    RESOLUTION NO. 2021-10-002

    RESOLUTION APPROVING THE ANNUAL BARANGAY YOUTH INVESTMENT


    PROGRAM (ABYIP) FOR FISCAL YEAR 2022 OF THE SANGGUNIANG
    KABATAAN OF BARANGAY GUMAHAN, JOSEFINA, ZAMBOANGA DEL SUR.

    WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the state
    recognizes the vital role of the youth in nation-building and shall promote and
    protect their physical, moral, spiritual, intellectual and social well-being. It
    shall inculcate in the youth, patriotism and nationalism and encourage their
    involvement in public and civic affairs”;

    WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also known as
    the Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section
    8 paragraph (a) states that “in consultation and with the concurrence of the
    Katipunan ng Kabataan, and within 3 months from assumption of office,
    formulate a 3 year rolling plan, which shall be known as the Comprehensive
    Barangay Youth Development Plan (CBYDP), which shall serve as basis of
    the Annual Barangay Youth Investment Program (ABYIP)”;

    WHEREAS, the Sangguniang Kabataan, with the concurrence of the Katipunan ng


    Kabataan of Brgy. Gumahan, Josefina, Zamboanga Del Sur drafted and
    approved a Comprehensive Barangay Youth Development Plan (CBYDP) for
    the year 2022-2021, last September 24, 2021;

    WHEREAS, the Sangguniang Kabataan of Brgy. Gumahan, Josefina, Zamboanga Del Sur
    has prepared the 2022 Annual Barangay Youth Investment Program in
    accordance with the approved Comprehensive Barangay Youth Development
    Plan;

    WHEREAS, the SK Council formulated the Annual Barangay Youth Investment Program
    (ABYIP) for Fiscal Year 2022 containing its programs, projects and activities
    concerning the nine (9) centers of participation of Youth Development with
    corresponding costs and necessary fund flows to approximate the reasonable
    timing in the release of funds;
    WHEREAS, the Department of Budget and Management (DBM) , Department of Interior
    and Local Government (DILG) and National Youth Commission (NYC)
    release the Joint Memorandum Circular No. 1, Series of 2019 dated January
    23, 2019, with regards to the guidelines and appropriation, release, planning
    and Budgeting Process for the SK Funds in order to enhance transparency and
    accountability;

    WHEREAS, in accordance with Section 20(a) of the Republic Act 10742 also known as the
    SK Reform Act of 2015 that the ten percent (10%) of the general fund of the
    barangay shall be set aside for the SK. The Sangguniang Barangay shall
    appropriate the SK funds in lump-sum, which shall be disbursed solely for
    Youth Development and empowerment purposes;

    WHEREAS, Section 20(b) of the same law provides that the SK shall have financial
    independence in its operations, disbursements and encashment of their funds,
    income and expenditures;

    NOW THEREFORE, on motion made by SK Kagawad Clifford B. Dalangin and seconded


    by SK Kagawad Phil Anthony T. Pelayo, be it

    RESOLVED, as this body hereby resolved to Approve of the Annual Barangay Youth
    Investment Program (ABYIP) for FY 2022 of the Sangguniang Kabataan of
    Brgy Gumahan, Josefina, Zamboanga Del Sur.

    RESOLVED FURTHER, to furnish the copy of this Resolution, to SK Municipal


    Federation President and the office of Sangguniang Barangay of Brgy.
    Gumahan, Josefina, Zamboanga Del Sur for their information and guidance of
    action.

    UNANIMOUSLY APPROVED.
