Brief History
• Prieto Diaz was formerly a barrio of Bacon (now Bacon District of
Sorsogon City) called Visitang Daan (now San Isidro)
• The settlement was later transferred to Barrio Buntugan.
• In 1879, it was renamed Muntupar (from the root word tupar meaning
“to meet”)
• Prieto Diaz became a separate parish in 1881.
• It became independent municipality on October 12, 1903 by virtue of
Philippine Commission Act No. 940.
• Prieto Diaz was the only town organized after Sorsogon became a
province on October 17, 1894.
• The town was given its present name in honor of the two Bicolano
martyrs; Fr. Gabriel Prieto and Fr. Severino Diaz

Prieto Diaz, Sorsogon is one of the selected priority wetlands and migratory bird sites
in the Philippines. The area is endowed with a rich and diverse avifaunal species like
migratory birds coming from neighboring Asian countries. Latest monitoring reports
showed that a total of 408 birds namely herons, egret and other shorebirds and waders
were observed in barangay Sabang, Diamante, Rizal and Quidolog.
 
Local or foreign tourists can watch different birds along the coastal paddling using
bancas in the nearby mangroves plantation. Numerous birds either local or foreign avian
can be seen along the coastal barangays of Prieto Diaz in the months of September to
December. But it is not alarming since the town is free from the deadly bird flu disease
as revealed by the monthly monitoring report of the Local Government Unit - provincial
agriculture office. Prieto Diaz has 23 barangays. Twenty barangays are coastal areas
where fishing is the major occupation of the people. The total land area of 4,667.00
hectares is predominantly used in agricultural purposes particularly rice farming and
livestock raising. Come and see for yourself! Enjoy the many beautiful birds along the

Places to See
• The ruins of the town’s old church, destroyed during the 1947 earthquake,
are visible at the right side of the new church. Its façade still bears the
inscription “1881.”
• Pinanaan Cave (meaning “shot with an arrow”) is located nearby.
According to legend, it was here where the people cornered the fearsome
Mampak (a giant bird that preyed on the people of what are now the
towns of Prieto-Diaz, Gubat, Barcelona, Bulusan and Irosin) raining arrows
upon him and wounding it.  However, the evil bird still managed to escape.
• Nagsurok Cave has a ramp-like entrance that slides down, allowing only
one person at a time to crawl in (or surok) feet and butt first.  Its
cavernous interior has an underground river that snakes through the
whole long length of the cave.The Mampak was said to have squeezed
itself inside the cave to hide from the irate people of the area.
• The town has beautiful white sand beaches (including Totem Beach).
• Balumbon Islands
• The Prieto-Diaz Coastal Environment Project Model Site, the recipient of
the 1998 Best Community-Based Coastal Resources Management Program
Award given by the United States Agency for International Development
(USAID), covers 11 barangays.  It offers white sand beach, beachside picnic
cottages, 112 hectares of natural mangrove forest, a 267-hectare
mangrove plantation, 836 hectares of sea grass, 1,200 hectares of
tidal/mud flats, 800 hectares of protected coral reefs and a marine
sanctuary just two kilometers from Sabang Beach Resort (Bulan), its jump-
off point.  A mangrove plantation, just across the resort, features a wood
and bamboo canopy walk. It is a haven for marine biologists,
environmentalists, and people interested in coastal resource management
and protection. Students from different parts of the country regularly
come to the site to study how a coastal resource program is maintained.

Prieto-Diaz, Sorsogon Joins Synergeia
Prieto-Diaz is a fourth-class municipality in Sorsogon that
is headed by Mayor Jocelyn Lelis. Armed with her sincere
desire to improve achievement levels of students in
elementary schools, the Mayor sought the help of Synergeia
Foundation. Mayor Lelis sees the need for building capacities
of parents in guiding their children, as well as in developing
the capacity of the municipality in generating additional
resources to improve instruction in schools. The partnership
of Prieto-Diaz with Synergeia will commence in January 2011
with a consultation with major stakeholders and a workshop
with local government officials on financing.
PTO. DIAZ FETED AS 2009 OUTSTANDING
WETLAND CONSERVATIONIST
SORSOGON PROVINCE (February 12) – The Local Government Unit (LGU) of Prieto
Diaz, this province, has proven its exemplary contribution in the wise use of their
wetlands after bagging the Outstanding Wetlands Conservationist for the Local
Government Unit (LGU) category in the Philippine Wetlands Conservation Award
(PWCA) for 2009 spearheaded by the Department of Environment and Natural
Resources – Protected Areas and Wildlife Bureau (DENR-PAWB).

Prieto Diaz municipal Mayor Benito Doma, personally received the said award in
Manila on February 2, this year, coinciding with the national celebration of the
World Wetlands Day.

It can be noted that four local government units (LGUs) in this province were
nominated by the DENR provincial office to the 2009 Philippine Wetlands
Conservation Awards which include Sorsogon City, Prieto Diaz, Bulan and Castilla
towns sometime in February last year.
Sorsogon Provincial Environment and Natural Resources Officer Oscar
Dominguez said that LGU – Prieto Diaz was chosen for establishing an
integrative effort in conserving, protecting and sustainably managing their
wetland ecosystem through the passage of local ordinances, community
empowerment, restoration and rehabilitation of mangrove plantation and
establishment of marine sanctuary, partnership and linkaging, among others.

Other awardees for LGU category was LGU – Amlan of Negros Oriental in
Visayas.
 
Apart from this, two other LGUs were given special citations for their
specific contributions in wetland rehabilitation. These were Bais City in
Negros Oriental for “Science Based Mangrove Rehabilitation of Bais Bay”, and
the Municipality of Bani in Pangasinan for its effort to establish and manage
the “Bangrin Mangroves”.

Each LGU winner receives a plaque of recognition and cash prize worth
P50,000.oo from Ford Foundation, San Miguel Corporation and Manila Water,
while the special citation receive each a plaque of recognition.
There were no winners declared for the Individual and Non-Government
Organizations (NGOs)/ People’s Organizations (POs) Category.

The Philippine Wetlands Conservation Award is a pioneering incentive


award that started in 1994 during the term of then DENR Secretary Elizea
Gozun. The award recognizes significant contributions of individuals, NGOs,
POs and LGUs in the sustainable use of the country’s wetlands.

This year’s theme for the World Wetland Day celebration is “Caring for
Wetlands: An Answer to Climate Change”.

The World Wetland day celebration is among the DENR-PAWB’s long list
of event for the 2010 International Year of Biodiversity.
