WHEREAS, Section 444 (2) (iii) provides that the Local Chief Executive can issue such
executive orders as are necessary for the enforcement and execution of laws and ordinance;
WHEREAS, the Barangay of Panayogon, Madrid, Surigao del Sur is celebrating its Annual
Fiesta on April 27, 28, 29, 2023, it is an occasion of Thanksgiving for the Lord’s Bountiful
Blessings, a vehicle for the enrichment of culture and strengthening family solidarity;
WHEREAS, this is to give ample time and opportunity to the employees and workers in the
government service and in the private sector to enjoy the commemoration of the town fiesta,
especially the Estuya-Uriat Elementary School.
Wide dissemination of this Executive Order for the information and guidance of all
concerned is hereby enjoined.

WHEREAS, Republic Act No. 11935 mandates for the conduct of the synchronized
Barangay and Sangguniang Kabataan Elections (BSKE) on the last Monday of October 2023;
WHEREAS, the Department of the Interior and Local Government (DILG) issued
Memorandum Circular No. 2023-047 dated March 21, 2023, on the Conduct of Inventory and
Turnover of all Barangay Properties, Financial Records, Documents (BPFRDs) and Money
Accountabilities by all Incumbent Barangay Officials;
WHEREAS, the said Circular mandates all Punong Barangays to convene and create
their respective Barangay Inventory Team (BIT), through and Executive Order and submit
copy of the same to the concerned Municipal Mayor and MLGOO;
SECTION I. COMPOSITOIN:
4. See to it that all supplies and properties of the barangay, that are in actual
possession or entrusted to the concerned barangay officials and employees, are
properly accounted and listed in the prescribed Turnover Forms.
This Executive Order shall take effect immediately upon its approval.

WHEREAS, Article XV, Section 3 of the 1987 Philippine Constitution provides that the
State shall defend the right of the children to assistance including proper care and nutrition;
WHEREAS, the Presidential Decree No. 491 of 1974, otherwise known as the Nutrition Act
of the Philippines, provides the following as policies, namely:
a. Nutrition as a priority of the government to be implemented by all branches of
government in an integrated fashion;
b. The National Nutrition Council as the highest policy-making and coordinating body on
nutrition to formulate, monitor, coordinate, and evaluate the national nutrition program;
c. July as Nutrition Month to focus the public’s attention on the importance of nutrition; and
d. Nationwide coverage of the nutrition program, which among others, includes massive
weighing of pre-school children called Operation Timbang Plus (OPT+), to locate and
identify malnourished children, and organization of nutrition committees to facilitate
coordination with local chief executives as chairpersons;
WHEREAS, the issuance of Letter of Instruction (LOI) No. 441, in 1976, instructs various
departments of government to address malnutrition, including the Ministry of Local Government and
Community Development (now the Department of the Interior and Local Government or DILG), to
establish functioning nutrition committee in every region, province, city, municipality and barangay,
supplemented by DILG Memorandum Circular No. 2018-42 stipulating the roles of local government
units (LGUs) to ensure the formulation, or if existing, revision/updating of the local nutrition action
plan to include programs, projects and activities that converge in families of the nutritionally
vulnerable individuals as well as communities/barangays with high levels of undernutrition or
overnutrition.
WHEREAS, the country has committed to pursue the 2030 Agenda for Sustainable
Development Goals, particularly the goal on ending hunger, achieving food security, and improving
nutrition, and the Global Targets 2025 for Maternal, Infant, and Young Child Nutrition;
WHEREAS, the 2022 OPT result for the Barangay Panayogon indicates 5.0 % prevalence of
stunting among 0-59 months old children and the prevalence of wasting among 0-59 months old
children indicates 5.0% are considered public health concern;
WHEREAS, the many forms of malnutrition are caused by several factors that cut across
various sectors, hence sectoral action to address malnutrition is necessary to a have a better impact
when coordinated and integrated;
WHEREAS, the attainment of nutrition well-being is a main responsibility of families but
duty bearers and public servants like government and nongovernment organizations should help the
families especially the marginalized to be able to provide for their own nutritional needs;

WHEREAS, such coordinated and integrated action can be made possible through a
mechanism that will bring these sectors together for shared decision-making and responsibility on
matters related to nutrition improvement;
WHEREAS, there is a need to reorganize the Barangay Nutrition Committee to ensure the
continuity of the commitment to the general welfare and provision of basic services of this Barangay;

Section 2. Duties and Functions. The Panayogon Barangay Nutrition Committee shall have
the following duties and functions:
a. Prepare a nutrition action plan complementary to and integrated with other plans of
the LGU and higher level plans;
b. Advocate the adoption and financing of the plan;
c. Coordinate nutrition and nutrition-related activities of member offices or agencies
and other agencies;
d. Monitor nutrition and nutrition-related activities of member offices or agencies and
other agencies’
e. Mobilize resources to ensure the plan is implemented;
f. Conduct periodic visits to areas covered and conduct meetings;
g. Monitor performance, assess progress of plan implementation, and recommend
appropriate actions;
h. Hold regular quarterly meetings to assess plan implementation; and
i. Introduce innovation in the management of nutrition program.
Section 4. Effectivity. This Executive Order shall take effect immediately and shall remain in
full force unless revoked, rescinded, or amended.
