Guillermo Ramirez, regional military commander, sent soldiers with megaphones to warn the 500,000 inhabitants of Concepcion to stay indoors. Conjuring strong echoes of the dark days of the 1970s military coup, civilians were told that anyone found on the streets overnight would be arrested. "I would advise criminals not to mess with the armed forces," Ramirez warned the looters. Many residents risked arrest, sleeping in front of their homes for fear of aftershocks.
