Region 02 Fishery<br />

<strong>Resources</strong><br />

Cagayan Valley or Region 02 has:<br />

• Five provinces, namely: Batanes, Cagayan, Isabela,<br />

Quirino <strong>and</strong> Nueva Vizcaya<br />

• Three cities namely: Santiago <strong>and</strong> Cauayan City in<br />

Isabela, <strong>and</strong> Tuguegarao City in Cagayan<br />

• Ninety municipalities, 26 <strong>of</strong> which are coastal <strong>and</strong><br />

2,310 barangays, 190 <strong>of</strong> which are coastal<br />

• Total l<strong>and</strong> area is 26,838 square kilometers with a<br />

population <strong>of</strong> 3,051,487 as <strong>of</strong> August 2007<br />

• Magat Dam <strong>and</strong> Reservoir is located in region 02,<br />

the facility is also bounded by the province <strong>of</strong><br />

Ifugao in the Cordillera Administrative Region. The<br />

reservoir is a major site <strong>of</strong> fi sh cage operations.<br />

• Cagayan River, the longest river system in the<br />

country is found in region 02. Ludong (Cestraeus<br />

plicatilis) can be found in its tributaries /<br />

headwaters. Likewise, the s<strong>of</strong>t-shelled shrimp<br />

(Aramang) can also be found in its estuarine area in<br />

Aparri, Cagayan.<br />

Mission<br />

To conserve protect <strong>and</strong> practice sustainable development <strong>of</strong> the<br />

country’s fisheries <strong>and</strong> aquatic resources; alleviate poverty by providing<br />

supplementary livelihood to the fisherfolk; improve aquaculture productivity<br />

within ecological limits; utilize optimally the <strong>of</strong>fshore <strong>and</strong> deep sea resources.<br />

Goal<br />

To contribute to national food security; ensure rational <strong>and</strong> judicious<br />

development; sustainability <strong>and</strong> conservation <strong>of</strong> the country’s fisheries<br />

resources including the EEZ <strong>and</strong> adjacent territorial waters; reduce poverty<br />

incidence in the coastal areas; <strong>and</strong> enhance people empowerment in the<br />

fisheries sector.<br />

express my pr<strong>of</strong>use gratitude <strong>and</strong> heartfelt commendation to the entire BFAR RO2 family<br />

– from our contractuals to our regular personnel, <strong>of</strong>fi cers <strong>and</strong> consultants, for the hard<br />

work <strong>and</strong> dedication, enabling us to once again fulfi ll our m<strong>and</strong>ate <strong>and</strong> render the service<br />

expected <strong>of</strong> us.<br />

I would also like to thank our LGU, NGA, media, NGO <strong>and</strong> PO partners for helping us<br />

perform our common objectives.<br />

After a downturn experienced last year, region 02’s annual fi sheries production rebounded<br />

this year with 4.05% growth year-on-year. CY 2011 fi sheries production st<strong>and</strong>s at 64,878<br />

metric tons with suffi ciency level at 54%.<br />

The growth is attributed to the good weather condition, <strong>and</strong> is also due to several<br />

interventions like the establishment <strong>of</strong> technology demonstration projects <strong>and</strong> dissemination <strong>of</strong><br />

updated <strong>and</strong> industry-responsive technologies that were produced thru the various researches<br />

held by the agency, installation <strong>of</strong> payaos or fi sh aggregating devices, dispersal fi ngerlings to<br />

communal bodies <strong>of</strong> water, <strong>and</strong> distribution <strong>of</strong> fi shing gears to marginalized fi shermen, among<br />

other technical interventions.<br />

During the year, we also continued works on one <strong>of</strong> our fl agship projects which is the<br />

mariculture park in Sta. Ana - the fi rst ever mariculture park in region 02. Further studies <strong>and</strong><br />

administrative work are needed before we can open up the site for commercialization.<br />

Likewise, we also continued various work on the Oplan Sagip Ludong project. Thru the<br />

OSL, we aim to revive the wild population <strong>and</strong> bring back abundance <strong>of</strong> Ludong – the most<br />

expensive food fi sh in the country.<br />

For the coming year, we shall continue with our current activities, with focus on the<br />

introduction <strong>of</strong> technologies that can help our fi sh farmers <strong>and</strong> fi shermen cut on cost <strong>and</strong> at the<br />

same time protect the environment.<br />

The <strong>Bureau</strong> has increased its fi ngerlings<br />

production <strong>and</strong> dispersal / distribution vis-à-vis<br />

its target for the year, as enabled by good weather<br />

condition <strong>and</strong> availability <strong>of</strong> water. The bureau<br />

overshot its goal on tilapia fi ngerlings – the top<br />

species being produced <strong>and</strong> dispersed by the <strong>of</strong>fi ce,<br />

by almost 15%. Production <strong>and</strong> dispersal for the<br />

other species likewise increased (Table 1).<br />

The above production, which came from BFAR<br />

RO2 fi sh farms, were distributed to 93 municipalities,<br />

3 city governments, 5 provinces, 2,230 fi sh farmers<br />

including backyard fi shpond operators; dispersed<br />

to communal bodies <strong>of</strong> water such as small water<br />

impounding projects (SWIPs) small farm reservoirs<br />

(SFRs); <strong>and</strong> allocated as stock for techno-demos,<br />

KALAHI projects <strong>and</strong> as rehabilitation assistance<br />

for calamity – stricken fi sherfolk.<br />

The BFAR National Freshwater <strong>Fisheries</strong><br />

<strong>and</strong> LGU <strong>of</strong>fi cials lead the dispersal <strong>of</strong><br />

tilapia fi ngerlings in Nueva Vizcaya<br />

during his visit in the province.<br />

Technology Center, Muñoz, Nueva Ecija augmented<br />

the regional production by providing 9.153 M<br />

improved-GET EXCEL, 0.062 M common carp, <strong>and</strong><br />

ornamental fi shes. The <strong>of</strong>fi ce likewise purchased<br />

African hito fi ngerlings, P. vannamei post larvae<br />

from private suppliers, for its various projects.<br />

All these seed inputs were provided by the<br />

agency to recipient, free <strong>of</strong> charge. Modes <strong>of</strong><br />

allocation or distribution were either under the<br />

regular dispersal program <strong>of</strong> the agency, as typhoon<br />

or calamity rehabilitation assistance, or inputs for<br />

demos. The fi rst two modes are coursed thru the<br />

LGU, who then determine the fi nal recipients. In<br />

addition, walk-in clients (backyard operators) are<br />

given free fi ngerlings outright with maximum <strong>of</strong><br />

1,000 pieces per recipient. Special requests, mostly<br />

from fi sherfolk associations or groups, are also<br />

granted by the agency.<br />

Assistance to capture fisheries<br />

The bureau renders assistance to the coastal<br />

areas / for capture fishermen in the form <strong>of</strong><br />

technical advisory services which include fish<br />

sanctuary establishment, fishing gear design<br />

<strong>and</strong> construction, <strong>and</strong> CRM-related capability –<br />

building <strong>and</strong> livelihood trainings.<br />

For 2011, the <strong>Bureau</strong> has dramatically increased<br />

the distribution <strong>of</strong> fishing gears as assistance<br />

to marginal fishermen. Table 2 shows the type,<br />

quantity, <strong>and</strong> places where the fishing gears were<br />

distributed.<br />

Technology demonstration Projects<br />

As major part <strong>of</strong> its extension activities, the<br />

bureau conducts technology demonstration<br />

projects at farmers level as means to expedite<br />

the dissemination <strong>of</strong> new or old-but-still relevant<br />

fishery technologies (Table 3).<br />

The technologies are intended not only to<br />

increase production, but more so, to increase<br />

fish farmers income, lower their production cost<br />

in view <strong>of</strong> continued rise in the price <strong>of</strong> inputs,<br />

<strong>and</strong> at the same time safeguard the environment<br />

<strong>and</strong> make aquaculture operations a sustainable<br />

venture.<br />

Demo projects are usually established at the<br />

farmers’ level, in order to bring the technology at<br />

the very doorsteps <strong>of</strong> the end users – the farmers<br />

themselves.<br />

The demo projects are implemented either<br />

with full-support from the agency or under<br />

counterparting scheme with the LGUs. These<br />

demo projects are also means to jumpstart small<br />

fish culture ventures in the countryside, being<br />

dole-out in nature.<br />

<strong>Bureau</strong> is set to open<br />

next year its MP <strong>of</strong>fi ce<br />

<strong>and</strong> fi ngerling holding<br />

facility located at the<br />

Provincial Fishery<br />

Station.<br />

Venturing into marine fi sh cage is feasible in Apagonan River in Aparri, Cagayan as shown by the demo project pictured above.<br />

Fish Cages in SWIPs<br />

One major techno-demo <strong>and</strong> livelihood project<br />

established by BFAR this year is the Tilapia Fish<br />

Cage Livelihood project. A total <strong>of</strong> 45 units were<br />

established in small water impounding projects<br />

(SWIPs) in various towns <strong>of</strong> Cagayan. SWIPs are<br />

water holding facilities intended primarily for<br />

irrigation. Minimum catchment area is 3 hectares<br />

with embankment <strong>of</strong> not more than 15 meters.<br />

Installing fi sh cages in SWIPs <strong>of</strong>fer advantages<br />

as these are free from fl oods <strong>and</strong> are protected<br />

from strong winds <strong>and</strong> excessive water movement<br />

given the semi-confi ned nature <strong>of</strong> the water body.<br />

Some irrigators associations to whom these projects<br />

were awarded, have constructed additional units to<br />

supplement their income from farming<br />

The project is a collaborative undertaking between<br />

the provincial government <strong>of</strong> Cagayan <strong>and</strong> BFAR<br />

RO2. It was designed to maximize use <strong>of</strong> SWIPs,<br />

which aside from irrigation purposes, can also be<br />

used for fi sh production.<br />

Each fi sh cage measures 5 x 10 x 2.5 <strong>and</strong> was stocked<br />

with 2,500 fi ngerlings. Production is estimated at 425<br />

kilos after four months culture period.<br />

complementary feeding habit to maximize<br />

<strong>and</strong> the maximum utilization <strong>of</strong> natural<br />

food.<br />

Polyculture takes advantage <strong>of</strong> the<br />

different feeding characteristics <strong>of</strong> the<br />

species to be cultured such that feed<br />

competition is eliminated or minimized.<br />

Optimal stock combination under this<br />

type <strong>of</strong> polyculture is 85% tilapia, 10%<br />

African catfi sh <strong>and</strong> 5% common carp.<br />

While it is relatively new in the Philippines, production <strong>of</strong> vannamei<br />

worldwide, especially Asia, has seen rapid increases in recent years.<br />

Its popularity is due to its fast growth, high yield <strong>and</strong> low production<br />

cost. Post larvae can be purchased from hatcheries in Zambales. The<br />

rule, however, provides that potential grow-out operators must fi rst<br />

secure permit from BFAR, as part <strong>of</strong> biosecurity measures.<br />

Ulang is a high value commodity but has a<br />

lesser production cost versus tilapia due to lower<br />

feed requirement. Main constraint in region 02,<br />

however, is the lack <strong>of</strong> ulang hatchery as source<br />

<strong>of</strong> post larvae.<br />

Likewise, one major post-harvest activity held<br />

this year is the promotion <strong>of</strong> seaweed particularly<br />

Gracilaria as an ingredient in everyday dishes. This<br />

is to promote the utilization <strong>of</strong> said seaweed <strong>and</strong> also<br />

to address the high prevalence <strong>of</strong> iron-defi ciency<br />

anemia <strong>and</strong> other nutritional gaps <strong>of</strong> the populace.<br />

Council – 02 <strong>and</strong> the local government units, the<br />

seaweed promotion group visited several towns as<br />

Who could ever think that gracilaria locally known<br />

as guraman can be cooked like your typical pancit<br />

guisado? The dish is not just as savory as your<br />

favorite pansit but way more nutritious. Gracilaria<br />

like many other edible seaweeds, are packed with<br />

vitamins <strong>and</strong> minerals such as iodine, fi ber, vitamins<br />

A, C, E, B1, B2, B12, K, niacin, potassium, calcium,<br />

zinc <strong>and</strong> folic acid. The seaweed can also be used<br />

as base material for fl an, chips, as well as a number<br />

<strong>of</strong> local dishes. Photos show seaweed promo in<br />

Agribusiness<br />

Under agribusiness <strong>and</strong> marketing, the bureau<br />

has assisted the San Jose Fisherfolk Association <strong>of</strong><br />

San Jose, Gonzaga, in the preparation <strong>of</strong> feasibility<br />

study relative to their payao (2 units) project from<br />

the Department <strong>of</strong> Labor <strong>and</strong> Employment.<br />

In addition, the bureau has also held 12 market<br />

matching activities, matching 21 producers to<br />

prospective buyers or market. The market matching<br />

activity, include the search for buyers <strong>of</strong> rice eels,<br />

which has been wreaking havoc in rice farms <strong>and</strong><br />

fi shponds mainly in the province <strong>of</strong> Quirino <strong>and</strong><br />

some parts <strong>of</strong> Nueva Vizcaya.<br />

The agency, thru its agribusiness section, renders<br />

free assistance to loan applicants, specifi cally in the<br />

preparation <strong>of</strong> the technical (fi shery) aspects in a<br />

project proposal or full blown feasibility study, if<br />

need be. Loans for fi shery projects can be accessed<br />

at government credit facilities like Agricultural<br />

Credit Enhancement Facility (ACEF), <strong>and</strong> <strong>Fisheries</strong><br />

Financing Program (FFP), aside from those <strong>of</strong>fered<br />

by private lending institutions.<br />

The agency has also participated in several agriaqua<br />

fairs <strong>and</strong> festivals as part <strong>of</strong> agribusiness <strong>and</strong><br />

<strong>and</strong> other media partners, hosting <strong>of</strong> a regular<br />

radio program in DWPE Radyo ng Bayan,<br />

Tuguegarao City (10:00 – 11:00 am every Tuesday<br />

<strong>and</strong> 11:00 – 12:00nn Sunday on 729kHz AM<br />

b<strong>and</strong>), preparation / update <strong>and</strong> distribution <strong>of</strong><br />

technology fl yers <strong>and</strong> information materials <strong>and</strong><br />

preparation <strong>of</strong> multimedia presentations.<br />

The news <strong>and</strong> feature articles are compiled<br />

at the end <strong>of</strong> each semester, to come up with a<br />

newsletter called Kalap. An Annual Report is also<br />

prepared for distribution to other government<br />

agencies <strong>and</strong> private sector partners.<br />

In addition to the routinary information<br />

activities, personnel <strong>of</strong> the agency also acted as<br />

guests in various radio <strong>and</strong> TV programs <strong>and</strong><br />

rendered interview for print media.<br />

For 2011, the agency produced 5 types <strong>of</strong> IEC<br />

materials <strong>and</strong> distributed 5,000 copies <strong>of</strong> IEC<br />

materials to trainees <strong>and</strong> walk-in clients. IT <strong>and</strong><br />

FIS staff <strong>of</strong> the agency likewise updated the BFAR<br />

RO2 website: http://region2.bfar.da.gov.ph. The<br />

One major information activity conducted this<br />

year is advocacy campaign in 63 high schools<br />

Now on its seventh year <strong>of</strong> implementation, the<br />

FRD Noli Tamayo (center) leads the planting <strong>of</strong> mangrove<br />

seedlings, as part <strong>of</strong> his activities during his month-long<br />

stay at BFAR RO2.<br />

<strong>Bureau</strong> has been installing a Fisherfolk Regional<br />

Director during the Farmers <strong>and</strong> Fisherfolk<br />

Month in May as means to further dramatize<br />

<strong>and</strong> popularize the government’s fi sherfolk<br />

empowerment, <strong>and</strong> the fi sherfolk participation<br />

as government partners in poverty alleviation<br />

<strong>and</strong> food security program. The designation<br />

<strong>of</strong> a Fisherfolk Regional Director is pursuant to<br />

DA Special Order No. 88. The FRD acts as BFAR<br />

Regional Director during the entire month, except<br />

on policy-determining, personnel <strong>and</strong> fi nancial<br />

matters. During the same time, the regular<br />

Regional Director embarks on an immersion in<br />

depressed areas <strong>of</strong> the region.<br />

For 2011, Mr. Noli Tamayo <strong>of</strong> Luna, Isabela<br />

was chosen as FRD.<br />

The formation <strong>of</strong> the <strong>Fisheries</strong> <strong>and</strong> <strong>Aquatic</strong><br />

<strong>Resources</strong> Management Council is m<strong>and</strong>ated<br />

under Sec. 69 to 79 <strong>of</strong> RA 8550, with implementing<br />

guidelines spelled-out under FAO 196 <strong>and</strong> DILG<br />

Memor<strong>and</strong>um Circular Nos. 99 – 142 & 2001 – 131.<br />

FARMCs are formed in the national, municipal<br />

<strong>and</strong> barangay levels. Municipal FARMC consists<br />

<strong>of</strong> representatives from fi sherfolk, MLGU (SB<br />

Chair on Agriculture <strong>and</strong> <strong>Fisheries</strong>, MPDO, <strong>and</strong><br />

representative from the Municipal Development<br />

Council), private sector, accredited NGO <strong>and</strong> the<br />

DA. MFARMCs are intended to fulfi ll ideals <strong>of</strong><br />

participatory governance, <strong>and</strong> are m<strong>and</strong>ated to<br />

provide recommendation prior to the enactment<br />

<strong>of</strong> municipal fi shery ordinances, assist in<br />

the enforcement <strong>of</strong> fi shery laws within their<br />

jurisdiction, assist in the preparation <strong>of</strong> Municipal<br />

Fishery Development Plan, advise the Sanggunian<br />

Bayan on fi shery matters <strong>and</strong> perform other<br />

functions which may be assigned by the SB.<br />

The agency, thru the ICRM Project, rendered<br />

capability building training for MFARMCs, which<br />

were formed, strengthened <strong>and</strong> revitalized in the<br />

previous year. The capability building training<br />

included topics like proper conduct <strong>of</strong> business,<br />

composition <strong>of</strong> the FARMC, documentation <strong>of</strong><br />

activities, sourcing-out <strong>of</strong> funds, <strong>and</strong> preparation<br />

<strong>of</strong> action plan.<br />

their class. While the FCEG is open to high<br />

school graduate who is a son or daughter <strong>of</strong><br />

Highlights <strong>of</strong> Accomplishments:<br />

A. Conducted Research Proposal review <strong>and</strong><br />

evaluation<br />

The BFAR-RFRDC 02 initiated the evaluation<br />

<strong>of</strong> research proposals on February 21 – 22, 2011<br />

prior to implementation for CY 2011.<br />

Experts from the fisheries sector <strong>and</strong> academe<br />

were invited as evaluators to include Dr. Esterlita<br />

Calanoga, Dr. Eunice Layugan, <strong>and</strong> Ms. Perla<br />

A. Visorro. Likewise, BFAR Reg.02 Assistant<br />

Regional Director Severina Bueno <strong>and</strong> Chief <strong>of</strong><br />

Research Division Dr. Evelyn C. Ame assisted<br />

in the evaluation. A total <strong>of</strong> 18 studies were<br />

presented by staff <strong>of</strong> BFAR Reg. 02 at the MIS<br />

Hall, BFAR R02.<br />

B. Conducted Meetings with the Network<br />

members<br />

One meeting was held on October 28, 2011 at<br />

BFAR R02, Conference Hall, Carig, Tuguegarao<br />

City following R & D In-House Review, the<br />

Regional Integrated Research Development <strong>and</strong><br />

Extension Agenda Program (RIRDEAP) <strong>of</strong> Region<br />

02 was validated <strong>and</strong> updated, among other<br />

research concerns.<br />

C. Conducted Refresher Course on Statistical<br />

Analysis<br />

The refresher course was conducted on<br />

September 21 – 22, 2011 at BFAR R02 Malcolm<br />

Hall, Tuguegarao City <strong>and</strong> was participated<br />

by technical staff from Extension <strong>and</strong> Research<br />

Division, Commodity leaders, PFAO’s, <strong>and</strong> BFAR<br />

Stations, as measure to enhance the processing<br />

<strong>and</strong> interpretation <strong>of</strong> data being derived from<br />

various research <strong>and</strong> demo projects.<br />

D. Conducted R & D In-House Review <strong>and</strong><br />

Evaluation Workshop<br />

The in-house review <strong>and</strong> evaluation workshop<br />

was conducted on October 27-28, 2011 at MIS Hall,<br />

BFAR R02. There were 15 researches presented, <strong>of</strong><br />

which 3 were from CSU-A, 1 from ISU-Roxas <strong>and</strong><br />

11 were from BFAR. The winning papers were the<br />

• “Status <strong>of</strong> <strong>Fisheries</strong> <strong>Resources</strong> at the<br />

Babuyan Channel” - Ms. Maureen A. Aragon, Dr.<br />

Ayson (BFAR R02)<br />

This paper discussed results <strong>of</strong> the marine<br />

fisheries stock assessment conducted from 1999<br />

– 2010 in ten l<strong>and</strong>ing centers covering Babuyan<br />

Channel with the objective <strong>of</strong> determining fishing<br />

ground’s status as basis for the sustainable<br />

management <strong>and</strong> conservation <strong>of</strong> its marine<br />

resources.<br />

2nd Best Research Paper<br />

• “Seedbank Development: Preliminary Trial<br />

on Induced Spawning <strong>of</strong> Batissa violacea<br />

Using Different Levels <strong>of</strong> Serotonin” – Dr.<br />

Eunice Layugan (CSU Aparri)<br />

The paper discussed the induced spawning<br />

<strong>of</strong> Batissa violacea using different levels <strong>of</strong><br />

serotonin that was studied from December 19,<br />

2010 to January 28, 2011. Specifically, it aimed<br />

to determine the optimum levels <strong>of</strong> serotonin<br />

in inducing Batissa violacea to spawn, monitor<br />

stages <strong>of</strong> egg development percentage survival <strong>of</strong><br />

B. violacea breeders injected with serotonin. The<br />

study is an attempt to establish breeding technique<br />

to be able to produce seeds for stock enhancement<br />

purposes. Batissa violacea is the scientific name <strong>of</strong> a<br />

popular shellfish locally known as cabibi.<br />

• “Exposure <strong>of</strong> Batissa violacea to Different<br />

Concentrations <strong>of</strong> Mercuric Chloride in<br />

Laboratory Condition” - Dr. Eunice Layugan<br />

Annual Report 2011<br />

This paper discussed the study <strong>of</strong> heavy metals<br />

using Mercuric chloride at different concentrations<br />

which was conducted in B. violacea using two<br />

sizes. It aimed to determine percentage survival,<br />

physical coloration <strong>of</strong> the tissue <strong>and</strong> levels <strong>of</strong><br />

uptake <strong>of</strong> Mercuric chloride within the species.<br />

The toxicity test was done at the laboratory for the<br />

period <strong>of</strong> 18 days in two runs in January 2011. The<br />

study will serve as benchmark information for a<br />

more comprehensive monitoring <strong>and</strong> planning<br />

management that may redound to improve local<br />

<strong>and</strong> regional environmental management in aquatic<br />

habitat.<br />

Annual Technology Caravan<br />

Personnel <strong>of</strong> BFAR RO2 <strong>and</strong> the Regional<br />

<strong>Fisheries</strong> Training Center visited the province <strong>of</strong><br />

Batanes last March 28 to April 4, 2011, in line with<br />

the annual technology caravan <strong>of</strong> the agency.<br />

Conducted were trainings on Package <strong>of</strong><br />

Technology (POT) for Fishery Implementors;<br />

Design, Construction, Operation <strong>and</strong> Maintenance<br />

<strong>of</strong> Fishing Gears; Skills Training on H<strong>and</strong>ling,<br />

Processing <strong>and</strong> Packaging/Labeling <strong>of</strong> Fishery<br />

Products; Shellcraft; <strong>and</strong> Deputy Fish Warden<br />

Course.<br />

The POT was attended by fi shery technicians<br />

from the provincial <strong>and</strong> municipal governments<br />

<strong>and</strong> dealt mainly on the salient provisions <strong>of</strong> the<br />

Philippine <strong>Fisheries</strong> Code (RA 8550), integrated<br />

coastal resource management, municipal fi shing<br />

technologies <strong>and</strong> various aquaculture technologies<br />

such as ulang <strong>and</strong> tilapia grow-out, tilapia hatchery<br />

operation, use <strong>of</strong> duckweeds as supplemental fi sh<br />

feeds <strong>and</strong> organic aquaculture.<br />

The fi shing gear design <strong>and</strong> construction on the<br />

other h<strong>and</strong>, was attended by around 30 fi sherfolk<br />

coming from various towns <strong>of</strong> the province.<br />

The training tackled topics on the design <strong>and</strong><br />

construction <strong>of</strong> environment-friendly fi shing gears<br />

mainly multiple h<strong>and</strong>line, hook <strong>and</strong> line <strong>and</strong> drift<br />

gill net.<br />

After the training, the bureau awarded 90 units<br />

<strong>of</strong> said fi shing gears as livelihood assistance to the<br />

fi sherfolk.<br />

Fish processing experts likewise, rendered skills<br />

training on h<strong>and</strong>ling, processing <strong>and</strong> packaging <strong>of</strong><br />

fi shery products. This was attended by the newly<br />

organized fi sh processors association in Mahatao<br />

town. The training focused on the preparation<br />

<strong>of</strong> bottled fi sh <strong>and</strong> tocino with fl ying fi sh as raw<br />

BFAR<br />

material.<br />

The last training conducted was a deputy fi sh<br />

warden course attended by around 20 barangay<br />

<strong>of</strong>fi cials <strong>and</strong> Sanggunian Bayan members. The<br />

trainees were oriented on the salient provisions <strong>of</strong><br />

RA 8550.<br />

Appropriate <strong>and</strong> Comprehensive Regulations <strong>and</strong><br />

RO2<br />

Monitoring, control <strong>and</strong> Surveillance<br />

Pursuant to its special focus to eradicate<br />

poaching in waters within the jurisdiction <strong>of</strong> Region<br />

02, fi shery law enforcers <strong>of</strong> the <strong>Bureau</strong> <strong>and</strong> the<br />

Philippine Coast Guard were able to apprehend<br />

one local Commercial Fishing Vessel, but with<br />

Taiwanese on board.<br />

The vessel, F/V JV PHIL 5, was apprehended<br />

by the BFAR Patrol Vessel MCS 3007, on May 31,<br />

2011 at around 24 nautical miles east <strong>of</strong> Divinisia Pt.,<br />

Palanan, Isabela.<br />

The Taiwanese, identifi ed as Hsu Hung Tse <strong>and</strong><br />

Chen Fu Nan, were apprehended with seven Filipino<br />

crewmembers, namely Pedeto Manungbaga, Pablo<br />

Sanchez, Jonathan Abarquez, Asterio Velasco,<br />

Roger Sazo, Noel Lomberio, & Nisiforo Omela.<br />

The Taiwanese fi shers have, however, paid a<br />

compromise fi ne amounting to 1.05 million pesos<br />

thereby settling their administrative case before the<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Fisheries</strong> <strong>and</strong> <strong>Aquatic</strong> <strong>Resources</strong>.<br />

3007, testifi ed that upon inspection, the crew <strong>of</strong> JV<br />

PHIL5 failed to show their Commercial Fishing<br />

Vessel <strong>and</strong> Gear License. CFVGL is a permit for local<br />

commercial fi shing vessels to fi sh within Philippine<br />

waters except in municipal waters.<br />

The dismissal <strong>of</strong> the administrative case,<br />

nevertheless, has no effect on a similar case fi led<br />

before the Regional Trial Court <strong>of</strong> Isabela, which<br />

was still pending as <strong>of</strong> end <strong>of</strong> December 2011.<br />

Aside from JV PHIL 5, BFAR RO2 is also<br />

monitoring 3 cases appealed before the Department<br />

<strong>of</strong> Justice <strong>and</strong> Supreme Court, <strong>and</strong> 8 pending<br />

criminal <strong>and</strong> 3 administrative cases on poaching as<br />

<strong>of</strong> end <strong>of</strong> December 2011. The said cases were fi led<br />

the previous years.<br />

BFAR Region 02<br />

To further strengthen the enforcement <strong>of</strong><br />

fishery laws particularly in the local front, the<br />

<strong>Bureau</strong> has deputized 253 Fish Warden in the<br />

towns <strong>of</strong> Ballesteros, Pamplona, Sta. Praxedes,<br />

Claveria, Calayan, Sta. Ana <strong>and</strong> Sanchez Mira, all<br />

in the province <strong>of</strong> Cagayan.<br />

The <strong>Bureau</strong> likewise maintained two Bantay<br />

Dagat Hotlines where fishery law violations can<br />

be reported 24/7. Lastly, the <strong>Bureau</strong> has transfered<br />

fund to the provincial govenment <strong>of</strong> Batanes for<br />

the construction <strong>of</strong> MCS Office in Basco.<br />

Coastal Resource Management<br />

• Monitored three (3) fish santuaries in Casitan,<br />

Tapel <strong>and</strong> San Jose, Gonzaga.<br />

• Initiated Mangrove Planting as measure to<br />

restore mangrove <strong>and</strong> coastal areas. A total<br />

<strong>of</strong> 8,750 seedlings were planted as <strong>of</strong> end <strong>of</strong><br />

December out <strong>of</strong> 300,000 seedlings target<br />

for 2011. The balance will be planted in the<br />

succeeding year since this is a continuing<br />

activity.<br />

• Spearheaded coastal clean-up in Sta. Ana,<br />

Cagayan.<br />

The agency, thru its Coastal Resource<br />

Management section <strong>and</strong> the externally-funded<br />

Integrated Coastal Resource Management Project<br />

rendered services as follows:<br />

• Conducted Participatory Coastal Resource<br />

Assessment in Babuyan Claro, Calayan,<br />

Cagayan. PCRA is the process <strong>of</strong> gathering<br />

<strong>and</strong> analyzing information involving the<br />

participation <strong>of</strong> local resource users in<br />

CRM planning <strong>and</strong> implementation (PCRA<br />

Training Guide). Results from the PCRA<br />

were included as input to the Municipal<br />

Coastal Environment Pr<strong>of</strong>ile, which on the<br />

other h<strong>and</strong>, is used in the preparation <strong>of</strong> the<br />

Integrated Coastal Resource Management<br />

Newly deputized Fish Wardens in Sta. Ana, Cagayan.<br />

Inl<strong>and</strong> Resource Management<br />

The agency has assessed communal bodies<br />

<strong>of</strong> water regionwide, which included small farm<br />

reservoirs (SFRs), small water impounding projects<br />

(SWIPs) <strong>and</strong> dispersed these fingerlings as part <strong>of</strong><br />

inl<strong>and</strong> resource management. The dispersal in said<br />

bodies <strong>of</strong> water is intended to increase / restore<br />

productivity <strong>and</strong> provide additional source <strong>of</strong> food<br />

for the communities nearby.<br />

Elvers dispersal<br />

Also part <strong>of</strong> resource enhancement, the agency<br />

has dispersed around 200,000 pieces <strong>of</strong> elvers<br />

(young eel) in key water areas <strong>of</strong> region 02 except<br />

in Batanes. This is to increase abundance <strong>and</strong><br />

distribution <strong>of</strong> eel, particularly Anguilla species, <strong>and</strong><br />

thus facilitate regeneration. Ultimately, the seeding<br />

activity is intended to ensure sustainability <strong>of</strong> elver<br />

gathering industry at the mouth <strong>of</strong> the Cagayan<br />

river in Aparri, Cagayan.<br />

Now on its fourth year <strong>of</strong> implementation, the<br />

agency has seeded important water bodies in the<br />

towns <strong>of</strong> Aglipay, Cabarroguis, <strong>and</strong> Maddela in<br />

Quirino; Kasibu, Diadi, Dupax del Norte, Kayapa,<br />

Ambaguio <strong>and</strong> Sta. Fe in Nueva Vizcaya; Delfin<br />

Albano, San Mariano, Jones <strong>and</strong> San Mateo, Isabela.<br />

Quarantine <strong>and</strong> Inspection Services<br />

RO2<br />

The agency maintains fi sh quarantine checkpoints<br />

in Sta. Praxedes, Cagayan, Aritao, Nueva Vizcaya,<br />

Tuguegarao City International Airport <strong>and</strong> also<br />

has on-call quarantine <strong>of</strong>fi cer for foreign vessels<br />

docking at Port Irene, Sta. Ana, Cagayan <strong>and</strong> at the<br />

Cauayan Airport in Cauayan City, Isabela.<br />

For 2011, quarantine <strong>of</strong>fi cers <strong>of</strong> the agency were<br />

able to conduct 2,326 inspection <strong>of</strong> incoming <strong>and</strong><br />

outgoing aircrafts, boarded / inspected 52 sea crafts<br />

<strong>and</strong> issued <strong>of</strong> 478 permits for the movement <strong>of</strong><br />

fi shery product for the domestic market. Likewise,<br />

the agency issued permit for 4 metric tons <strong>of</strong> fi sh for<br />

export.<br />

Fishpond Lease Agreements<br />

FLA areas are public l<strong>and</strong>s such as tidal swamps,<br />

mangroves, marshes, foreshore l<strong>and</strong>s <strong>and</strong> ponds<br />

suitable for fi shery operations but by virtue <strong>of</strong> the<br />

law, are inalienable. FLA areas can be leased for a<br />

maximum <strong>of</strong> 25 years <strong>and</strong> can be renewed, with<br />

maximum area <strong>of</strong> 50 hectares for individuals <strong>and</strong><br />

250 hectares for fi sherfolk associations, pursuant to<br />

Sec. 45 <strong>and</strong> 46 <strong>of</strong> RA 8550.<br />

For the year in review, the bureau conducted<br />

16 inventory / inspection activity covering 78.71<br />

hectares <strong>of</strong> Fishpond Lease Agreements (FLA)<br />

areas.<br />

Issuance <strong>of</strong> Commercial Fishing Vessels<br />

License / Commercial Fishing Vessel & Gear<br />

license (cFvl / cFvgl)<br />

The agency, for 2011, issued 26 CFVL <strong>and</strong><br />

CFVGL for commercial vessels operating in region<br />

02. Commercial fi shing vessels are fi shing vessels 3.1<br />

gross tons <strong>and</strong> above, <strong>and</strong> generally, are designated<br />

to operate beyond municipal waters.<br />

Fish Health Management<br />

BFAR RO2 renders fi sh health services such as<br />

various diagnostic <strong>and</strong> treatment services to diseaseaffected<br />

fi sh culture areas, analysis <strong>of</strong> water <strong>and</strong><br />

specimen, dissemination <strong>of</strong> appropriate information<br />

to pre-empt the occurrence <strong>of</strong> fi sh diseases, <strong>and</strong><br />

ensure safer fi shery products for consumers,<br />

thru Fish Health Laboratories located at BFAR-<br />

CVROSFR, San Mateo, Isabela <strong>and</strong> at the Regional<br />

Offi ce in Tuguegarao City.<br />

Consolidated accomplishment for both<br />

laboratories for 2010, include analysis <strong>of</strong> 86<br />

samples for 86 clients <strong>and</strong> conducted inspection <strong>of</strong> 6<br />

aquafarms for disease surveillance <strong>and</strong> registration.<br />

Fish health staff are also responsible in the<br />

continuous water quality monitoring <strong>of</strong> major<br />

fi shery areas to include Cagayan, Pata <strong>and</strong> Namuac<br />

Rivers, Buguey Lagoon <strong>and</strong> Magat Reservoir.<br />

National Stock Assessment Program<br />

Highlights <strong>of</strong> Accomplishment<br />

January-December 2011<br />

Narrative Report<br />

The National Stock Assessment Program (NSAP)<br />

<strong>of</strong> the bureau with focus on Marine <strong>Fisheries</strong> Stock<br />

Assessment in major fi shing grounds <strong>of</strong> the country<br />

maintained its twenty-two (22) observation sites in<br />

the region -- twelve (12) in Batanes, <strong>and</strong> ten (10) in<br />

Cagayan, covering Batanes Waters <strong>and</strong> Babuyan<br />

Channel, respectively. This program primarily<br />

aims to develop capabilities <strong>of</strong> BFAR Regional Staff<br />

to undertake stock assessment together with the<br />

Local Government Units in the study areas <strong>and</strong> to<br />

evaluate exploitation level <strong>of</strong> the marine fi sheries<br />

resources, specifi cally marine fi shes, as basis in<br />

fi sheries policy formulation.<br />

Three meetings were conducted in Batanes (2)<br />

<strong>and</strong> Cagayan (1) to thresh-out issues <strong>and</strong> concerns<br />

<strong>of</strong> the major actors <strong>of</strong> the program – enumerators<br />

assigned in strategic observation sites in the two<br />

provinces.<br />

NSAP enumerators assisted Japanese<br />

representatives from the Western Central Pacifi c<br />

<strong>Fisheries</strong> Commission (WCPFC) in the conduct <strong>of</strong><br />

tuna survey along the observation sites covering<br />

Babuyan Channel, to check for l<strong>and</strong>ings <strong>of</strong> bluefi n<br />

tuna (Thunnus orientalis). Several allegations<br />

have been raised in the international community<br />

that bluefi n tuna is now threatened, hence the<br />

clamor to include this species in the Convention<br />

on International Trade <strong>of</strong> Endangered Species<br />

(CITES). To confi rm/oppose these allegations,<br />

representatives from the WCPFC were tasked to<br />

document alleged bluefi n tuna sightings in several<br />

BFAR<br />

identifi ed l<strong>and</strong>ing centers in the Philippines,<br />

including sightings along Babuyan Channel.<br />

Fisherfolk interviewed from the area informed<br />

the team that this species is most abundant during<br />

summer – peak <strong>of</strong> tuna l<strong>and</strong>ings, but is not yet fully<br />

documented.<br />

NSAP technical paper entitled “Status <strong>of</strong><br />

<strong>Fisheries</strong> <strong>Resources</strong> at the Babuyan Channel (1999-<br />

2010)” co-authored by Ms. Maureen A. Aragon,<br />

Dr. Evelyn C. Ame, Mr. Venchito B. Villarao, <strong>and</strong><br />

Dr. Jovita P. Ayson, was presented <strong>and</strong> awarded<br />

the 16th Annual Zonal Commodity Research<br />

<strong>and</strong> Development Symposium for <strong>Fisheries</strong> in<br />

Bulwagan 2, Balanga, Bataan, <strong>and</strong> during the DOST<br />

CRM Training on “Strengthening Governance <strong>and</strong><br />

Sustainability <strong>of</strong> Small-Scale <strong>Fisheries</strong> Management<br />

in the Philippines: An Ecosystem-Based <strong>Fisheries</strong><br />

Management Approach (Phase 2)”. This paper<br />

discussed results <strong>of</strong> the marine fi sheries stock<br />

assessment conducted from 1999 to 2010 in ten<br />

l<strong>and</strong>ing centers covering Babuyan Channel with<br />

the objective <strong>of</strong> determining the fi shing ground’s<br />

status as basis for the sustainable management <strong>and</strong><br />

conservation <strong>of</strong> its marine resources.<br />

Two NSAP technical papers entitled - 1) Status<br />

<strong>of</strong> fi sheries resources at the Babuyan Channel (1999-<br />

2010), <strong>and</strong> 2) Status <strong>of</strong> fi sheries resources at the<br />

Batanes Waters (1998-2010) were presented during<br />

the National NSAP conference. This conference<br />

primarily aims to present results <strong>of</strong> the NSAP to the<br />

public, primarily fi sheries stakeholders, both from<br />

the municipal <strong>and</strong> commercial sector. The results<br />

presented will be released to LGUs concerned as<br />

their basis in fi sheries policy formulation.<br />

Ms. Aragon, NSAP Project Leader, also coauthored<br />

the published “First Report <strong>of</strong> the Taiwan<br />

Sardinella (Sardinella hualiensis) (Clupeiformes:<br />

Clupeidae) in the Philippines”. Specimens <strong>of</strong><br />

Sardinella hualiensis were collected from Palauig,<br />

Sta. Ana, Cagayan, one <strong>of</strong> the NSAP observation<br />

sites along Babuyan Channel. The present report<br />

confi rms the presence <strong>of</strong> a sixth species <strong>of</strong> Sardinella<br />

in the Philippines <strong>and</strong> ranks the Philippines,<br />

alongside Taiwan <strong>and</strong> Indonesia, as second only to<br />

India for highest diversity <strong>of</strong> Sardinella species in<br />

the world.<br />

The Region 02 Chapter <strong>of</strong> the Philippine Marine<br />

Found near death, a team <strong>of</strong> veterinarians led by Dr. Earnst<br />

Duque <strong>of</strong> the DA RFU2 <strong>and</strong> wife Lillian, were able to revive<br />

“Charlie” back to a condition where it can control its own<br />

body. The team were planning to release the animal back to<br />

the wild, regrettably, it perished early morning<strong>of</strong> August 26.<br />

Mammal Str<strong>and</strong>ing Network, had a busy year as it<br />

responded to three str<strong>and</strong>ing incidents involving 3<br />

dolphins.<br />

The fi rst incident was a heart-rending experience<br />

as Network members led by Dr. Earnst Duque <strong>of</strong> the<br />

DA – RFU2 tried to revive a 2.3-meter male Frasers<br />

dolphin found near-death along the beach <strong>of</strong> Brgy.<br />

Taggat in Claveria, Cagayan. The rescue team members<br />

tried their very best to revive the dolphin (whom<br />

they named as Charlie) <strong>and</strong> were about to achieve<br />

success after more than a week <strong>of</strong> intensive care, sadly<br />

perished a couple <strong>of</strong> days before its scheduled release.<br />

Although not successful, the rescue effort <strong>of</strong>fered<br />

a wealth <strong>of</strong> experience <strong>and</strong> knowledge, that the team<br />

Region 02 was visited by three typhoons in<br />

2011, namely: ‘Mina’, ‘Pedring’ <strong>and</strong> ‘Quiel’.<br />

The typhoons devastated various fi shery<br />

projects, both in aquaculture <strong>and</strong> capture<br />

fi sheries, in the fi ve provinces <strong>of</strong> region 02.<br />

Total damages amounted Php 44.9 million.<br />

As intervention, BFAR RO2 prepared <strong>and</strong><br />

submitted rehabilitation plan worth Php<br />

3,210,414.00, outlining the provision <strong>of</strong> tilapia<br />

<strong>and</strong> bangus fi ngerlings as assistance to fi sh<br />

farmers <strong>and</strong> various types <strong>of</strong> fi shing gears<br />

<strong>and</strong> bancas (motorized <strong>and</strong> non-motorized)<br />

for capture fi shermen.<br />

<strong>and</strong> also apply in future str<strong>and</strong>ing incidents in region<br />

02.<br />

The second incident involved a Dwarf Sperm<br />

Whale found beached again at Taggat, Claveria.<br />

The last incident was at Casambalangan, Sta. Ana<br />

involving a Rough-toothed dolphin 2.15 meters in<br />

length. The rescue team tried to save the dolphin but<br />

unsuccessful.<br />

The BFAR RO2 led PMMSN -02 also embarked<br />

on an Educational Trip to Ocean Adventure, Subic,<br />

Zambales last Nov. 16-19, 2011. About 90 participants<br />

who came from BFAR RO2, media, PNP Maritime,<br />

government <strong>and</strong> private veterinarians attended the<br />

activity.<br />

Gender refers to the specific set <strong>of</strong> characteristics<br />

that identifies the social behavior <strong>of</strong> women <strong>and</strong> men<br />

<strong>and</strong> the relationship between them. Gender alludes<br />

not simply to women or men but to the relationship<br />

between them <strong>and</strong> the way it is socially constructed.<br />

Since gender biases exist <strong>and</strong> these biases prevent<br />

people from attaining their full potentials, development<br />

is impeded. To ensure that explicit, implicit, actual <strong>and</strong><br />

potential gender biases are removed, the government<br />

embarked on Gender <strong>and</strong> Development (GAD) as one<br />

<strong>of</strong> its priority programs. (www.csc.gov.ph)<br />

Pursuant to this, the bureau has conducted<br />

activities with the aim to address GAD issues mainly<br />

lack <strong>of</strong> awareness on the reproductive rights <strong>of</strong><br />

women, increasing malnutrition <strong>and</strong> undernourished<br />

children <strong>and</strong> women, low contribution <strong>of</strong> women<br />

in the income <strong>of</strong> the family, gender disparities on<br />

access to income, capital <strong>and</strong> high value technology,<br />

insufficient awareness on gender mainstreaming, <strong>and</strong><br />

gender bias in the workplace.<br />

Most <strong>of</strong> the GAD activities conducted by the<br />

<strong>Bureau</strong> to address said issues are already integrated in<br />

its regular programs <strong>and</strong> projects. Activities / projects<br />

conducted include the following:<br />

• Distribution <strong>of</strong> information materials on GAD<br />

• Promotion <strong>of</strong> seaweed as food to fight nutritional<br />

deficiencies<br />

• Provision <strong>of</strong> livelihood projects (value-added<br />

products preparation, post-harvest equipment,<br />

OPLAN: Sagip Ludong<br />

Annual Report 2011<br />

Launched in October 2010 by DA Secretary<br />

Proceso Alcala, the Oplan Sagip Ludong project,<br />

which is spearheaded by BFAR RO2, went full-blast<br />

this year with several notable accomplishments as<br />

follows:<br />

1. Completion <strong>of</strong> Ludong Facility – a ludong facility<br />

primarily intended for experimental breeding as<br />

well as other researches was constructed in the<br />

RFTC Fish Farm in Punta, Aparri, Cagayan. The<br />

facility has components such as holding tanks,<br />

larval tanks <strong>and</strong> phycology laboratory.<br />

2. Capture <strong>of</strong> live ludong – following exploratory<br />

fi shing in the main Cagayan river body as well as<br />

suspected habitats in the hinterl<strong>and</strong>s <strong>of</strong> Isabela,<br />

Quirino <strong>and</strong> Nueva Vizcaya, the expedition<br />

teams with the help <strong>of</strong> indigenous people, were<br />

able to capture one live ludong in Lallo, Cagayan<br />

<strong>and</strong> three other suspected ludong juveniles in<br />

Palanan, Isabela. The said specimen are currently<br />

being reared in the ludong facility in Aparri.<br />

3. Fishing expedition in Cagayan River <strong>and</strong><br />

tributaries – expedition teams held camps<br />

in various towns within the lower Cagayan<br />

River <strong>and</strong> its headwaters in Isabela, Quirino<br />

<strong>and</strong> Nueva Vizcaya not only to capture live<br />

ludong for experimental breeding purposes but<br />

also to conduct environmental scanning <strong>and</strong><br />

Participatory Rural Appraisal in said areas.<br />

4. Assessment for the possible construction <strong>of</strong> fi sh<br />

ladder – following directive from Sec. Alcala, a<br />

composite team from BFAR RO2, NIA RO2 <strong>and</strong><br />

the CE Casecnan energy company, conducted<br />

assessment in Casecnan <strong>and</strong> Taan dams in<br />

Alfonso Castañeda, Nueva Vizcaya to predetermine<br />

the feasibility <strong>of</strong> constructing fi sh<br />

ladders in said irrigation facilities as measure to<br />

help conserve ludong <strong>and</strong> other fi sh species in<br />

the area. Result indicate that constructing fi sh<br />

ladder is not feasible due to insuffi cient volume<br />

<strong>of</strong> fl ow <strong>of</strong> water. BFAR RO2 has proposed<br />

alternative measure to attain same purpose such<br />

as stock enhancement <strong>and</strong> intensifi ed fi shery law<br />

enforcement.<br />

forum was also conducted in major ludong<br />

7. Information, Education <strong>and</strong> Communication /<br />

Advocacy – the bureau conducted IEC campaign<br />

focusing on ludong as well as the programs <strong>of</strong> the<br />

agency in 63 high schools regionwide in addition<br />

to traditional IEC tools such as dissemination <strong>of</strong><br />

information to the quad-media.<br />

• Conducted Participatory Coastal Resource<br />

<strong>and</strong> Babuyan Claro, Calayan, Cagayan thus<br />

100 % accomplishment was achieved by the<br />

RPUI vis-à-vis its target <strong>of</strong> 145 barangays.<br />

• Updated the Participatory Coastal<br />

Resource Assessment <strong>of</strong> the twelve<br />

coastal municipalities. However, some<br />

data included in the reports need to be<br />

reviewed <strong>and</strong> consulted to respective LGUs.<br />

Data reported in their Municipal Coastal<br />

Environment pr<strong>of</strong>ile should also be updated<br />

• Conducted Deputy Fish Warden Training for<br />

deputation <strong>of</strong> fishery law enforcers for the<br />

COMPONENT C: ENTERPRISE<br />

DEVELOPMENT AND INCOME<br />

DIVERSIFICATION<br />

• Organized <strong>and</strong> strengthened 116 self reliant<br />

groups in the 12 Coastal Municipalities.<br />

Membership <strong>of</strong> women was strongly<br />

encouraged for all associations. Planning <strong>of</strong><br />

project proposals were discussed during the<br />

organizational meetings.<br />

• There are 60 SRGs organized under<br />

ICRMP which are registered with DOLE.<br />

This represents 100% accomplishment on<br />

the total project life target in setting up<br />

beneficiaries <strong>of</strong> business demonstration /<br />

livelihood projects.<br />

• Conducted Trainors Training on Enterprise<br />

Development <strong>and</strong> Income Diversification<br />

as a prerequisite for the Community<br />

Organizers in guiding the SRGs generate<br />

plan <strong>and</strong> implement business demonstration<br />

proposals.<br />

• Conducted 2 Trainings on Enterprise<br />

Development for Self Reliant Groups in<br />

Gonzaga <strong>and</strong> Sanchez Mira, Cagayan. The<br />

training provided the participants with<br />

basic knowledge on project identification,<br />

preparation <strong>of</strong> proposal <strong>and</strong> in operating<br />

<strong>and</strong> managing a pr<strong>of</strong>itable business<br />

Conducted Peoples Organization<br />

Capability Building Training (Building<br />

Leaders for Organizational Development <strong>and</strong><br />

Management). The seminar was designed to<br />

equip PO leaders with skills <strong>and</strong> knowledge<br />

to tackle present <strong>and</strong> potential challenges in<br />

running their organization. The training is<br />

also a means to increase their capability to<br />

set up organizational policies, systems <strong>and</strong><br />

procedures <strong>and</strong> trained leaders to manage<br />

their projects including their responsibilities<br />

toward the organization <strong>and</strong> its members.<br />

• Conducted Strategic Planning with<br />

Emphasis on Community Organizing <strong>and</strong><br />

Enterprise Development for ICRMP. The<br />

training/workshop was designed to level<br />

<strong>of</strong>f the activities that need to be prioritized<br />

<strong>and</strong> give directions to every concerned staff<br />

<strong>of</strong> their role in the on-going implementation<br />

<strong>of</strong> the ICRMP-Component C. EDA Leo F.<br />

Mendoza gave a briefing on basic Enterprise<br />

Development Strategies. The Workplan<br />

<strong>of</strong> EDU & LGU on the establishment<br />

& processes <strong>of</strong> business demonstration<br />

process were finalized during the activity.<br />

participants were equipped with skills<br />

<strong>and</strong> knowledge on basic bookkeeping<br />

<strong>and</strong> in underst<strong>and</strong>ing concepts in fi nancial<br />

management <strong>and</strong> in assessing business<br />

fi nancial health. Roles <strong>of</strong> each member <strong>of</strong><br />

the PMT <strong>of</strong> the SRGs particularly the entire<br />

cash cycle were outlined.<br />

CVROSFR is a satellite station <strong>of</strong> the central<br />

GET EXCEL tilapia hatchery <strong>of</strong> the country<br />

which is the BFAR National Freshwater<br />

<strong>Fisheries</strong> Technology Center in Muñoz, Nueva Ecija,<br />

<strong>and</strong> is also the prime fi ngerling production facility<br />

<strong>of</strong> BFAR RO2.<br />

Production <strong>of</strong> the station can be seen in the table<br />

above (Table 5).<br />

For 2011, the station, in addition to regular work,<br />

also assisted in or conducted major activities to<br />

include market surveillance for double dead fi sh,<br />

Magat Dam <strong>and</strong> IFARMC activities, open-water<br />

stocking in Magat reservoir, induced spawning <strong>of</strong><br />

pangasius <strong>and</strong> African hito, <strong>and</strong> in Daloy Magat.<br />

The market surveillance was held during the height<br />

<strong>of</strong> the milkfi sh scare as result <strong>of</strong> the massive fi shkills<br />

in Batangas <strong>and</strong> Pangasinan. Daloy Magat, on the<br />

other h<strong>and</strong>, is an initiative <strong>of</strong> the SN Aboitiz power<br />

company <strong>and</strong> NIA to conserve water <strong>and</strong> maximize<br />

use <strong>of</strong> irrigation water from the Magat Reservoir.<br />

Accomplishment <strong>of</strong> the fi sh health laboratory<br />

located within the fi sh farm, can be seen on Table 6.<br />

Aside from tilapia fi ngerlings, the<br />

station also produces duckweeds for<br />

distribution to fi sh farmers.<br />

The station maintains a 2.8 hectare oyster<br />

production site located within the Buguey<br />

Lagoon, where the oyster spats are produced.<br />

Oyster spats are young oyster, akin to fi ngerlings<br />

in fi sh. Attached to their growing medium, the<br />

oyster spats are distributed to oyster farmers for<br />

grow-out purposes.<br />

For 2011, the farm was able to serve 360<br />

farmers.<br />

In addition to oyster spat production <strong>and</strong><br />

distribution, the facility also accomplished other<br />

activities such as the establishment <strong>of</strong> oyster<br />

culture demo using plot method (3 sites), training<br />

on oyster farming <strong>and</strong> rendered technical<br />

assistance to oyster farmers.<br />

affordable medicines to BFAR employees as well<br />

as residents nearby. The drugstore is located<br />

within the compound <strong>of</strong> the BFAR RO2. The<br />

BpT as the drugstore is called aims to promote<br />

equity in health by ensuring the availability <strong>and</strong><br />

accessibility <strong>of</strong> affordable, safe <strong>and</strong> effective<br />
