Although even the latest technology still cannot predict earthquakes, there are a number of communications solutions that can assist in the rescue efforts: A. HF-SSB - provides worldwide voice and low speed data coverage. B. VHF and UHF - provides some coverage depending on the network design. C. Satellite - Mobile Satellite Service - allows instant voice and limited data. Very quickly deployed. VSAT and now Starlink prices are very competitive. E. Emergency cellular systems - Almost everyone will be carrying a cellphone. When the telecom networks are down, an emergency cellular system will provide temporary communications in the target areas.
