Change is never easy. Just the idea of leaving old habits, things, and people behind can be enough to make us feel uneasy. There’s this the overwhelming sense of uncertainty that make us feel afraid of finally making that big change and starting over. New Year is the right time to start a new life, though, the right time could be anytime, any day. Make a fresh start today! This is the time of the year when many of us start making resolutions to change a certain area, or multiple areas in our lives. Maybe we have some extra pounds to shed. We might be committed to changing a specific, harmful behavior. New Year’s resolutions range from simple desires to seemingly full-proof-plans for extensive life change. What we all have in common is the hope that something will change, and life will be different (and better) in the year ahead.

Based on the data presented, for CY 2019, Regional Office VI had a total of 78 respondents and obtained an overall satisfaction rating of 95.52%. The category with the highest satisfaction rating is PEOPLE with 97.22% followed by WORK PROCESS with 97.08% satisfaction rating. The sub-category with the highest satisfaction rating is QUALITY, which means that 99.07% are satisfied with the quality of service/work that Regional Office VI provide. On the other hand, PARKING AREA under Facilities/Amenities category received 92.01% satisfaction rating. It is observed that during the third quarter of 2019, Regional Office VI received the highest satisfaction rating of 98.22%, while during the first quarter, the Office received 91.67% satisfaction rating.

DPWH chief inaugurates Aklan Bridge III

Department of Public Works and Highways (DPWH) Secretary Mark A. Villar led the inauguration of the 770-meter Kalibo Bridge III along Kalibo Circumferential Road in Aklan last January 16, 2020, in time for the celebration of the Ati-Atihan Festival. The inauguration was attended by Aklan Governor Joeben T. Miraflores, Congressman Carlito S. Marquez of Aklan First Legislative District, Congressman Teodorico T. Haresco of the Second Legislative District, Kalibo Mayor Emerson Lachica, DPWH Undersecretary Roberto R. Bernardo, DPWH-6 Regional Director Lea N. Delfinado, Assistant Regional Director Jose Al V. Fruto, District Engineer Noel L. Fuentebella of Aklan District Engineering Office and several District Engineers in Panay Area. Kalibo Bridge III, located on the boundaries of Brgy. Tigayon, Kalibo and Brgy. Mina, Lezo, is part of the 16kilometer Aklan Circumferential Road, which traverses the towns of Kalibo, Numancia, Lezo and Makato. The project costing Php 473.5 million, involved the construction of 770-lineal meter, 2-lane, 22 span PreStressed Concrete Girder (PSCG) bridge on bored pile foundation, including approaches, slope protection works and concrete paving of 3-kilometer road. In his speech, Villar said the project is considered as a game-changing project of DPWH in Western Visayas, particularly in the province of Aklan, which is part of the “Build, Build, Build” program of the Duterte Administration. He also assured that more infrastructure projects will be provided to the province. Villar also said that he talked with Aklan local officials for the construction of Aklan Circumferential Road that will connect the airport and Aklan port, which is among the priority projects under the “Build, Build, Build” program. He also looks forward to working together with the local leaders to make sure that the

Villar also lauded DPWH Region 6, headed by Director Delfinado, for completing the project as scheduled, in time for the celebration of the Ati-Atihan Festival. He emphasized that the completion of the project will shorten the travel time from 1 hour 30 minutes to 1 hour or even 45 minutes. Significantly, the construction of this bridge will not only reduce travel time from Kalibo to Caticlan but also help in the faster and easier transport of goods and services and other basic commodities. Further, the project will provide a fast and liable transport system by creating alternate route that would decongest the Aklan East Road in Kalibo area, and will provide a direct link to Kalibo International Airport, serving as an auxiliary route to Caticlan Airport in Malay, which is the jump-off point to the famous Boracay Island. Approximately 5,835 motorists in the province as well as travelers and visitors/tourists who love to explore various tourism destinations in Aklan and neighboring provinces will be able to benefit this project. — dpwhr6

DPWH Regional Office 6 bares FY 2019 Accomplishment By: Melvin S. Sedicol Data gathered from Monitoring Engineer

Tasked to provide quality infrastructure programs and services, the Department of Public Works and Highways (DPWH) in Region 6 has implemented significant infrastructure projects in various areas in Region 6. For 2019, the Regional Office has programmed a total of 55 projects with the total allocation of Php6.825 billion. Of these, 35 are road projects, 8 are bridges, 3 are flood control structures and 9 are other structures. Due to delay in budget approval, all 55 projects are on-going at the end of the year, marking a 37.68 percent accomplishment against 35.31 percent target.

FY 2019 INFRA PROGRAM

FY 2018 CARRY OVER PROGRAM Under the FY 2018 DPWH Infrastructure Program, the Regional Office has: • Constructed, improved, rehabilitated about 199.94 kilometers of roads amounting to roughly Php7.591 billion; 60.89 kilometers of which are national primary roads, 37.03 kilometers are national secondary roads, 43.57 kilometers are national tertiary roads, 34.17 kilometers are By-pass/Diversion roads, and 24.28 kilometers are missing links. • Constructed 1,617 lineal meters of bridges with the total value of Php912.29 million • Undertook 6 flood control projects, which include construction, repair or maintenance of dikes, seawalls, river control, revetment walls, river walls, drainage systems and waterways, and other flood control structures and facilities • Implemented a total of 5 other infrastructure projects like local roads, farm-to-market roads, bridges along local roads, water systems, school buildings, national buildings, multi-purpose buildings, day care centers and health centers, in the amount of Php656.6 million.

Under the FY 2019 DPWH Infrastructure Program, the Regional office has: • Constructed, improved, rehabilitated about 114.44 kilometers of roads amounting to roughly Php4.083 billion; 42.15 kilometers of which are national primary roads, 22.1 kilometers are national secondary roads, 2.59 kilometers are national tertiary roads, 38.82 kilometers are Bypass/Diversion roads, 7.89 kilometers are missing links (new roads), and 890.6 lineal meters are flyovers • Constructed 1,444 lineal meters of bridges with the total value of Php983.09 million • Undertook 3 flood control projects, which include construction, repair or maintenance of dikes, seawalls, river control, revetment walls, river walls, drainage systems and waterways, and other flood control structures and facilities • Implemented a total of 9 other infrastructure projects like local roads, farm-to-market roads, bridges along local roads, water systems, school buildings, national buildings, multi-purpose buildings, Drone photo of the Boracay Circumferential Road, Bulabog Beach section, day care centers and health centers, in the one of the high impact projects implemented by DPWH in Region 6. IMPROVING ROADS, BOOSTING TOURISM Good road condition ensured for Dinagyang and Ati-Atihan festivals By: Fema G. Guadalupe and Elo M. Tefora

Kalibo Ati-Atihan Festival, dubbed as the mother of all Philippine festivals and Iloilo Dinagyang Festival, which is considered a world-class festival in the Philippines, are two of the most attended festivals in Panay island every 3rd and 4th weeks of January, hence, roads are expected to be flocked by a huge number of foreign and local tourists . Thus, the Department of Public Works and Highways (DPWH) is making sure that major roads are ready for the expected huge volume of motorists and pedestrians and to ensure the smooth flow of traffic. In Iloilo City, District Engineer Rodney A. Gustilo said that maintenance of national roads in the city such as application of thermoplastic pavement markings, installation of informational and directional signage, repainting of road lane marking and gutters, de clogging of drainages, and repainting of center islands are regularly undertaken by DPWH, Iloilo City District Engineering Office (DEO) to ensure smooth flow of traffic especially during the weeklong celebration. Maintenance personnel are continuously deployed to ensure that vital roads in Iloilo City are in good condition and accessible to motorists, both local and foreign tourists and the general public. Gustilo also ensured that there is no on-going road project undertaken within the city proper area, hence tourists are assured that roads are properly-marked, free from potholes and obstructions and are fully accessible to the safety and comfort of the motorists and pedestrians. He, however said that that projects outside the city proper area that are scheduled for implementation or currently being implemented would not be suspended.

Likewise, considering a multitude of foreign and local tourists are expected to herd the town of Kalibo in Aklan for the celebration of Kalibo Ati-Atihan Festival, DPWH, Aklan DEO ensured that major roads are ready for the expected huge volume of traffic in the town and the whole province. District Engineer Noel L. Fuentebella said their personnel are doubling their effort in upkeeping the condition of national road in the town of Kalibo and in nearby barangays and municipalities for the forthcoming AtiAtihan fiesta. Among the activities undertaken are patching of potholes, sealing of cracks, de-clogging of canals, and painting of curbs in preparation for the influx of local and international tourists and devotees in Kalibo to merry make and to participate in the religious activity. Aklan Circumferential Road (initially known as Kalibo Circumferential Road) was formally opened last January 16 to reduce traffic congestion in the area of festivity. A regular coordination with the Local Government Unit (LGU) was also undertaken for better rerouting schemes, informative and directional signs before street parades and processions begin to guide motorists going by the town. They will also strategically position security and traffic personnel to maintain peace and order throughout the celebration. — dpwhr6

DPWH improves roads to agricultural, tourism areas in Negros Occidental By: Julian R. Montuya, Jr. and Karren Mae Diego The province of Negros Occidental is famous as the top sugar producer in the country and home of various tourism destinations, hence, the Department of Public Works and Highways (DPWH) is continuously undertaking infrastructure projects towards economic and tourism development in the province. One of the significant projects implemented by DPWH are farm-to-mill road in Silay City, undertaken by Negros Occidental 1st District Engineering Office. The project, in the amount of P24.9 million, involves construction of 2.4-kilometer, 2-lane, 7.32-meter wide road in Hawaian, Silay City, including paved shoulders and grouted riprap slope protection. Said road provides access to the city and its neighboring cities and towns, for easier and faster delivery of services and agricultural products. This road also serves as passage of trucks loaded with sugarcanes from ‘haciendas’ Hawaian Mill,, minimizing traffic issues and reducing travel time.

On the other hand, DPWH Negros Occidental 3rd District Engineering Office has completed the construction of access road leading to Maricalum Port to Campomanes Bay in Sipalay City. The P25-million road improvement involves construction of 1.4-kilometer, 6.7-meter wide concrete road with paved shoulders, including lined canal and metal guard rails. This road improvement provides a permanent and convenient road for local residents, commuters and tourists going to Campomanes Bay, which is one of the tourist destinations in the province. With the newly paved road, traveling becomes a pleasure for tourists, which encourages more people to visit the tourist spot, hence, helping in the economic development of the area. In addition, transport of services, agricultural and marine goods is easier, improving the livelihood of the people. — dpwhr6

Press conference on proposed flyover projects in Pavia, Iloilo On January 10, 2020 the DPWH Regional Office VI held a press conference on the proposed construction of the Ungka II Flyover and Aganan Flyover in Pavia, Iloilo. Present during the conference were local media partners along with representatives from the Iloilo City and Pavia LGUs. The conference was held to inform the public of the ongoing construction of the two new flyovers in Pavia, Iloilo which aim to ease the flow of traffic along the highway. Given the size and the scope of the project, the DPWH forewarned the public of the possible heavy traffic they may experience while passing through the area. Moreover, the department notified the motorists which lanes would be closed and which would remain open for their convenience, encouraging them to take note of which roads they will be able to access so they can promptly make changes to their routes. The LGUs also advised the motorists of road safety measures in order to avoid any accidents.

Clean-Up drive undertaken by DPWH NegOcc 3rd DEO A clean-up activity held twice a year is undertaken by DPWH, Negros Occidental 3rd District Engineering Office to review and ensure that the implementation of Quality Workplace Standards based on ISO 9001:2015 Quality Management System is consistently maintained in the office. The activity, led by District Engineer Haydee S. Alunan, involves cleaning of office premises, de-clogging of canals and landscaping. Filing, updating of files and tagging of documents were also done for easy retrieval. Tables, chairs, machines, and office supplies were neatly arranged and placed in accordance with the Department Order No. 52 series of 2017. Employees ensured that cleanliness and orderliness of their surroundings and workplace are well maintained and anchored with the practices as implied by the SEISO. #ClaimingOurSpace: Youth Consultation on Road Safety The Youth Consultations on Road Safety are initiatives by the World Youth Assembly which aim to bring together young advocates and change-makers who are committed to reduce the number of road accidents. The 2nd batch of Youth Consultations held in the Philippines was led by Engr. Ray Macalalag and was hosted by the DPWH Regional Office VI on January 8, 2020. The Youth Consultation was attended by groups of secondary, undergraduate, and graduate students from schools around Iloilo City as well as youth leaders from youth organizations in the city and the Sangguniang Kabataan. During the consultations, the participants explored road safety measures and devised solutions to reduce road traffic injuries through action-oriented discussions. The output of the consultation was sent to the international youth task force and was presented in the 3rd Ministerial Conference for Global Road Safety in Stockholm, Sweden. The artworks were likewise exhibited in Sweden during the conference.

EDITORIAL STAFF: Coronaviruses are a family of viruses that cause illness ranging from the common cold to more severe diseases such as SARS and Middle East respiratory syndrome (MERS). The COVID-19, formerly known as the 2019-nCOV is a new strain of coronavirus that has not been previously identified in humans. Here are some important facts about the new coronavirus: • The virus was first identified in Wuhan, China but has spread to at least 26 other countries, prompting the World Health Organization (WHO) to declare the virus outbreak a Public Health Emergency of International Concern. • Symptoms include fever, cough, shortness of breath, and breathing difficulties. In more severe cases, it can lead to pneumonia, SARS, kidney failure and even death. The incubation period of the coronavirus is unknown. • Chinese health authorities are still trying to determine the origin of the virus. The WHO says an animal source appears most likely to be the primary source of the outbreak, with several sources saying that the virus likely came from a seafood market in Wuhan where wildlife was also traded illegally. • The exact way that the disease is transmitted is yet to be determined but, in general, respiratory diseases are spread via drops of fluids when someone coughs or sneezes, or by touching a surface infected with the virus. There is no vaccine currently available to treat novel coronavirus. The best that we can do to keep ourselves safe is to take precautionary and hygienic measures. Here are some recommendations from the WHO: • Avoid close contact with people suffering acute respiratory infections. • Wash your hands frequently, especially after direct contact with ill people and their environment. • Avoid unprotected contact with farm or wild animals. • If showing symptoms of acute respiratory infection, practice cough etiquette (maintain distance, cover coughs and sneezes with disposable tissues or clothing, and wash hands).
