Brief Histories of the Municipalities<br />
Cadiz traces its beginnings to the establishment of a traditional settlement in a place known as<br />
Cadiz Viejo, near the banks of Hitalon River.<br />
Historical records showed that in 1861, the Spaniards came and named the settlement Cadiz<br />
because of its northern location which reminded them of the seaport by the same name in Spain.<br />
Cadiz became a municipality independent from Saravia (now E.B Magalona) in 1878. Its first<br />
appointed Gobernadorcillo was Antonio Cabahug, married to Capitana Francisca Cito.<br />
The outbreak of the Spanish-American War saw Cadiz taking part in the insurrection. Her sons and<br />
daughters headed by Francisco Abelarde, took up arms against their Spanish masters.<br />
During the short-lived government of the cantonal state of the Federal Republica de Negros, Jose<br />
Lopez Vito was elected its president.<br />
At the onset of American rule, Cadiz was on its way to prosperity with the operation of two<br />
lumber companies in the area. The war years brought a stop to all these economic activities and<br />
much suffering to the people of Cadiz.<br />
In the first post-war election of 1952, Joaquin Ledesma was elected mayor. On July, 1967, Cadiz<br />
was inaugurated as a city by virtue of Republic Act No. 4894 which was passed by Congress on<br />
June 17, 1967. The Act was authored by the late Congressman Armando Gustilo.<br />

Manapla was originally inhabited by Negritoes, the<br />
aborigines in the island of Negros. Later on,<br />
people from neighboring places migrated to this<br />
town forcing the Negritoes to flee to the mountains<br />
where they settled permanently.<br />
The town got its name from the wife of the capitan,<br />
fondly and respectfully called by the residents<br />
as Manang Pula. Later, the Manang Pula as name<br />
of the town was shortened to Manapla, the name<br />
carried on until now.<br />
Manapla became a town when the Island of<br />
Negros remained a military district up to the mid-<br />
Manapla Church<br />
dle of the 19th Century. In 1856, Negros Occidental was raised to the<br />
category of politico-military “govierno”. It was in the later part of 1860, during Gov. Saravia’s<br />
term, that Manapla was proclaimed as a new municipality by the Vicar, who was at the same time<br />
the Acting Governor of Bacolod. Bernardo Gallo was appointed its first Capitan Municipal.<br />
Manapla soon led other town as an integral part of the island in the production of sugar when<br />
North Negros Sugar Company, Inc. was established in 1917. Sugarcane milling started and the cultivation<br />
of sugarcane fields ushered in faster development. Large haciendas sprouted and<br />
sugar milling operation by steam machines was employed.
SAGAY CITY<br />
It all started with a small settlement<br />
founded by Tenientes Francisco<br />
Rodriguez and Basilio Cordova in the<br />
year 1860, situated in the mouth of<br />
Bulanon River, which was then called<br />
Arguelles. Through the active<br />
leadership of both founders the place<br />
thrived and prospered, and eventually<br />
became a town. In 1870, the town<br />
was transferred to a bigger<br />
settlement near the sea upon orders<br />
of the Spanish Governor who<br />
renamed it Pueblo de Magallanes,<br />
known today as Barangay Old Sagay.<br />
Sagay City Hall<br />
During the reign of Quintin Katalbas as town mayor in 1960, the name of the town was officially<br />
changed to Sagay. Legend has it that Sagay derived its name from the semi-spherical shell<br />
called sigay found abundant in the town’s many islets and shores. After the Second World War,<br />
the seat of the Municipal Government was moved to Dalusan. It was again transferred to its<br />
present site in Bgy. Rizal on December 22, 2002.<br />
On June 11, 1996, the Municipality of Sagay was converted into a city, ratified on August 10,<br />
1996 through a plebiscite by virtue of Republic Act 8192. During his visit to the province on<br />
August 27, 1996, then President Fidel V. Ramos formally proclaimed Sagay the seventh city of<br />
Negros Occidental, citing it as an excellent example for other striving communities. Sagay’s first<br />
City Mayor Joseph G. Marañon, served as Governor of Negros Occidental from 2001 to 2007.<br />
The big leap of the third class municipality of Sagay into a second class city was made possible<br />
though the unwavering efforts of its local officials and relentless representation of then District<br />
II Congressman Alfredo G. Marañon, Jr., who authored the cityhood bill. Sagay is home to a<br />
32,000 hectare marine reserve that includes Carbin Reef, Panal Reef, Maca Reef and Maca<br />
Shoal.<br />

A weeklong celebration every 3 rd week<br />
of January in honor of our Patron Saint,<br />
the Señor Sto. Niño. Various programs<br />
are lined up such as motocross, drum<br />
and bugle corps competition, Ginoong<br />
Cadiz and Search for Mutya ng Cadiz.<br />
These are a few of the many programs<br />
during the celebration. This spectacular<br />
revelry features “Ati” tribes garbed in<br />
their colorful costumes dancing to the<br />
fast and deafening beat of drums while<br />
carrying the image of the Holy Child<br />
Jesus. This year, activities will start on<br />
January 22-29.<br />
Sinigayan Festival is an expression of<br />
art and culture of Sagaynons. The Sagay’s<br />
coastal line and coral islets blend<br />
with natural beauty is the home to a<br />
wide variety of marine life. Under Sagay’s<br />
seascape is bursting with colors of<br />
different sea creatures all beaming with<br />
life because of the LGUs protection efforts.<br />
It mirrors the abundance of the<br />
sea’s bounty.
