The museum was established in 1997 in the current location, the Kinzu district where the Western-style painter Ryoichi Sasaoka (1907-1987) was born and raised, triggered by the donation of 163 paintings by Sasaoka to the former city of Niitsu (now Akiha-ku, Niigata City) in 1992. These works by Sasaoka constitute the core of the museum's collection.

In addition to his creative activities, Sasaoka devoted himself to promoting art in the local community and nurtured many successors. In 1963, he founded the "Niigata Kofukai Art Association", establishing a platform for artistic presentations and research activities, encouraging individuals aspiring to pursue art in Niigata Prefecture. Although the society later transformed into the Niigata branch of Kofukai, it continues to be one of the prominent Western-style painting organizations in Niigata, even after 60 years.

This exhibition will reflect on Sasaoka's artistic career through the works in the collection and showcase paintings and crafts by artists closely associated with Sasaoka, particularly those affiliated with the Niigata Kofukai.
