St. Bernard is a 4th class municipality in the province of Southern Leyte, Philippines. According to the 2000 census, it had a population of 23,089 people in 4,746 households.
On February 17, 2006, a tragic series of mudslides killed up to 200 residents, with a thousand people still missing, buried underneath the mud. Now, the areas affected by mudslides created new vegetation. Affected families were treated by the Philippine government and other non-government organizations from all over the world. New houses were built, and the people chose New Guinsaugon as the name of their village located near the town proper.
