NEGROS FIRST!3 - YEAR STRATEGIC DEVELOPMENT PLAN (2010-2013)FOR NEGROS OCCIDENTALIntroductionThe Provincial Government under Gov. Alfredo G. Maranon, Jr. and Vice Gov. Genaro M. Alvarez,Jr. will be implementing <strong>Negros</strong> First! as the strategic development plan for the province of <strong>Negros</strong><strong>Occidental</strong> in the next three years, starting 2010.<strong>Negros</strong> First! seeks to optimize the potentials of <strong>Negros</strong> <strong>Occidental</strong> as an agricultural province toensure food sufciency and agricultural productivity as well as generate livelihood especially for thepoor and marginalized.Background<strong>Negros</strong> <strong>Occidental</strong> has a land area of 792,607 hectares or 7,900 square kilometers with a lengthof 375 km from north to south. Out of the total land area, 68.17 percent (540,350.13 ha) is classied asalienable and disposable, 31.65 percent (250,845.87 ha) is classied forest land, and 0.18 percent (1,411ha) is unclassied public land.A rst class province in terms of income, <strong>Negros</strong> <strong>Occidental</strong>’s economy is mainly agricultural, with98 percent of its alienable and disposable land used for agriculture (531,016.99 ha) and 2 percent forinland shery/sh pond (9,333.14 ha).Notwithstanding its potential for higher growth and poverty reduction, however, agriculture in theprovince, as it is in the country, continues to under-perform. Agriculture has the potential for highergrowth through crop diversication to dynamic high value products with export potential and higherincome growth, such as tropical fruits as well as vegetables.Fishery is another major source of income for <strong>Negros</strong> <strong>Occidental</strong>. With 13 cities, including Bacolod,and 19 municipalities located along the coast, a great portion of the population depends on shing fortheir livelihood. Production and supply of most sh and marine resources are noted to increase eachyear.The livestock and poultry sectors also generate substantial sources of income, with opportunitiesto ll up the demand in the export market considering that <strong>Negros</strong> <strong>Occidental</strong> remains free from exoticanimal diseases.The province has six major rivers (Danao, Himogaan, Malogo, Bago, Binalbagan, and Ilog)that could be tapped for irrigation, watershed development, reforestation, power and agro-industrialinitiatives.As of October 2007, <strong>Negros</strong> <strong>Occidental</strong> has a total population of almost 2.9 million (including itscapital, Bacolod City at close to 0.5 million) which is 42 percent of the population in Western Visayas. Itis ranked as the 6th most populous province in the Philippines. Its growth rate of 1.44 percent for 2000-2007 is lower than that of Bacolod City, pegged at 2.12.Development StrategiesDevelopment has been correlated with the attainment of the total human potential; it is the sustainedcapacity to achieve a better life – one that is longer and of higher quality, and that allows freedom ofchoice. This is the ultimate end of government, to develop its people’s total human potential by meetingtheir needs now, but without compromising the ability of future generations to meet their own needs. Inshort, government must follow the principles of sustainable development, and this will be our guide aswe endeavor to implement the following strategies to develop <strong>Negros</strong> <strong>Occidental</strong>.

Kanlaon and Northern <strong>Negros</strong> Natural Parks) and two marinereservations (Sagay Marine Reserve and Danjugan Island Marine Sanctuary) that are home tovarious species of ora, fauna and marine life.We will sustain existing programs, both of government and private sector partners, forconservation, rehabilitation and protection of the environment, especially our coastal areas,forest reserves, and major rivers and water bodies. We will support private sector initiatives inenvironmental advocacy and networking to create environmental awareness and education onissues and concerns affecting the environment.The ongoing program on Coastal Resource Management to enhance production of marineresources will be supported and the judicious use of our major rivers for hydro-electric powerprojects will be promoted.Alternative livelihood will be made available to people who depend on the forests for theirsustenance. We will advocate for use of appropriate technologies, either traditional orsustainable methods, to ensure the continued supply of resources, without endangering thedelicate natural balance of the ecosystem.We will adhere to the ecologically sustainable development principles that advocate thefollowing rule of thumb in valuing natural resources: renewable resource – capable of being“harvested or farmed” at a sustainable rate; non-renewable resource – should only be used orextracted if a substitute is found; absolute resource – should not be used at all because there isno human-made substitute; they are either vital to life on earth, have “existence” value, or theyare essential to maintaining biodiversity.Strict adherence to zoning laws should be advocated to the LGUs since land classicationand distribution is among factors identied to have led to forest loss, aside from increasingpopulation and the slow growth of job opportunities, among others.


conomic Developmentconomic omDevelopmente e• Advocate Multi– or Rotational– Cropping in the Sugar Industry• Develop Other Sources of Renewable Energy/Support Implementation of the Bio-FuelsLaw• Increase Local Revenue Utilizing the Corporate Personality of the Province<strong>Negros</strong> <strong>Occidental</strong> is the Philippines’ major sugar producer, contributing over half of thecountry’s total production. Some 54 percent of its agricultural land is sugarcane-based, andraw sugar is its leading traditional export product.Other countries like Thailand, however, have eaten into <strong>Negros</strong> <strong>Occidental</strong>’s worldmarket for sugar with their lower priced product, thus threatening not just our export incomebut the stability of the industry itself.To enhance sustainability of the sugar industry, there is a need to introducemulti-cropping or rotational cropping in the sugar industry. This we will advocate to ourplanters who are actually open to the idea of diversication. They could plant corn and othercrops with their sugarcane as this would help maintain a healthy soil to ensure continued farmproductivity, in addition to being another source of income as well. A cursory computationshows that a planter could earn as much as Php50,000 for 10 tons of corn as compared with ameager P16,800 for some 10 tons of sugarcane.We also support the thrust towards production of bio-ethanol from sugarcane, as well asother biofuel like jatropha oil.Power plays a very crucial role in the economic development of the province. Thisrequires additional investments in power projects to have an equitable balance betweendemand and supply to avert power crisis in the near future. In line with this, we will encouragethe exploration and establishment of renewable sources of energy, especially hydro-electricprojects making use of our six major rivers.To further spur economic development and to increase local revenues, the provincialgovernment could make use of its corporate personality to do business. The 1991 LGC allowsLGUs to invest in business, with a 51 to 49 percent sharing, the government being the minorityshareholder. For instance, it could put up collateral for loans to be used in tourism investmentthat will be run by the private sector.

ProjectsThe Local Government Code of 1991 has provided local government units (LGUs) withwide latitudes for inter-local cooperation and for the pooling of resources to implement jointdevelopment programs and projects. This is being undertaken in the province in the areas ofhealth and environment development, among others. We will support these alliance buildingefforts and probably expand it to cover other development undertakings wherever possible.We will promote transparency and accountability in government transactions.Transparency requires that people are informed of the activities of its government, whileaccountability means the responsible use of power by government (to advance public trust)should go with accounting of their performance to the public.An effective and efcient government can respond to the changing demands ofdevelopment, promote equity and provide excellent quality service. This requires capacitybuildingprograms to ensure that government personnel are equipped with administrative,managerial and technical capacity. They should also be able to adopt the operating perspectiveof the government that is focused on assistance and service. Government must be more of afacilitator and enabler and less of a regulator.Departmental functions should be clearly delineated for a coordinated policy and programimplementation and to avoid duplication and overlapping of programs, projects and activities.As much as possible, we will implement a convergent delivery of services, especially forcountryside development, to avoid wasteful use of resources.To provide wider avenue for people’s participation in the development process, LGUs,along with non-government organizations (NGOs) and people’s organizations (POs), will betapped as partners in the implementation of countryside development projects, with provisionof funding counterparts.There is also a wide array of international donor agencies with available funding forsuch projects as environment management, rural development and poverty alleviation that theprovincial government needs to network with and tap.


eduction of Povertyeduction of fP Poverty• Encourage Entrepreneurship to Increase People’s Earning Capacity• Provision of Livelihood• Prioritize Use of 20% PDF for Countryside DevelopmentThe Family Income and Expenditure Survey (FIES) in <strong>Negros</strong> <strong>Occidental</strong> showed thatpoverty incidence of families increased by 4.9 percent from 36.7 in 1997 to 41.6 in 2000, butdecreased by 10.2 percent at 31.4 in 2003. The average family income in the province ispegged at Php73,923 in 2000, registering an increase of 9.25 percent from the 1997 gure ofPhp67,665.The province’s recorded ination rate in 2006 is at 4.8 percent, while the purchasingpower of the peso weakened to Php0.78 in 2006 from the value of Php0.89 in 2003.The FIES also showed the annual per capita poverty threshold in 2003 at Php12,131. Thisindicates an increase in the poverty line by 9 percent in 2003, from Php11,113 in 2000, whichin turn, showed an increase by 14.79 percent from the 1997 gure of Php9,681.00.The increasing trend of the annual per capita poverty threshold, or the amount requiredto be spent to satisfy the nutritional requirement and other basic needs of an individual, aswell as the weakening of the peso’s purchasing power, necessitates government interventionto help the poor. A wide gap of 28.8 percent was also observed on poverty incidence betweenthe families in the urban and rural areas in year 2000, with a greater poverty incidence in therural areas.<strong>Negros</strong> <strong>Occidental</strong>’s LGUs receive the biggest share of internal revenue allotment (IRA)combined, as compared with other provinces in the country, with its highly-urbanized capitalcity, 12 component cities and 19 municipalities. This brings about a sizable amount of the 20Percent Provincial Development Fund (PDF) that could be properly used for impact projects,prioritizing development in the rural areas.We will strengthen programs supporting medium, small and micro-enterprises (MSMEs)by providing credit, skills training and technology transfer, and marketing assistance. Loanswill be made available to self-employed small business owners. We will also provide productdesign and development, skills and entrepreneurial training, marketing assistance andintroduce appropriate technologies.One successful poverty alleviation program is swine dispersal for backyard raisers. Withrelevant technology (e.g. Articial Insemination for genetic improvement, and higher feedconversion rate) and marketing support, a family could earn good income by raising andbreeding swine.

Thisis obviously because healthy people have better chances of achieving their fullpotential, thus they can be productive and are able to generate wealth for the country.In early 2008, we started planning for a <strong>Negros</strong> <strong>Occidental</strong> Health InsuranceProgram that will primarily target the indigent segment of our population. We neededtime to study the legal aspects and audit rules on the proposed program whereinLGUs will allocate four (4) percent of their Internal Revenue Allotment. We need toplan again to make the program a reality.We will also support the continued implementation of the Hospital ReformAgenda of 2008 that seeks to upgrade the facilities and services of the provincialgovernment-run public hospitals to avoid congestion in the Bacolod-based regionalhospital and the provincial hospital in Silay City.On public health, we will prioritize prevention, as this is less expensive andmore sustainable than the curative aspect. We will also strengthen medical-surgicalmissions to the hard-to-reach areas to bring health services to the underserved ruralpeople.

This is also true at the provincial level, thus, it is imperativethat we invest in our human capital to increase our potentials for economic development and globalcompetitiveness.At the societal level, education has an equalizing effect in that it helps overcome the gapbetween the rich and the poor families by providing equal opportunities for a better life. By makingeducation (particularly college education) to a student from a poor family, a better future is ensurednot only for the student concerned but for the whole family in the long run. Education is seen asthe tool that liberates people from poverty, ignorance and hopelessness.At the basic education level, a teacher’s capacity to educate is almost directly proportional toa student’s capacity to learn. It is, therefore, important to upgrade teachers’ capacities, providingthem incentives to take up advanced trainings. This is to ensure that they are able to teach thecompetence that the average citizen needs to become responsible, productive and self-fullling.This is especially urgent in the public education arena, with 95 percent of all elementary studentsattending public schools.We will strengthen support for the existing <strong>Negros</strong> <strong>Occidental</strong> Scholarship Program, expandingit to include private high school education for top public elementary school graduates, to give themaccess to rst-class secondary education normally available only to the children of the wealthy.The program could also provide incentives for high school honor graduates to pursue a degreein Education to ensure good quality teachers in the future. The incentives could also be offeredto top HS graduates who would pursue degrees in Accounting, Veterinary Medicine, and otheridentied priority courses to match the market.In collaboration with TESDA, we will offer short-term technical or vocational courses totrain more workers who want to get into the lucrative world market for welders, pipe tters, andbutchers, among others, including English teachers and I.T. professionals.We will also support the national government’s thrust to promote an entrepreneurial culture byincorporating entrepreneurship in the educational curriculum.We will encourage other LGUs to replicate Sagay City’s successful pilot “School of the Future”whose graduates have qualied for full scholarships at institutions like the Ateneo University inMetro Manila.

Every household should be able to put food on their tables, and theydo not have to look beyond their own backyards. We will support backyard vegetable, poultry,livestock and dairy production not only for the table but for additional income as well.We will increase production areas not just for rice but also for high value crops, and foryellow corn that will feed our poultry and livestock industry. Crops categorized as high valueare mango, banana, pineapple, coffee, soybean, pili, rubber, coconut, abaca, and vegetablecrops such as carrots, cabbage, celery, lettuce, squash, sweet pepper, ampalaya, mongo,pechay, radish, etc. High value crops are given priority because of its market potentials ordomestic and international demand.To enhance productivity, we will implement more communal irrigation projects andpursue the previously envisioned irrigation highway, tapping on the vast resources of our sixmajor rivers.We will also establish more pre- and post-harvest facilities not only for rice and corn,but also for fruits and vegetables, sh and other marine products, as well as for poultry andlivestock. We aim to supply the growing demand for poultry and livestock products bothin the national and international markets. We will also strengthen sh production throughaquaculture in both inland and marine waters (using sh ponds, sh pens and sh cages).We will continue to enhance the capability of our farmers and sherfolk throughinformation and technology transfer and the provision of necessary equipment and otherproduction support.We will pursue the thrust towards organic farming by encouraging more investors toproduce chemical-free food crops not only for the lucrative world market but for good healthas well. In the process, we are helping to maintain our ecological balance.

It could also include a feedback mechanism whereinthe public could give their suggestions or le their complaints.Electronic governance, which refers to the use of information and communicationtechnology to promote good governance (i.e., applying the principles of transparency,accountability and participation in governance), will be advocated to all LGUs in theprovince.Opportunities for employment in the Information and Communication Technology(ICT) industry abound and we have to prepare our people through trainings and shortcourses to increase their chances of getting hired. There is also a need to continuouslyconduct trainers’ training to download the technical skills to more of our teachers.• Improve Farm-to-MarketRoads• Enhance Concreting ofProvincial Roadsoads and Other Infrastructureuroads and Other InfrastructureWe will improve farm-tomarketroads as well as increasethe length of asphalted orconcreted provincial roads toenhance mobility for agriculturalactivities, trade and tourism.Presently, our 424.52 km total provincial roads comprise 125.98 km (29.67%)concreted road, 15.99 km (3.76%) asphalted road, and 280.73 km (66.12%) gravelroad, and 1.91 km bridge (0.45%). Our national roads totaling 1,351.69 km comprise382.57 km (28.30%) gravel, 579.87 km (42.90%) asphalt, 377.41 km (27.92%)concrete, and 11.84 km (0.88%) bridge.

Aside from thechildren, we are taking care of the other sectors such as the Senior Citizens, the Women,the Fathers, the Youth, and the Handicapped.We will advocate the establishment of senior citizens’ convergence center in everyLGU where the elderly could go for fellowship and recreation. Those who are still ablecould be taught some skills that would make them use their time productively.Responsible adolescence programs will be made a vital part of youth developmentinitiatives inasmuch as responsible parenting will be part of program for parents.We will also help promote the national government’s (and Church-backed) thruston natural family planning to assist parents in planning for a family they are able tosupport as well as to protect maternal and child health.We will sustain efforts to empower the community for people’s participationtowards social development.We will support national and local efforts towards the attainment of peace andsecurity, because development cannot take place without peace. With the degradation ofthe environment, we also need to be constantly proactive to reduce the risk of disastersaffecting the province.


ourism Promotion• Facilitate Establishment of Private Sector-Led Tourism Promotions andDevelopment Board• Boost Domestic Tourism for Sustainability• Promote Community-Based Tourism, including “Bed and Breakfast” Facilitiesin Rural Areas<strong>Negros</strong> <strong>Occidental</strong> has a wide array of beautiful scenic spots, parks, exotic resorts, mountains, cavesand other natural wonders that offer potentials for private investment in tourism projects and related supportservices.With the signing into law of the National Tourism Act of 2009 or Republic Act 9593, the tourismindustry can be more globally competitive. <strong>Negros</strong> <strong>Occidental</strong> can tap into the opportunities offered by theimplementation of this law that declares “a national policy for tourism as an engine of investment, employment,growth and national development…”The Department of Tourism will lead the establishment of a tourism infrastructure program and coordinatewith other agencies to identify vital access roads, airports, seaports and other infrastructure requirement inidentied tourism areas, and the province can propose to be included among the priority areas.To take the lead in tourism development and promotion, we will advocate the establishment of a privatesector-led <strong>Negros</strong> <strong>Occidental</strong> Tourism Promotions and Development Board, similar to those in Cebu, Davaoand Palawan.We will also prioritize support for domestic tourism and promote rural tourism through “Bed andBreakfast” packages in clean, countryside homes with owing water and sanitary comfort rooms, and withouties and mosquitoes. Guests can be served clean, home-cooked native meals whose prices are very reasonableand not inated. This way, the multiplier effect of tourism can be felt by the community market, the tricycleor trisikad drivers, the sari-sari stores, and the rest of the neighborhood. For this program to succeed, we haveto prepare all the stakeholders with capacity building workshops to develop a tourism-friendly community.Ma. Lina P.
