Thanks are also due to the other Committee members, Brendan Cummins Central<br />
Council delegate, Anne McDonnell P.R.O. and Mairéad Delaney County Development<br />
Officer. All of the above named have put in tremendous amount of time in preparing<br />
this report and on your behalf I would like to say, mile, mile búiochas do gach duine.<br />
Cumann Lúthchleas Gael launched “ The <strong>GAA</strong> <strong>Strategic</strong> Vision and Action Plan 2010 – 2015” and requested<br />
each county Board under the association’s jurisdiction to examine it’s structures and organisation, their<br />
strengths and deficits and to form an agreed action plan which would allow the association to continue<br />
developing and at the same time consolidating its ethos over the ensuing years.<br />
In May 2010 I invited the above Committee to examine all areas at local level and to consult with our<br />
members working in all facets of our games. The terms of reference of the Committee included inter-alia.<br />
1. The impact of Urbanisation vis-a-vis other codes.<br />
2. The organised scheduling of our games.<br />
3. The ongoing role of our invaluable volunteers, and the Board’s financial structures to ensure that<br />
there are proper checks and balances in place in order to safeguard the it’s finances.<br />
4. Inclusion and Integration.<br />
5. The role of the club in fostering culture and excellent Community spirit .<br />
6. Overall planning and Development of the aims of Cumann Lúthchleas Gael at club level.<br />
7. Officer support and back up services for Club members.<br />
As part of the consultation process the Committee commenced its work in May 2010 by holding a Club<br />
Forum where all club representatives were requested to express their views and make submissions if<br />
deemed necessary under the above headings. The response was over whelming and the views expressed<br />
are reflected in the Committee’s final report. I thank the members of our clubs who contributed to the<br />
debate and who made individual submissions. In preparing their final report the Committee was mindful of<br />
the necessity to ensure that it was an all-inclusive report, reflecting all shades of opinion. The report does<br />
not shirk it’s responsibilities by highlighting the strengths and weaknesses within our Association in equal<br />
measure. Only by knowing the true extent of any weaknesses within our structures can we hope to find a<br />
panacea to address such shortcomings.<br />
The Committee has provided the direction in which our Association should be moving in the 21st century.<br />
I undertake to ensure that the recommendations will be fully implemented and we will set our selves<br />
tasks that will involve the monitoring of progress. With the assistance of all units within our Association, I<br />
am satisfied that Coiste na Mí will not be found wanting in ensuring that the G.A.A.<br />
continues to lead and that it will truly be one of the great sporting organisations on this<br />
planet. We are determined to pass on an Association to the next generation of which they<br />
can be proud.<br />

Introduction...<br />
Brief History of the <strong>GAA</strong> in <strong>Meath</strong><br />
<strong>Meath</strong>’s record of sevice to the growth and well-being of Cumann Luthchleas Gael is a source of much pride for Gaels<br />
throughout the county.<br />
Within a year of the Association’s foundation in Thurles in 1884, a number of clubs were formed in the county, among<br />
them Duleek and Yellow Furze (Seneschalstown), areas in which there are still vibrant and thriving clubs.<br />
The first County Convention was held in 1887 and 15 clubs were represented. In the same year, the 1st football<br />
championship was organised with an entry of 12 teams. Dowdstown (now Walterstown) were the inaugural winners.<br />
The Royal County was among the 12 counties to contest the inaugural All-Ireland SF Championship and the 1st Leinster<br />
Championship was captured in 1895. Forty-four years would pass until the 2nd provincial title was annexed.<br />
<strong>Meath</strong>’s place among the strongholds of the Association was secured with the breakthrough All-Ireland SFC success in<br />
1949 and since then, the Sam Maguire Cup has made six further visits to the county. The Leinster SFC record now<br />
stands at 21 and there have also been All-Ireland successes at Under-21, Minor and Junior level. A total of 26 <strong>Meath</strong><br />
players have won 49 Football All-Star Awards. The National Football League has also been won on 7 occasions and it is<br />
also true to say that the once-off Centenary Cup success in 1984 was the catalyst for the county’s finest era.<br />
The county has produced some of the greatest exponents of the game ... Paddy O’Brien was named on the ‘Team of the<br />
Century’ while Martin O’Connell was similarly selected on the ‘Team of the Millenium’. Sean Boylan’s amazing<br />
achievements as team manager from 1983 to 2005 contributed enormously to <strong>Meath</strong>’s reputation as ‘one of football’s<br />
great strongholds’.<br />

And there was also the historic trip to Australia in 1968 when the footballers of the Royal County broke new<br />
ground by travelling to the Southern Hemisphere, under the guidance of the legendary Peter McDermott, thus<br />
helping to establish an International aspect to Gaelic football which has survived to the present day. <strong>Meath</strong><br />
has consistently supplied players, captains and managers for the games with the Australians.<br />
Hurling has also featured highly throughout the county’s history but without the same success as achieved by<br />
the football teams. There have been 5 All-Ireland successes at Junior level and there are areas of the county<br />
where hurling is the best loved and most played game but it is proving difficult to make the breakthrough at<br />
senior level.<br />
In terms of Administration only one <strong>Meath</strong>man has featured in the higher echelons of the <strong>GAA</strong>...Richard Blake<br />
from Ladyrath was the Associations’ General Secretary from 1895 to 1898. Jack Fitzgerald is the only<br />
<strong>Meath</strong>man to have served as Chairman of the Leinster Council.<br />
There are currently 59 clubs in the county... 15 (dual), 37 (football only) and 7 (hurling only)<br />
The county can also boast of many of the finest playing facilities in the country and there is a huge input by<br />
volunteers on an ongoing basis to maintain <strong>Meath</strong>’s place in the forefront of the Association’s activities. Long<br />
may it last.<br />

Methodology<br />
• The <strong>Croke</strong> <strong>Park</strong> <strong>Strategic</strong> Vision and Action Plan was distributed in January 2009 at a County Committee meeting.<br />
• Cyril Creavin nominated as Chairman of the Steering Committee at County Management in February 2009.<br />

A 10 member Workgroup was put in place, with Oliver Cudden appointed as overall chairman. Each person on the<br />
Workgroup was assigned to one particular focus area, outlined as follows:<br />

• The Steering committee completed <strong>Strategic</strong> <strong>Review</strong> using all of the feedback received.<br />

us, what makes us unique and what attracts more and more players, members, volunteers and supporters.<br />

Games Development<br />
Aim: To increase the numbers playing our games and provide our players<br />
with the best possible playing experience.<br />
There is a long and proud tradition of playing Gaelic Games in <strong>Meath</strong>. However,<br />
we face increasing competition from other sports, from lifestyle and from<br />
changing demographics and we must continue to change and adapt to meet<br />
those challenges. How we continue to develop our games is the key component<br />
to the success of the <strong>GAA</strong> in the county. We must strive to ensure that every<br />
player in the county has the opportunity to play meaningful games in an informal,<br />
safe and enjoyable environment. We must aim for all players to be coached by a<br />
qualified coach and for our clubs and schools to continue to be centres of <strong>GAA</strong><br />
activity.<br />
Key Projects:<br />
Go Games and Super-Touch<br />
We will expand the games opportunities for child and youth players using the Go Games and Super-<br />
Touch games formats. We will aim for all child players to participate in regular Go Games blitzes and<br />
we will expand the rollout of the super-touch blitz program across the county.<br />
Annual County Games Plan<br />
In accordance with national policy, we will produce an annual Games Development Plan linked to<br />
National Games Development Grassroots to National Programme (GNP) objectives. This will be<br />
submitted to the Provincial Games Manager and to <strong>Croke</strong> <strong>Park</strong>.<br />
Club School Link<br />
We will ensure that each club has a link established with each school in their locality in order to<br />
promote the club in the school and promote the development of our games.<br />
Code of Best Practice<br />
We will roll out the <strong>GAA</strong>’s Code of Best Practice for Youth Sport, incorporating a code of conduct that<br />
shows respect for fellow players, mentors and match officials. Best practice will also be developed in<br />
the recruitment and selection of those working with our underage players. This will comply with the<br />

appropriate legislation requirements and guidelines in jurisdictions in which we operate.<br />
Club-Coaching officer<br />
We will ask each club to appoint its own club coaching officer whose main role will be to promote best practice<br />
in coaching and games development in the club.<br />
Harmonise games development<br />
We will harmonise games development and fixtures up to and including minor level to ensure a more balanced<br />
games programme is in place for all our players.<br />
Respect Initiative<br />
We will roll out the <strong>GAA</strong> Respect Initiative which promotes respect and discipline for players towards match<br />
officials and each other.<br />
Qualified coaches<br />
We will meet the national and provincial coach education targets to make sure every player is coached by a<br />
person qualified to the appropriate level.<br />
Academies – Schools of Excellence and Development Squads<br />
We will aim to provide quality coaching for leading club players in all age groups from u/14 to u/17 through<br />
Development squads. We will maintain squad sizes and rotate players with a target of 24 per squad for<br />
hurling and 48 per squad for football.<br />
Recreational Games<br />
We will roll out the new <strong>GAA</strong> recreational games, which will provide players an opportunity to play our games<br />
in a non-competitive and recreational environment.<br />
Schools Initiative<br />
We aim to give assistance to schools in promotion of Gaelic Games by providing trained personnel where<br />
required. We will ensure that the Second Level Schools Committee functions in accordance with our aims by<br />
providing a quality coaching programme for our Second Level schools.<br />

Fixtures Scheduling<br />
OUR AIM:<br />
To provide players with a programme of games with increased emphasis on regularity and quantity<br />
thus assisting clubs to recruit, develop and retain their playing members.<br />
Introduction:<br />
Each year in <strong>Meath</strong>, the County Committee organises 1,000 games, between those played at youth level and<br />
those played at adult level. The provision of a balanced programme of fixtures for players remains one of the<br />
greatest challenges facing the <strong>GAA</strong> throughout the country. The provision of a coordinated programme of<br />
meaningful games for players, appropriate to their needs and abilities, is critical to the continued development<br />
of the <strong>GAA</strong> in <strong>Meath</strong>. All games must be regulated so that players experience fair play and can take part in<br />
well-planned and scheduled games as part of a balanced lifestyle. An outline of the number of league and<br />
championship games played by the 1 st team of each club in hurling and football league and championship is<br />
included in the appendix.<br />

Fixtures Planning Committee, Fixtures Planners and Master Fixtures Plan<br />
We will ensure that there is a Fixture Planning Committee in place and we will recruit and train fixtures<br />
planners. This will enable us to put a master fixtures plan in place year, which will detail fixtures in all grades<br />
and competitions. We will strive to provide the best programme of games possible for our players across the<br />
county.<br />
Young Whistler Referees<br />
We will continue to recruit and train young referees. As we expand our games programme in the county, we<br />
will need to have a constant stream of new referees coming on board to enable games to take place. We will<br />
also roll out the <strong>GAA</strong> Respect Initiative to help foster an environment where<br />
players and mentors show due respect to each other and to match officials.
<strong>Review</strong> of Competition Structures<br />
Each year, we will review our competition structures. This review will focus on the number of games players in each<br />
grade receive as well as the individual club grading. We will aim to provide each adult footballer with a minimum of 19<br />
games and each adult hurler with a minimum of 11 games over the course of the year and an appropriate number of<br />

Volunteer and Officer Support<br />
Aim: To provide a steady flow of volunteers from the Community who will enhance the Association and become<br />
future leaders of the Cumann Lúthchleas Gael in <strong>Meath</strong>.<br />
Introduction:<br />
Volunteers are the heart and soul of the <strong>GAA</strong>. We are fortunate in <strong>Meath</strong> with the numbers of people who<br />
kindly give of their time to promote our national games. We must continue to attract talented volunteers at all<br />
levels within the county and recognise how important it is to encourage and support them. Their work is what<br />
keeps the <strong>GAA</strong> at the centre of the community. Our training programmes will help attract and retain volunteers<br />
by providing a clear education path that allows them to progress according to their ability. The amateur ethos<br />
continues to be at the heart of our Association.<br />

We will provide training for our club officers (chairman, secretary, treasurer, P.R.O., Registrar, Children’s Officer<br />
and Coaching Officer) on an annual basis. This training will focus on the role of the officer in the club as well as<br />

Our aim: To increase number of active players and volunteers in urban areas, to sustain clubs in rural areas<br />
and ensure every child that wants to play Gaelic Games gets an opportunity to play.<br />
Introduction:<br />
The shift in population from rural areas to urban areas continues to be a challenge for the <strong>GAA</strong>. <strong>Meath</strong> is no<br />
different and the past decade has seen a major increase in the population of many urban areas in the county.<br />
We must change and adapt our structures in order to provide more players with an opportunity to play our<br />
games. Over the course of this plan, we plan to increase the numbers of players and volunteers active in<br />
clubs and schools in urban areas by 20%. We will put initiatives in place that will promote the club as the<br />
centre of the community.<br />

We will set up a specialised committee to develop and put in place an Urban Development Plan. This plan<br />
will examine the structures of the <strong>GAA</strong> in the urban area in relation to the number of clubs in the area versus<br />

clubs. This committee will also examine our current club and competition structures and make<br />
recommendations to address the difficulties associated with a reduction of the population in rural areas.<br />

In these challenging times, the need to plan ahead has never been greater. As a county, we need to constantly<br />
review what we are doing and ask ourselves if we can improve. Planning ahead in this manner will increase<br />
our ability to respond to new challenges as they arise. Our clubs can also benefit greatly from this process<br />
and we will aim to have all our clubs complete their own five year plan.<br />

County Plan Implementation<br />
We will appoint a committee to oversee the implementation of this plan. This committee will meet on a<br />
quarterly basis to review progress of the plan and re set targets if needed and set new targets. There will<br />
also be an annual county club forum to discuss the progress and targets with our club officers.<br />
Club Planning<br />
This programme facilitates clubs to put their own five year strategic plan in place. We will train facilitators to<br />
deliver this programme in the county and we expect 10 clubs to develop their own plan each year. These<br />
plans will help ensure that our clubs continue to progress and prosper.<br />
Centre of Excellence and County Grounds<br />
We will upgrade facilities at Páirc Tailteann to include the possibility of new covered accommodation. This<br />
will help ensure that our patrons watch our games in a comfortable and safe environment. We will also<br />
review our facilities at Dunganny with a view to adding pitches and changing rooms. Currently there are<br />
three full size sand based pitches with lights, one astro turf pitch with lights, eight temporary changing<br />
rooms, toilets, canteen facilities and car park.<br />

Promote Club and County Attendances:<br />
We will develop a strategy to help promote attendances at club games in the county and at our inter-county<br />
games. This will include advertising on radio and media, highlighting local fixtures in National Schools,<br />
arranging underage mini games during half time in adult fixtures and encouraging local clubs to promote<br />
games on their websites.<br />
Marketing Plan:<br />
We will develop a marketing plan to help promote the Association in the county. This will incorporate the<br />
provincial marketing plans at County Level. We will investigate all possible sources of revenue in relation to<br />
sponsorship of teams and competitions as well as various fundraising projects.<br />
Supporters Club (Club na Mí):<br />
We will maintain and enhance a relationship with Club na Mí which will have as its aims the promotion of<br />
support for Cumann Lúthchleas Gael in the county.<br />
Club Credit Card Scheme:<br />
We will roll out a club credit card scheme that will help raise funds for clubs. This scheme will facilitate the<br />
payment of affiliations, membership, insurance and tickets.<br />

Communications<br />
Aim: To communicate continuously and consistently with our members, clubs, officials and the public by<br />
using all methods available with particular emphasis on the most up to date communication systems.<br />
Introduction:<br />
Each year, an enormous amount of activity takes place in the <strong>GAA</strong> in <strong>Meath</strong>, from the playing of games at<br />
club level, to the organising of our county teams, to the many meetings and seminars that take place. We<br />
must strive to communicate effectively with our members, our players and officers so that everyone<br />
understands what is happening in the county. This will give us a strong sense of common ownership,<br />
individual responsibility and a sense of pride. Communication is everyone’s responsibility. We must use the<br />
latest technology to communicate quickly and efficiently with our members.<br />
Key Projects:<br />
<strong>Meath</strong> <strong>GAA</strong> Website<br />
We will ensure that the <strong>GAA</strong> website is a ‘best in class’ website. It will be maintained and updated with all<br />
relevant information. We will provide comprehensive fixture lists as produced by the CCC and continue to<br />
operate and enhance our results service. This will lead to the publishing of updated tables for each of<br />
our non-knock-out competitions. We will also investigate the use of Social Networking (Twitter, Facebook,<br />
etc.) as a means of real time communication with our members and the general public.<br />
Presentation of our Games<br />
We will ensure that our games are properly organised and presented. All Co Board officials and stewards<br />
will be aware of their roles and Health and Safety Regulations will be strictly adhered to. A match-day<br />
schedule will be produced and that greater efforts made to ensure that spectators enjoy our games, and<br />
their safety is enhanced.<br />

Implementation and <strong>Review</strong> Mechanisms<br />
for the Plan<br />
This Plan is a living document: it will be reviewed, assessed and adapted to ensure it facilitates all units of the<br />
Association in Co. <strong>Meath</strong> in reaching their potential over the duration of the Plan. It will be possible to assess<br />
the success of the Plan in each county and indeed at club level within the county.<br />
The County Committee will put in place a <strong>Strategic</strong> Implementation Committee. This team will meet on a<br />
quarterly basis and assess the progress of the plan against its stated objectives. The committee will be<br />
comprised of the County Chairman, County Secretary and three appointees.<br />
This team will decide on the most appropriate method to carry out a comprehensive annual review of the<br />
Plan. This will include completion of an annual Club Forum where a detailed review of all relevant aspects of<br />
the Plan will be completed by Club representatives. This will involve the assessment of the current initiatives,<br />
their appropriateness for the needs of the club/county and the identification of additional initiatives to assist<br />
in the completion of achieving the goals and objectives outlined in the Plan.<br />
Once the forum is completed, information, suggested modifications and ideas will be forwarded to the<br />
<strong>Strategic</strong> Implementation Committee for review and discussion. If required, the Plan will be modified and<br />
adapted based on the inputs. The Committee will also be responsible for communicating the modified Plan<br />
to all units at club and county level within the county.<br />

Alcohol and Substance Abuse Programme (ASAP):<br />
<strong>GAA</strong> programme that focuses on minimising the harm being caused by alcohol and drugs in society.<br />
Award 1:<br />
Coach education programme that qualifies the participant to be a lead coach for either child, youth or adult players.<br />
Award 2:<br />
Coach education programme that qualifies the participant to be an advanced coach for either child, youth or adult<br />
players.<br />
Award 3:<br />
Coach education programme that qualifies participant to be a master coach for either child, youth or adult players.<br />
Centres of excellence:<br />
Purpose built facilities, usually incorporating an all weather facility to be used by a number of club, school and County<br />

Club support for local primary schools to ensure promotion of the club and the games<br />
Cúl Camps:<br />
An organised camp for children aged between seven and 13. They are run by qualified coaches and usually held during<br />
