical Habitat Assessment The Department of Environment and Natural Resources, Region 10 (DENR 10) has concluded its field assessment for the proposed establishment of a critical habitat for Philippine sailfin lizard (Hydrosaurus pustulatus), locally known as “ibid” in barangay Solana, municipality of Jasaan, Misamis Oriental. The activity was conducted upon the request of Misamis Oriental Governor Yevgeny Vincente “Bambi” Emano. It was gathered Governor Emano is keen on promoting the area as an ecotourism site. The considerably large population of sailfin lizard was reported to the DENR by a concerned resident of barangay Solana, Jasaan last year. The assessment, which was spearheaded by personnel from the DENR regional office’s Protected Areas and Wildlife Division with the Provincial/Community DENR offices and Misamis Oriental Provincial Government, was conducted on January 8 – 9 at the said area. In her report to DENR 10 Regional Executive Director Ruth M. Tawantawan, Forester Marilou Clarete, caretaker of the Protected Areas, Wildlife and Coastal Zone Management Services (PAWCZMS) said all the data collected from the assessment will be evaluated and used to come up with the final area coverage of the proposed critical habitat site. Forester Clarete further said that the initial findings will also be discussed with the stakeholders in the area since the proposed site falls under alienable and dispos-

able land. The assessment team is exploring the possibility of implementing legal easement on both sides of the river where the population of sailfin lizard is observed. This will facilitate the population to thrive and aide in the establishment of the critical habitat. Sailfin lizard (Hydrosaurus pustulatus) is endemic to the Philippines and is categorized under “other threatened species” based on Department Administrative Order No. 200415 of Republic Act 9147 (Wildlife Resources Conservation and Protection Act). The sailfin lizard is vulnerable and under threat from adverse factors. The adverse factors may range from over collection/hunting for both the pet trade for local or international consumption, habitat loss, most often the conversion of wooded land to alternative uses (including agriculture), and through logging operations. In region 10, critical habitat was established for the Rafflesia schadenbergiana whose local name is “koron busaw” in sitio Kalanganan, barangay San Vicente, Baungon, Bukidnon. Aside from the Sailfin Lizard, the DENR 10 has earlier proposed to the DENR – Protected Areas and Wildlife Bureau (PAWB) for the declaration of the hawksbill sea turtle (Eretmochelys imbricata) critical habitat in barangays San Isidro, Damayon, Sta. Heart of the vision and mission of the department of education is the instructional program, which the school administrator plays a vital role and functions namely as, instructional supervisor, coordinator, consultant, group leader and evaluator. As an effective instructional supervisor, knowledge in curriculum and instructional development principles and processes, staff development principles and processes, curriculum content, test construction , teaching strategies, current innovations, types of supervision, supervision and monitoring principles and processes, program and project planning, stress management, communication and reporting is vital. On the other hand , he should have skills in listening, clarifying, encouraging, reflecting, problem solving, negotiating, directing, standardizing and reinforcing . To achieve the total 100% efficacy, instructional manager, above all should acquire the necessary qualities and attitude. He should be a visionary, efficient, patient,

and persevere, sensitivity, creativity and innovativeness, respect to herself and others compassion, openness, accountability and commitment to excellence. Realization on how wide, deep and crucial is the responsibility and accountability of the school administrator were all aspects are equally important and seemed priority in achieving goals and objectives, so specially that school heads are considered as the instructional managers and they are keep in touch at the grassroots level. The core of the leadership and managerial job is the ability to simultaneously keep the domains of supervision at the top priority. Strive to get acquainted and familiar with the accurate data which is the basis in determining what approaches in instructional supervision should the school head would employ in a certain situation. With all the challenges of an instructional leader lies the quality education we could offer to our children. The decision to take the challenge or looking at it as an opportunity to give service to our beloved country lies to the instructional leader itself. And it would be the basis of he’s actions to take in the battle for instructional excellence.

Solon honors First Cardinal of Mindanao

MINDANAO DAILY NEWS Publisher

A lawmaker has congratulated Cotabato Archbishop Orlando Beltran Quevedo on his assumption as the First Cardinal of Mindanao. Rep. Juliette Uy (2nd District, Misamis Oriental) said Quevedo’s elevation to the College of Cardinals placed in the map the province of Mindanao, which has endured one of the world’s longest running Muslim insurgencies. “As Member of the College of Cardinals, he may be able to assist Pope Francis and the Catholic Church in reaching out to the marginalized people in Mindanao, and at the same time, may be a great

help and counsel to the Pope in understanding Islam on the ground and promote further inter-religious dialogue,” Uy said. Uy said Quevedo became the chair of the government panel in peace negotiations with the Moro Islamic Liberation Front (MILF) and a key figure in the understanding of the Bangsamoro issue. He can help strengthen the peace efforts between the government and the MILF, added Uy. Uy said Quevedo together with 18 men around the world will be inducted into the College of Cardinals in the Roman Catholic Church’s consistory on February 22, 2014. “Quevedo is an archbishop who is truly passionate for the formation of Basic Ecclesial Communities (BEC) or also called basic Christian communities or small Christian communi-

ties. As a Christian movement, many regard the emergence of the movement as part of the concrete realization of the communitarian model of the Church promoted by the Second Vatican council,” Uy said. Uy said the communities are considered as a new way of “being the Church” – the Church at the grassroots, in the neighborhood and villages. The lawmaker disclosed that Quevedo comes from a context of a boy who grew up in Marbel, Koronadal, Cotabato in the late 40’s and early 50’s whose parents migrated from crowded North to the vast and spacious South. Uy added that Quevedo’s record speaks for itself having worked as a priest-educator in Cotabato City for 12 years, as a parish priest in Jolo, Sulu for almost 2 years, as bishop of Kidapawan for 6 years, and as archbishop of Cotabato for the past 15 years. “He is an intellectual giant with a very simple lifestyle and very warm fraternal manners,” Uy stressed

The Torch of the Filipino Hospitality ONE person that serves as an inspiration to many Filipino restaurateurs in the early 60’s was an iron fisted lady from Catbalogan, Samar. She was formerly a school teacher in Tacloban City who at a time had an elementary school student by the name of Imelda Romualdez. She was a Teacher in Home Economics who excel in household sewing chores and cooking who married a businessman from Manila whose business was into buy and sell of World War 2nd, surplus Mac Arthur jeeps and office machines discarded in Escolta but when reconditioned and painted were still useful in the provinces. At 59 years old, Trinidad Diaz Enriquez founded her D & E Restaurant along Quezon Boulevard in Quezon City that specializes in Filipino and regional food. She brought a cotillion of cooks from Samar to staff her kitchen. It was the favorite dining place for government officials and Manila’s society who have

Traversing the Tourism Hi-way Ped T. Quiamjot the gastronomic taste buds for Filipino cuisines. Not long after when President elect Ferdinand E. Marcos took the Presidency from Diosdado Macapagal, Trinidad Diaz Enriquez was invited to cater to Malacañang for the inaugural dinner where who’s who in Philippine business and dignitaries all over the world feasted on renowned Filipino dishes that made our country proud of our distinct cuisines to mention Pinaupong Manok, Lechon Kawali, Kalderetang Baka and Lumpiang Ubod among others. The Palace debut of restaurateur Trinidad Diaz Enriquez leads her to open a Filipino restaurant in what was once the favorite tourist destination

in Manila called Nayong Pilipino where all tourist attraction in the Philippines were replicated in miniature setting. Who would imagine that Mayon Volcano of Albay or the famous Chocolate Hills of Bohol could be moved to Pasay where a new Manila International Airport was at the time under construction. No one could accept that the airport which was once a national pride and touted as a show case of the Marcos Presidency would become after decades of neglect one of the worst airport of the world in recent airline passenger’s surveys. Trinidad Diaz Enriquez has the perseverance for hard work and discipline. Her honesty in dealing with

her clients and transparency in sharing her business success to her employees perhaps were the qualities that catapulted her to become a pioneer in the Filipino chain of restaurants that paved way to a hotel chain which was build with borrowed funds from the Government Service Insurance System (GSIS) who were supportive of Filipino entrepreneurs who wanted to make the difference for our country. She might have paid well her borrowed money from the government which qualified her for a World Bank financing to build more tourism infrastructure when the International Monetary Fund (IMF) Meeting was held in Manila in 1979. From a school teacher to hotelier of a world class stature with her properties reaching a total of 1456 room keys all over Metro Manila and assets valued at 3 Billion Pesos at the former exchange rate of 1 USD to Php 18.00, three decades ago. Opinion/Views

No one can deny the safe atmosphere prevailing in Davao City that in large measure is attributable to that city’s mayor but no one in his right mind can ever endorse his open threat to shoot a suspected rice smuggler if he sets foot in his city. And I personally wonder why the Senate did not impose any sanction on Davao City Mayor Rodrigo Duterte for making such threat during a Senate investigation into rice smuggling in the halls of that august body no less. Duterte in his testimony before the Senators claimed that Davidson Bangayan and David Tan is one and the same person. He then went on to say that the guy was responsible in landing in his city tens of thousands of metric tons of smuggled rice. He then made known to everyone present that he did not like Bangayan/Tan’s smuggling activity and made the startling threat to shoot the guy once he makes the mistake of setting foot in Davao City. Even the notorious policemen during and after the Marcos dictatorship still find a way to cover up their summary execution of equally notorious criminals. The convenient excuse had always been

Make Up Call So government goofed when it ordered the premature opening of Laguindingan Airport. It must have been a good idea at the time, the warranty running out and we can’t afford the added expense blah, blah, blah… Okay, so we went along with it and found out to everyone’s consternation LA doesn’t quite cut it as a Visual Flight Rules (VFR) airport when visibility drops even when the weather is fair, and the horrid cost of cancelled flights and the aggravation and expense of going back and forth, back and forth, again and again and again raises the collective temperatures of the affected parties to the point of spontaneous combustion. But wait, here’s a chance for PNoy and all the bright boys who came up with all that jazz about moving general aviation to Sangley Point to decongest NAIA (and not yet pushing through with it, after all). Seems the problem now with LA is the original schedule for the completion of the installation of its landing lights and navigational aids has to be put back five months because guess what? The premature opening cut off a full year or the equivalent of six working months off the contractor’s original time sked to finish the work by June, this year!

Mindanao Daily 7 NEWS

Hammer and Anvil Mike Baños That’s because he can’t work while the airport operates from 6am-6pm. Oo nga naman. Indeed, when it rains, it really pours! How to move back the sked to its original timeline? Can be done, but we need to “crash” as what our professors for PERT-CPM terms it: you need something done double time? Pay extra for additional inputs and personnel. Seems the winning Korean contractor SKY-KR Consortium won with a bid of only P411, 561,000.00. That’s 32 percent lower than the ABC of P609, 258,191.41 and 42 percent less than the NEDA approved cost of P 708,137,138.00. Thus, a supplemental contract not exceeding the original NEDA approved cost of P708.14 million or even the ABC of P609.26million can be considered a viable option given the economic losses now being incurred by the people of Northern Mindanao with the flight cancellations and loss of night and early morning flights. This would also be fair to

SKY-KR since the Original Construction Schedule of 15 months from March 2013 to June 2014 was based on unrestricted working time condition. When the national government insisted on opening Laguindingan Airport on 15 June 2013, it effectively doubled the remaining 12 months of that contract. Now, the Department of Transportation and Communications (DOTC) can ask SKY-KR to expedite a revised program of work which would permit the lights and navaids to be commissioned by June, providing the contractor also agrees to the supplemental contract price of either P197, 697,191.41 or P296, 576,138.00, these two amounts representing the different between the contractor’s winning bid and the ABC and NEDA approved cost for the ANSSF Supply Project, respectively. Once DOTC and SKYKR reaches an accord, the Regional Development Council for Region X can endorse this to Congress

Dangerous

A deeper view Jesse E.L. Bacon II that the suspected criminal resisted arrest or fought it out with the authorities. The excuse may not be acceptable in almost all cases of summary executions but at least there was that cover to justify the summary execution of a suspected criminal. Not in Duterte’s case. His threat to shoot Bangayan/Tan himself if he sees him in Davao City did not purport any excuse why the suspected smuggler be executed summarily. He will be executed because the good mayor of Davao City wants him shot down. That’s as simple as that. This is not legal. This is not moral. This is not ethical no matter how Duterte views Bangayan/Tan to be a notorious smuggler. There are processes by which to dispose of Bangayan/Tan for being a notorious smuggler. Not one of those processes grants Duterte the right to send Bangayn/Tan to death. I think Duterte finds joy

in threatening anybody who he believes is not worthy to live in this world because he is allowed to get away with it like what the Senators did when he made that threat in the halls of the Senate during an official investigation of that body no less. I did not even hear any Senator demanding that the statement of Duterte be stricken off the record of the Senate proceedings for being uncalled for. Duterte as mayor is clothed with authority to ensure that his city is safe and peaceful. But his authority does not include his becoming police-prosecutor-judge-executioner rolled into one. To allow him to continue to preach his teaching of killing criminals to achieve peace and safety is very dangerous. Davao City may now be safe from criminal elements but they are not safe from their mayor. If Duterte is

for funding. Both Reps. Rufus B. Rodriguez and Rep. Maxie B. Rodriguez, Jr. have agreed to help move the draft bill through Congress for approval. It would help a lot however, if all stakeholders in the Cagayan de Oro-Iligan Corridor (CIC) growth area served by Laguindingan collectively demand (in a strong, united voice) for the expeditious approval of this supplemental contract citing the urgency of the need and the horrific losses the flight cancellations at Laguindingan have cost the region so far. Flight data of flight cancellations at the Laguindingan Airport compiled by the Civil Aviation Authority of the Philippines (CAAP) show that for January 10-22, 2014 alone, 304 commercial flights (56 percent!!) of 546 scheduled flights were cancelled due to limited visibility brought by inclement weather and the lack of landing lights and navigational aids. Using the P1.5 million per round trip average operating expense of an Airbus A320 on the CDO-MLACDO route as benchmark, airlines total losses for the 304 cancelled flights total P228-million, adversely affected 22,800 passengers at an average of 1,800 daily over the 12-day period. This is about the same See baÑos, page 11

allowed to continue his way of doing things to achieve peace and safety, Davao City will not have peace and will not be safe from him. Who can prevent him from shooting anybody he suspected of being a notorious criminal or he hates for whatever reason? I believe it is high time now that Duterte be stopped from being police-prosecutor-judge-executioner rolled into one. This has no place in a civilized and democratic country like ours. Gloria’s incarceration Many allies of detained Rep. Gloria Macapagal Arroyo that includes a prince of the Roman Catholic Church in the country are questioning the recent directive disallowing the detained former President photographed with friends in her detention cell which is a private suite in the Veterans Hospital in Quezon City. I could not make head and tail out of this protest by her allies against the directive as oppressive and an inhuman treatment against Arroyo. Let us not forget that Arroyo is a detainee after charges, plunder and electoral sabotage, had been separately filed in court against her. She is not in the suite at the Veterans Hospital as a patient much See bacon, page 11

German-Philippine Relations Have my say Klaus Doring My Philippine mentor, the late Professor Dr. Hermogenes Bacareza, UST Manila and former chaplain of the Philippine Community in Berlin/Germany taught me a lot about German-Philippine relations. Bacareza, author of several books regarding this topic asked me to publish two magazines for Filipinos in Germany and abroad sometime during the late 1980s. Since that time, German-Philippine relations became my permanent “life partner”. During my last stay in Manila, I was blessed to talk to Deputy Head of Mission (German Embassy Manila), Mr. Michael Hasper, as I said in my previous column here. Among many other things, we also talk about GermanPhilippine relations. The high-level political exchange between the Philippines and Germany has intensified recently: Vice President Jejomar Binay visited Germany for political talks. Philippine Foreign Secretary Albert del Rosario came to Germany already

in 2011. The new GermanFilipino “Agreement for the Avoidance of Double Taxation” was signed on the occasion visit of Secretary of Finance Cesdar Purisima to Germany in September 2013. Former German Labour Minister Urdsula von der Leyen visited the Philippines in March 2013 and agreed with Labour and Employment Secretary Rosalinda Baldoz to open doors of opportunities for Filipino health professionals including nurses in Germany. Members from the German Federal Foreign Office visited Manila in October 2013 for the very first German-Philippine bilateral political discussions with officials from the Philippine Department of Foreign Affairs. Germany is also among the top 12 markets for Philippine tourism industry, by the way, the second largest in the European Union. Germany is also the most important trading partner See doring, page 11

Special Gospel of the day: Matthew11:2830(February5, 2014-Wednesday) Matthew 11:28-30Come unto me, all [ye] that labor and are heavy laden, and I will give you rest. Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls. For my yoke [is] easy, and my burden is light: This gospel is the same with the statements of St. Augustine,” my heart is restless until it rests on you Lord.” There are many times that we are tired of doing many things since we want to have all things but this will give us stress instead of happiness. Did you experience physical sickness? The answer is yes and we want to come to hospital for medication and proper rest. Do you have spiritual sickness? Therefore, you need to have a spiritual medication and rest in the presence of God for more strength. What is irony, people are very particular in physical treatment but not in spiritual treatment. On the other hand, there are many times that we are overloaded of our daily tasks and obligations along our journey towards eternity. What we must do? Let us release and reject some things that burdens ours destiny. Take note, only God can give us light travel in life if we will allow God to help us in carrying the things that we are carrying for. Do not carry it alone but ask God for you not to be tired easily. Man shot, loses bike to armed robbers in Zamboanga Sibugay ZAMBOANGA SIBUGAY – Robbers shot a motorcycle owner before fleeing with his bike in the southern Philippine province of Zamboanga Sibugay, police said. Police said Marlon Suico, 27, was shot in the left leg by one of three motorcycle gunmen who fled with his motorcycle just in front of his house in the village of Makilas in Ipil town. Suico told police that he just arrived home when the men appeared behind him and shoved him away from the bike and shot him before fleeing towards neighboring

town of Roseller Lim. “The victim sustained gunshot wounds in his left leg and was immediately rushed to Zamboanga Sibugay Provincial Hospital for medical treatment,” police said in a report. Police said another motorcycle was also stolen in the village of Lumbayao in Kabasalan town near Ipil. Wilfredo Maños, 33, reported to the police that two men stole his motorcycle parked in front of Ro-Ann’s Pension House. (Mindanao Examiner)

Dengue afflicts Zambo evacuees ZAMBOANGA CITY -- At least 23 cases of dengue have been recorded so far among evacuees at the Joaquin Enriquez Sports Complex, City Health Officer Dr. Rodelin Agbulos on Monday said. The report prompted Agbulos to advise the evacuees to observe cleanliness to contain the disease. The sports complex has served as the biggest evacuation center for families displaced in the September 2013 standoff between government forces and the Moro National Liberation Front Misuari faction. “We urge the IDPs to help keep the evacuation centers clean to prevent the spread of infections,” Agbulos said. As of Monday the sports complex still housed 1,856 families or 12,675 individuals based on the

Zamboanga City celebrates World Interfaith Harmony Week By MICHAEL VINCENT D. CAJULAO

ZAMBOANGA CITY – The United Nations Interfaith Harmony Partners-Zamboanga (UN IHP-Z) has spearheaded this year’s celebration of the World Interfaith Harmony Week from February 1 to 7 to once again emphasize the importance of unity and respect among all faiths to achieve peace. This time the celebration is not confined within the city, though. Republic Act 10525 which was signed by President Benigno Aquino III on April 23, 2013 mandates its observance by the different government agencies nationwide. Retired Public School Teacher and active member of the UN IHP-Z Remedios Marmoleño said the approval of RA 10525 has strengthened interfaith initiatives not just in Zamboanga and Mindanao, but in the whole country and world.

“ Two years ago, we launched this initiative here in Zamboanga, followed by other areas in Mindanao. Seeing the success of this initiative, the President approved RA 10525 which mandates government agencies nationwide to observe the World Interfaith Harmony Week. It is a good beginning that we have both the government and nongovernment people to be going together to promote interfaith harmony,” Mrs. Marmoleño said. Marmoleño, however, said that for interfaith harmony to have more impact on the people, the initiative should be brought to the grassroots. “ There is a need to trickle down the essence of interfaith harmony to the grassroots and one way to effectively do this is that sometime within the year, there will be a gathering of barangay leaders and one

of the objectives is to make the barangay leaders more aware of our activity to promote this among people belonging to different faith groups,” she stressed. Part of the weeklong celebration is the gathering of trauma healers for interfaith harmony, the 8th Harmony Youth Day, forum with student leaders, a bloodletting activity, tree planting, forum for tricycle operators and drivers association, and sermons in different churches and Khutba (Islamic sermon) in different mosques. Pursuant to RA 10525, Zamboanga City Mayor Ma. Isabelle Climaco-Salazar issued Executive Order BC-32-2014 enjoining all schools, government entities, private institutions, non-government organizations and other sectors to participate and support the World Interfaith Harmony Week 2014. PCA, Nestle joint venture to benefit farmers in Zambo. Sur By ALMA L. TINGCANG

PAGADIAN CITY - Over P2-million worth of coffee seedlings will be given to seven municipalities in the province of Zamboanga del Sur which are recipients of the Philippine Coconut Authority (PCA) and Nestle Philippines’ joint venture. This was disclosed by Mr. Dioscoro A. Duran, provincial coconut development manager during an interview with the Philippine Information Agency (PIA), saying that 50,000 coffee seedlings have been allocated for each town to be planted in 100 hectares. “The target date of delivery was in January, but because of the inclement weather, only the initial delivery of 30,000 seedlings has been made - 15,000 for Vincenzo Sagun, 5,000 for Dumalinao and 10,000 for Lakewood,” Duran said. However, arrangements have already been made to speed up the delivery, Sagun added. The coffee seedlings which come from Davao A police line outside the San Labrador Church in Zamboanga City in southern Philip- is valued at over P1 million pines. (Mindanao Examiner Photo - E. Dumabo) and will be delivered to

the following areas of the province: District I – East Kahayagan, Aurora and Bag-ong Argao, Molave, District II - Cogon, V Sagun; Kinacap, Dinas; Sebucao, Dumalinao; Poblacion, Lakewood and Katipunan, Guipos. In a matter of two years, coffee will be fruit-bearing and Nestle Philippines assures market for its harvest. Meanwhile, PCA Senior Agriculturist Dionedes P. Dagatan has good news for the coconut industry in the province. “The first application consisting of 8,540 bags

of salt from Australia will be arriving by the second or third week of February. This is intended to fertilize fruit-bearing coconut trees in Zamboanga del Sur’s District I and II covering 2,135 hectares. The second application will comprise 11,000 bags,” Dagatan revealed. This will be a big boost to the coconut industry as fertilizing coconut trees with common salt or sodium chloride (NaCl) increases its productivity and improves resistance to pest and diseases. Duterte pins down Bangayan in Senate probe;

Bangayan taken into NBI custody By TYRONE A. VELEZ Davao Today

D

A V A O CITY– The awaited appearance of Davao City Mayor Rodrigo Duterte on the Senate’s inquiry helped pinned Davidson Bangayan for his involvement in smuggling imported rice.

After the Senate hearing, authorities from the National Bureau of Investigation arrested Bangayan, also known as David Tan for violation of the AntiElectricity and Electric Transmission Lines or the Materials Pilferage Act of 1994. News reports quote NBI Director Virgilio Mendez saying that from the NBI Headquarters, Bangayan will be taken to the Caloocan court that issued the warrant for his arrest. Justice secretary Leila de Lima said they are still working on the rice smuggling case against the businessman. Mayor Duterte, who made earlier statements about Bangayan, presented to the Senate committee on agriculture a photograph from intelligence sources identifying Bangayan as David Tan. He said David Tan was frequently mentioned by rice traders and other agencies for involvement in shipping imported rice into the shipping port of Davao City. Duterte was asked by Senator Juan Ponce Enrile if Tan was the same with Bangayan, who was also present at the Senate inquiry, in which Duterte affirmed. “No doubt, the one in the room,” he told Enrile. Duterte’s testimony also led to the senate committee

to hold Bangayan in contempt for lying under oath that he was not David Tan. Enrile also asked if Duterte knows of Bangayan’s business operations in Davao City. The mayor said the city’s business bureau had no records of business permits involving Bangayan or Tan, but said that Bangayan “comes to Davao once a year, dealing with scrap metal and fertilizers.” Duterte scoffed: “The problem with us in govt is we talk too much, act too slow, do too little. What this country needs is not more laws, but more good men in public service, let me ask, do we subscribe to that?” The Senate hearing zeroed in on Bangayan, whom the mayor had identified as a smuggling operator in a press interview last January 10. The mayor answered queries from senators on the modus of smuggling

rice, saying that operators “come prepared with recycled permits” which they can produce when government agencies question their delivery. Duterte also added that the smuggling of imported rice could not be done without the involvement of personnel from the Bureau of Customs and National Food Authority. But he admitted his consultations and intelligence information did not produce any names of personnel from such agencies. He also said operators can also go through courts to issue injunctions to release imported rice, which the Customs personnel had no choice but to comply.

During the hearing, NFA Administrator Orlan Calayag said a check in their records nationwide showed there was no Davidson Bangayan registered as a rice trader or retailer. Bangayan on his part, defended his actions, saying it has been “common practice” to procure import permits for rice. He elaborated that there are some 200 participants in such schemes, and that his company is only a “fraction or 7%” of those involved in the scheme. Bangayan said he has been importing rice from Vietnam and Thailand. Bangayan said part of See taken, page 11

NFA Davao confirms 'no import permit' for some rice shipments at Davao Port By JUDY G. QUIROS

DAVAO CITY - National Food Authority (NFA) Davao Field Office manager Felimon Cangrejo confirmed on Monday that some of the rice shipments arriving at the Davao Port have no import permits. He said NFA has information on the issue because of its close coordination with the Bureau of Customs (BOC). He, however, did not elaborate further as the issue is now being probe into at the Senate. “Maybe after the inquiry, we will know who speaks the truth,” he said. He clarified that NFA cannot issue a permit to import by itself, saying that such can be issued following an inter-agency evaluation. The permit can only be issued upon recommendation of the inter-agency committee. He said that in the permit to import, the volume of rice supply and the government would really know where it would go and when it will arrive. Cangrejo was specifically referring to the case of businessman Joseph Mangupag Ngo who is owner

of the P21 million worth of rice which was earlier held at the Bureau of Customs because it has no permit to import. But it was released later because of a court order issued by Regional Trial Court Branch 16 Judge Emmanuel Carpio. The release of the 167 containers containing 3.3 tons of rice valued at about P21 million owned by Ngo was also reportedly the reason why two BOC officials at Davao City Port were relieved recently. These officials were Samson Pacasum and Edward Dybuco. Cangrejo however confirmed that Ngo’s rice has no import to permit. Hence, he said NFA has already sent a summon to Ngo on the matter. He said Ngo in one of the court proceedings presented himself as a buyer of rice. But Cangrejo said NFA summoned Ngo in violation of P.D. their scheme is to monetize the imports through negotiations with farmers’ groups through the Farmers’ Incentive Rice Program. In the hearing, the Senate identified Bangayan’s companies as Star Craft, Silver Jade Export-Import Trading, and Davidson Publishing. Senators noted that these companies have two other incorporators namely Emmanuel Santos, Sr. and Eugene Pioquinto. Customs Commissioner Sevilla said last 2012, some 800,000 metric tons of rice or around 16 million sacks were shipped illegally, which cost the government around P 8.4 billion in lost import duties. The importation of rice, which was formerly done by the NFA, was opened to the private sector during the presidency of Gloria Macapagal-Arroyo. cantly increased to P1.677 trillion for the period yearon-year -- 9.2 percent or P141.7 billion higher than the 2012 level of P1.535 trillion -- despite natural and man-made calamities experienced in the fourth quarter of last year. “Even with the development challenges posed on our economy by consecutive calamities -- and the toll these disasters took on government operations -- our disbursements for infrastructure and other capital outlay by end-November nonetheless posted doubledigit growth levels,” said DBM Secretary Florencio “Butch” Abad in a statement. “This is in fact consistent with the year-on-year spending improvements we’ve made from the beginning of 2013. We’re continuing that same trend this year, where we ramp up infrastructure and other priority expenditures to sustain our economic momentum and ensure the delivery of improved public services,” he said. Abad noted that while last year’s disasters may have affected government spending, “we can expect disbursements to move at a faster clip in the succeeding months, especially because we plan to make swifter disbursements for rehabilitation and reconstruction activities in all

calamity-affected areas.” “These efforts will be backed by the validity extension for remaining Calamity and Quick Response Funds, government savings, unobligated allotments and unreleased appropriations under the 2013 budget so they can still be used for post-disaster activities this year,” he added. At the same time, the DBM chief said, supplemental appropriations amounting to P14.6 billion will augment the 2013 Calamity and Quick Response Funds that would repair and reconstruct permanent structures in said areas, among others. In terms of allotment releases, Abad said the DBM has already released a total of P1.912 trillion or 95.3 percent of the total P2.006 trillion obligation for 2013 as of November. This covers 96.8 percent of specific budgets of national government agencies and departments under the 2013 General Appropriations Act (GAA). Significant releases for the month of November include funding support to the National Housing Authority (NHA)’s housing program for informal settler families (ISFs), pension, terminal leave, retirement gratuity and other benefits of retiring government employees, and Quick Response Funds under the Department of Social Welfare and Development (DSWD) to provide immediate assistance to typhoon Yolanda-affected areas, he said. Here’s the highlights of government expenditures as of November 2013:

-- Personnel Services (PS) which increased by P41.9 billion or 8.5 percent as of end-November, mainly due to salary adjustments, higher cumulative retirement gratuity and terminal leave claims, grant of the 2012 Performance-Based Bonus (PBB), and payment of Total Administrative Disability (TAD) pension of World War II veterans; -- Maintenance and Other Operating Expenditures (MOOE) which decreased in year-on-year cumulative growth from 20.7 percent as of October to 12.4 percent or P28 billion as of November. Utilization rates from the Department of Social Welfare and Development (DSWD), Department of Agrarian Reform (DAR), and Department of Health (DOH) were observed to be lower compared to the same month in 2012; and, -- Subsidies to government-owned and controlled corporations (GOCCs) also fell a few notches in year-onyear growth from a month ago, mainly due to the reprogramming of releases for the price stabilization program of the National Food Authority (NFA). Nevertheless, the DBM said, GOCC subsidy remains to have the largest percentage growth among all expenditure accounts at 49.2 percent. In particular, critical releases were provided to the NHA and the Philippine Health Insurance Corporation (PHIC) for the implementation of social protection programs, it said. (PNA)

hen one is young, one’s outlook in life is so different and many times, askew. For example, new “things” are always more appealing than old ones. It is only when one grows older and wiser that the way you look at the world and the things in it somehow changes. For the better? In my opinion, yes. W hen I was i n g rade school, I saw among my mother’s things a polished dark coconut piggy ban k with a silver cover. It was very beautiful and unique. It had belonged to her grandmother and had the latter’s initials on it on the silver cover. My mother, generous soul that she was, gave it to me when I asked if I could have it. I did not take good care of it and now I don’t know what happened to it. Back then, I did not realize its true value. She also gave me some silver serving spoons, inscribed with her mother’s initials and I lost those too. Those were heirlooms that could have been handed down to my own daughters. Oh that I could get those priceless items back. Actually, priceless and valuable only to me because of their sentimental value. In this life, there are things that one regrets doing or not having done. One of my biggest regrets is trading in a stereo unit, the cabinet of which my father had designed & made in his furniture shop. The shop started out as a hobby but pretty soon people started ordering from him. It was just a small shop, with one very good furniture carpenter and a helper-weaver who could do “solihiya”. Anyway, as word of his furniture pieces, known for their good workmanship and fine designs grew, so did his clients which included the parents of Mindanao Current’s Ed Montalvan, Tito Titang Fortich, Tita Tellie & Tito Nene Eparwa, Chitong & Alice Lorenzo, Mrs. Vicki Hannah and other American staff of Del Monte up in Kawayanon. Going back to my original story - thinking that a new stereo set would be

nicer than the old one, I traded in our old one without even asking my father’s permission. He did not say anything but I am sure it must have hurt him. I very much regret it now and would gladly buy back that cabinet from whoever has it hidden in some corner of their house. Just as I would also want to buy back any furniture buffet, side tables, dining & living room sets and other pieces that came out from my father’s old shop, from anybody who has them – so that I can fill my future “retirement home” in this city with furniture made in

stories (by James Michener, Leon Uris, Edna Ferber, Guy de Maupassant, etc), and old friends from our childhood. I remember some aunts who had ternos or gowns made by Valera & other renowned old couturiers – those ternos could still be in bauls somewhere. I wonder if their daughters realize how beautiful those ternos could still be even now. I s t i l l h ave my ow n wedding gown (39 years old) which I’ve been keeping for future use. I didn’t try to suggest to my own daughters if they wanted to wear it at their own

my father’s shop. Wo n d e r f u l old s t u f f that are precious and worth keeping – old pictures (I love those old sepia and black & white photos, especially of the old hometown and the people that lived in it a long time ago, the men looking so handsome and debonair in their “de hilo” suits and the ladies, in gossamer-like chiffon dresses & laced-up high heels); every time I go home, I bring over pictures from long ago, old songs (I still have old 33 RPM records and my daughter, Gretchen, has so many of those 45 RPM records; the lyrics and tunes of these old songs are so magical especially when sang by the likes of Frank Sinatra, Perry Como, Andy Williams, Nat King Cole, Bing Crosby it makes one fall in love all over again), old prose & poetry (Shakespeare, the Brownings, Rober t Frost, Ten nyson, Shelley) old writings (the Bi bl e , t h e P s a l m s , t h e Get t ysbu rg Add ress, the classics) old movies (who can forget Gone with the Wind, An Affair to Remember, The Ten Commandments, Giant, etc.), old books/novels/short

weddings; but I know it will make a beautiful christening gown for my grandchildren! And what is it about an old house that is so appealing? Well, while new houses are ver y nice since they usually come with the latest appliances and gadgets, new houses somehow do not have the patina that comes from old wood like tugas (narra) & balayong found in old houses. T he re a re n’t a ny old houses in Cagayan de Oro, much less ancestral homes. The reason is this city was one of those that suffered heavy bombing during the Japanese Occupation. As ever ybody k nows, Vigan in La Union is a favorite tourist destination because of its many old houses with antique furniture in them and cobblestone streets. Other places like Negros and Pampanga also have these old, majestic, grand homes that evoke old world gracious living. Nowadays builders or i nter ior decorators even buy old or aged wood taken from old homes including old doors and windows from old churches.

A nd then there’s “old school” (remember U.S. Pres. Barack Obama’s remark at the Inaugural Ball for the young, that he was “old school”). Old school for me means the old ways, good manners, graciousness, and a way of life that bespoke gentility and courtesy. These are traits that never go out of style. And as for “old people”, meaning your own parents, grandparents or aunts and uncles - they are the best treasure of all. Who else can tell you about your background, your ancestors, or about life the way it was then during their time. You ca n not get these things from books. It is something very personal in your own family. I remember receiving some nice comments from friends after I had written “Memories of the Old Hometown”. Teresa Balaba Almonte of Salem, Virginia, wrote me to say that “You must have listened to your mother’s stories because you know so much about the old hometown”. She regretted not having done so with her own mother. So, it would be wise for children to listen to the stories narrated by their grandparents or parents even though they may seem repetitive at times. Remember that you will not find these nuggets of wisdom anywhere else. It comes from their own life experiences. Those are beyond measure and one cannot put a value on them. As for the “old hometown”, the mere mention of the word elicits warm, happy thoughts of carefree bygone days. Native Cagayanons bewail the fact that our city is not the way it was then. We pine for the good old days; days that will never come back again. Thinking about life in Cagayan de Oro in the 60’s, 70’s & 80’s always brings great pleasure that is why my cousins, old friends and all Cagayanons in my age group reminisce about the good old days and the old hometown all the time. We just never t i re of talking about what it was like then.
